Comment by Foreign Minister Sergey Lavrov on the sidelines of the International Conference on Peace and Security in Iraq held in Paris on 15 September 2014

    
 
 

A conference on peace and security in Iraq attended by foreign ministers from about 30 countries has opened in Paris. The participants include top officials from countries of the region, such as Iraq (President Fuad Masum and Foreign Minister Hoshyar Zebari), and representatives of states that are cooperating with Iraq and other states of the Middle East and North Africa in combating the terrorist threat. We have drawn the attention of the participants to the fact that we have been talking for a long time about terrorist manifestations that have become markedly more frequent in the Middle East and North Africa after the Arab Spring, when the aim of overthrowing regimes was raised above the common goal of preventing the spread of the terrorist threat. We have done this not for the sake of allocating guilt, but only in order for the world community to fully consider the lessons of the past in planning future actions. It is essential to realise that there should be no double standards in the fight against terrorism. There are no "good" and "bad" terrorists. It is necessary to be consistent and not to make one’s own priorities more important than the common goal of fighting terrorism.

We have emphasised that for all the common importance of the immediate task of suppressing militants from the Islamic State who are trying to seize large territories in Iraq and Syria, it is vital that a broader perspective also be maintained. In addition to the Islamic State, al-Qaeda also remains strong. There are groups such as Jabhat al-Nusra, and several extremist groups, that are united into the Islamic Front. We have suggested that the Security Council should launch preparations for a practical, deep and comprehensive analysis of the situation.  Full story Full Story

Question: Good afternoon, Mr Lavrov. The main issue today is Ukraine. Is the war over or is it a temporary respite?

Sergey Lavrov: It is a ceasefire. It is based on a document that was signed after Russian President Vladimir Putin advanced a seven-point initiative. We also expressed our readiness to work further on that document with the involvement of all sides in the conflict: the Kiev authorities and those who support them, and the Lugansk and Donetsk people’s republics.

It was thanks to this initiative that a meeting was held in Minsk where the document was coordinated. It has more than seven points, because it must reflect the stands of those who are directly involved in the agreement. According to our assessment and the opinion of OSCE observers, the ceasefire has so far been effective, though not without some disruptions that have so far been insignificant, thank God. There has been some shooting, but so far the progress towards a lasting truce has not been disrupted. Ladies and gentlemen,

Foreign Minister of Mali Abdoulaye Diop and I had good talks. We agreed that the progressive development of Russia-Mali relations across all areas meets the interests of both countries and contributes to better security in this African region and on the African continent in general.

Both sides seek to expand trade, economic and investment cooperation. We have mentioned such promising areas as geological prospecting, mining, energy, including power equipment supplies, and infrastructure projects in addition to those that are already underway or have been completed with the participation of Russian companies.

We agreed to step up military and technical cooperation and expand cultural and humanitarian exchanges. A series of bilateral intergovernmental agreements covering these areas are being prepared.

Russia contributes to the stabilisation of the situation on the African continent in a variety of ways, including by helping to strengthen the peacekeeping capability of African countries, providing humanitarian aid and, of course, providing debt relief to African countries.  Full story Full Story
