Ms Matviyenko, esteemed members of the Federation Council,

I’m happy to have another opportunity to address the upper house of the Federal Assembly of the Russian Federation. We regard close cooperation between the Ministry of Foreign Affairs and Parliament as an important resource in our efforts to promote our national interests and strengthen our country’s stature and influence in the international arena.

Factors encouraging instability and conflict continue to accumulate in international relations. This is a very difficult stage in the formation of a more just and democratic polycentric system, which is objectively occurring, reflecting the geographical and civilisational diversity of the world today. Unfortunately, we keep coming up against the desire of the US and its allies to reverse this trend and impose their will, approaches and values on other participants of international relations.

The stakes are high. Fundamental principles of the UN Charter are systematically violated, double standards are widely used, and there is interference in the internal affairs of sovereign states in order to reaffirm a unilateral world order. An array of measures is in store for those who object – from unilateral illegitimate sanctions to direct military intervention. We deem this approach not only unlawful but also short-sighted, ignoring the fact that the fate of the world today cannot be determined by a single state or a narrow group of states.

Russia will continue to firmly uphold truth and justice in international affairs, as well as the rights of our compatriots. No one will force us to abandon our position of principle on key issues. As Russian President Vladimir Putin has repeatedly stressed, we were not the ones who spoiled relations, and the main condition for restoring them is respect for Russia and its legitimate interests.

Our approach is based on a commitment to collective methods of addressing current issues by relying on international law, the central coordinating role of the UN, genuine partnership and cooperation between the main centres of power and influence, and respect for the right of nations to decide their own fate.   Full story Full Story

Esteemed colleagues,

This meeting of the Committee of Ministers(CM) of the Council of Europe is of special importance. The situation in Europe is complex. There are too many irritants and conflicts, and relations between Western nationsand the Russian Federation are worsening in general, among other things, over the Ukraine crisis, which of course did not erupt on its own. It reflects the systemic problems that have built up in the European security system for years, the root cause being that the commitments to prevent new dividing lines and to eliminate old ones have not been honoured for years. The Council of Europe (CoE) has a unique significance, since it is the only pan-European organisation that is based not on political declarations but on the clear-cut foundation of international law: the Statute and numerous conventions, ensuring a single legal space for all European countries without exception.

Today, we have sought to use the Committee of Ministers meeting to urge strict compliance with the basic principles and values of the Council of Europe, which, to reiterate, are the same for all and should be followed by all in equal measure.   Full story Full Story

Question: Everybody is interested in the Ukraine situation and how the Minsk-format dialogue is unfolding. Everyone has heard about the difficult negotiations with US Secretary of State John Kerry, but nobody knows what was discussed exactly. Could you give us some details? What can you say about the possibility of the United States’ involvement in the peace process in Ukraine? What steps can we expect from Russia and the United States to normalise bilateral relations? Is a meeting between the US and Russian presidentspossible in the foreseeable future? Can you tell us about the current visit to Moscow by US Assistant Secretary of State Victoria Nuland?

We saw you driving a Pobeda carin Sochi. Who gave it to you? Did the car impress John Kerry?

Sergey Lavrov: When we arrived in Sochi to prepare for John Kerry’s visit, a Foreign Ministry representative introduced me to Sochi residentVartanYeremyan, a descendant of a Great Patriotic War veteran (a street in Sochi is named after the Yeremyan brothers), who runs a carservice business.
