Question: Why does Russia refuse to recognise Novorossiya, given that it was Lenin who gave this region to Ukraine? Is it possible that Russia will recognise it at some point?

Sergey Lavrov: Novorossiya is a fairly vague term.

Question: The Donetsk and Lugansk republics.

Sergey Lavrov: That’s more specific. We operate on the premise that the Ukrainians are our close neighbours and a brotherly nation. We want the people who live next to our borders and who we are well disposed to, to live well. In order for this to happen, Ukraine must remain united. I’m not talking about Crimea – it’s a completely different issue. President Putin has repeatedly explained the reasons why this happened. The main reason – I’ll make a small digression – was the inability of our Western partners, who acted as guarantors of the agreement signed on February 21, 2014, to force the then Ukrainian opposition to keep its word and live up to its commitment to create a government of national unity. The foreign ministers of France, Germany and Poland, who signed this agreement, didn’t say a word when the coup took place in Kiev the next morning after the agreement had been signed. President Obama, who had called President Putin the day before specifically to ask him to support this agreement and to talk Viktor Yanukovych out of using the army, didn’t even call back with an apology for the whole thing not working out as intended. In turn, Putin asked Obama to convince the opposition to refrain from violence and not to violate the agreement. This is the underlying cause of what happened in Crimea, because the people of Crimea were supposed to share the fate of the people who opposed the Maidan protests and attempts to seize power unconstitutionally.  Full story Full Story

Ladies and gentlemen,

My Chilean counterpart Heraldo Benjamin Muñoz Valenzuela and I have held extensive and constructive talks. We have reviewed topical issues on the bilateral and international agendas, primarily within the framework of fulfilling agreements reached by Russian President Vladimir Putin and President of Chile Verónica Michelle Bachelet Jeria during their 2014 meetings in Brazil and China.

We noted the consistent development of our dialogue, and agreed to take additional steps in this area, including the plan for cooperation between the two countries’ foreign ministries, which has just been signed. We discussed the progress made on decisions that came out of last year’s Intergovernmental Commission on Trade and Economic Cooperation. It is good to see the Chilean business community showing more and more interest in the Russian market. We are expecting a delegation of representatives of Chile’s government and business circles to arrive in Russia this June for the St Petersburg International Economic Forum. This will be an important stage in the preparations for a regular session of the intergovernmental commission, scheduled for October.

We hope that, apart from continuing to expand bilateral trade to a level commensurate with the potential of our countries, we will move to diversify trade and correct the certain imbalance in our commodity flows. We also want to increase the share of goods with high value added. Russian companies would like to cooperate with Chilean partners in the area of energy, the oil and gas sector, the mining industry, and high-tech, innovative products.  Full story Full Story

Ladies and gentlemen,

My Zambian colleague Harry Kalaba and I have held constructive talks.

Zambia is a time-tested partner of Russia on the African continent. We have discussed bilateral relations and their prospects in detail, establishing mutual readiness to deepen trade and economic ties, as Russian companies are becoming increasingly interested in the Zambian market and Africa in general.

Humanitarian and cultural cooperation is another area of priority for us. Zambia is a leader among Sub-Saharan countries in terms of the number of Russian Government scholarships obtained by its citizens to study in Russian universities. This academic year, the number of government-sponsored scholarships will be increased, and we will continue this trend moving forward.

Another positive development is having educational institutions of the Russian Ministry of the Interior provide training to Zambian law enforcement officers.  Full story Full Story
