Information on the aggregate numbers of strategic offensive arms of the Russian Federation and the United States is provided based on the notifications envisaged by the New START Treaty which were exchanged by the Parties in March 2022 in accordance with paragraph 2 of Section II of Part Four of the Protocol to the New START Treaty.

As the Russian Side has repeatedly indicated earlier the number of 800 deployed and non-deployed launchers of ICBMs, deployed and non-deployed launchers of SLBMs, deployed and non-deployed heavy bombers declared by the United States is achieved not only through real U.S. arms reduction but also by unilateral removal from accountability of 56 Trident II SLBM launchers and 41 B-51H heavy bombers. Their conversion procedures were carried out in such a way that the Russian Side cannot confirm that these strategic offensive arms were effectively rendered incapable of employing nuclear armaments, as required under paragraph 3 of Section I of Part Three of the Protocol to the Treaty. In addition, the United States declared four silo training launchers as “training silos”, the term that is not provided for by the New START, and refuses to include them into accountability under the Treaty as non-deployed silo training launchers of ICBMs. Therefore, the allowed rate under subparagraph 1(c) of Article II of the Treaty is exceeded by 101 units.
