Russian MFA Information and Press Department Commentary Regarding a Russian Media Question Concerning Estonia's Claims Against Russia for "Soviet Occupation"
Unofficial translation from Russian
PRESS RELEASE
Question: A few days ago from Tallinn, this time from the Ministry of Justice of the Republic of Estonia, there were issued yet another series of statements on an intention to put forward claims against Russia for "damage" inflicted in the years of the "occupation" of Estonia by the Soviet Union. Please comment on them.
Answer: Russia's position on the question of the events in Estonia in June-August 1940 has been repeatedly stated and remains unchanged. Both the introduction of additional Red Army units and the incorporation of Estonia into the Soviet Union did not come into contradiction with the norms of international law then in force. Consequently, any claims by the Estonian side, including those for material compensation for the damage which Estonia believes was the result of what occurred in 1940, are without foundation. We see no point in additional comments on that score.
At the same time, we are convinced that the existing differences in approaches to, and assessments of the events that took place in the Baltics in the 1930-1940s should not be brought into the fabric of contemporary political relations and even less so used for the justification of discrimination against a significant portion of the permanent residents of a country, as is being done in Estonia and Latvia.
