Foreign Ministry statement on the results of the Lausanne talks between the P5+1 powers and Iran on the settlement of Iran’s nuclear issue
Following the recent talks between the P5+1 international mediators – the UK, Germany, China, Russia, the United States and France – and Iran, the sides have reached a framework political agreement on the final settlement of the situation surrounding Iran’s nuclear programme. They have reached an agreement of principle on the key parameters of all elements of future nuclear activity in Iran, its inspection and verification by the IAEA, the duration of nuclear restrictions on Iran, as well as the procedure, sequence and degree of lifting the sanctions imposed on Iran by the UN Security Council and unilateral US and EU sanctions.
This political agreement is based on a principle formulated by President Vladimir Putin, namely recognition of Iran’s unquestionable right to conduct a peaceful nuclear programme, including uranium enrichment, under international control and with the lifting of all sanctions imposed on Iran. All the subsequent steps within the final agreement will be taken by the sides on the principles of phasing and reciprocity, which were also proposed by Russia.
The multi-year talks on Iran’s nuclear programme have entered the final stage. The sides have found key political solutions, and now their experts will formalise the technical solutions for each of the approved decisions, which constitute the subject of the future agreement. With this aim in view, the P5+1 and Iran will continue intensive consultations at an expert level until July. The solution to outstanding issues will be based entirely on the achievements the sides have already reached and coordinated.
We believe that the solution found in Lausanne will strengthen the legal framework of international relations and see it as vivid proof of the fact that the most difficult issues and crises can be resolved through political and diplomatic efforts. It is clear that the agreement reached on Iran’s nuclear programme will have a positive effect on security in the Middle East for a number of reasons, including because Iran will be able to contribute more actively to the solution of regional issues and conflicts.
