Foreign Minister Sergey Lavrov’s opening remarks at a meeting with Krasnodar Territory Governor Veniamin Kondratyev, Krasnodar, June 28, 2017
Mr Kondratyev,
Thank you for your hospitality. When the organisers of the 14th Conference of Russian and German Partner Cities were choosing the site for this conference, Krasnodar was a preferred candidate, considering that it has the necessary infrastructure and is the capital of a rapidly developing territory, as you have said.
I would like to again express our gratitude to you for hosting this important Russian-German event. As German Minister for Foreign Affairs Sigmar Gabriel and I said at the opening of the conference and at a news conference, at this difficult time when international relations have been soured for reasons beyond our control, it is very important to rely on the practical and lively interest between Russian and German regions and cities, as well as between Russian and other countries’ regions and cities. This interest is based on pragmatic considerations and a desire to develop the economy, the social sphere and ties between people. In this sense, the conference that is underway in Krasnodar is not just an ordinary event attended by regional leaders from Russia and Germany. I am confident that it is a good example of how relations should always be developed, including during the most difficult period in international affairs.
You spoke about the huge potential of the Krasnodar Territory. This is true. As far as I know, this region is one of the top five investment destinations in Russia. The Foreign Ministry will do its best to promote your image. We have agreed to hold a presentation of the Krasnodar Territory at the Foreign Ministry. We will organise it at top level. I am sure that this will attract new partners to the Krasnodar Territory, in particular, to Krasnodar, Sochi and other cities in this beautiful region.
We also plan to help you strengthen your ties with your foreign partners. You have signed many economic cooperation agreements with them. I know that you are finalising similar documents on cooperation with Turkmenistan and Tajikistan. We would like you to expand your horizon to include some of our new partners, in particular from BRICS and the SCO. I am sure that the member states of these associations can contribute to tourism in your region. You have the conditions for year-round recreation.
Electronic visas are something new for us. We are only just now developing this new feature. The Russian Government has decided to introduce e-visas for the Free Port of Vladivostok and the Kaliningrad Region. This process will begin soon. As we accumulate experience and see that our foreign partners are willing to cooperate on the footing of reciprocity, we will consider your application for spreading this experience to your region. Anyway, we will do our best to attract tourists here. But success depends on the services you will offer them, because services are the key element. Those who have been to Sochi, which you have praised as our main resort city, will definitely return here again.
Once again, thank you for your cooperation. We will continue to support the Krasnodar Territory.

I do not want people to think that this is a mutual admiration society, but it is a fact that our foreign policy is based on our domestic policy. The sustainable and successful development of our regions, the prosperity of our people and the rapid solution of our problems provide a firm basis for our foreign policy activities.
