Foreign Ministry Spokeswoman Maria Zakharova’s comment on President Trump administration’s decision to put Cuba back on the US list of state “sponsors” of terrorism

Moscow has noted that President Trump’s January 20 executive order revoked several decisions by President Biden’s administration, including memoranda signed just a week earlier, which removed Cuba from the US unilateral list of state “sponsors” of terrorism and lifted restrictions on financial transactions with Cuban legal entities. 

The executive order justifies this step by claiming that “the previous administration has embedded deeply unpopular, inflationary, illegal, and radical practices within every agency and office of the Federal Government.” Allegedly, this action aims “to commence the policies that will make our Nation united, fair, safe, and prosperous again.”

What remains unclear, though, is what any of that has to do with Cuba and on what grounds it was put back on this infamous list. It is evident that this decision has nothing to do with countering terrorism. The previous US administration explicitly stated there was no evidence whatsoever of Cuba supporting international terrorism. This fact remains indisputable. We find it essential to once again emphasise Cuba’s impeccable and exemplary reputation as an active participant in international efforts to counter terrorism. 

It is likewise indisputable that putting Cuba back on the sanctions list is aimed at further tightening financial and economic restrictions with the aim of destabilising the country and forcing a change of government in Cuba. Clearly, this approach clearly considers the severely negative impact these restrictions will have on the quality of life of the Cuban population. Could it be that provoking social discontent is the ultimate goal? It is regrettable that, after more than 60 years of harsh sanctions and political pressure on Havana, Washington still refuses to recognise the futility of imposing its will on the Cuban people. 

Russia, for its part, will continue to provide Cuba with the necessary support in upholding its sovereignty and in its demands for the immediate and complete lifting of the unlawful and inhumane economic, trade, and financial blockade imposed by the United States. We will also advocate for removing Havana from the list of alleged state sponsors of terrorism.
