Statement for the press by the Russian Foreign Minister, Sergey Lavrov, during the press conference, summarising the results of the negotiations with the Minister of Foreign Affairs of the Republic of Peru, Eda Rivas, Lima, 30 April 2014
Ladies and Gentlemen,
I am delighted to be in the hospitable capital of Peru, Lima, again, especially (as my colleague has said) in the 45th anniversary since the establishment of diplomatic relations between our countries. Ties between Russia and Peru have deep historical roots. At the beginning of the XVII century, the great Peruvian enlightener, Inca Garcilaso de la Vega, wrote about the State of Muscovy, but Mikhail Skibitsky from Russia fought for the liberation of Peru from the colonial reign in the Ayacucho battle. We are glad that Peru knows and loves the cultural heritage of our country. Russia also appreciates the achievements of the Peruvian culture from the epoch before Columbus up to this day.
At my meeting with the President of Peru, Ollanta Humala, and the Minister of Foreign Affairs of Peru, Eda Rivas, today, we discussed all the sectors of our cooperation, expressed general satisfaction with the state of affairs, and a determination to do more to promote our partnership. We agreed to initiate our work aimed at the improvement of our contractual legal framework. Today, about 20 projects of intergovernmental and interagency agreements are being reviewed by the parties. As Ms. Eda Rivas has said, we devoted special attention to the tasks of extending and deepening of our trade and economic ties. An Intergovernmental Commission on Trade and Economic Cooperation is functioning. We will prepare it's session this year in Moscow.
We deem it important to stimulate direct contacts between business circles and we expect that the participation of the Peruvian delegation in the St. Petersburg Economic Forum this May will be productive, even more so now that a special seminar on the development of cooperation between Russia and Latin America is scheduled within the framework of this event.
We are interested in the development of comprehensive relations with Latin America, including integration and political associations, which were created by countries of the region. A decision about the creation of a system for constant dialogue between Russia and the SELAC is being prepared, our country is establishing contacts between our country and the UNASUR ; there are work-related consultations between the MERCOSUR and the Customs Union (Russia, Belarus and Kazakhstan). Our partners from Peru and other Latin American countries show interest to the establishment of closer contacts with the CU including free trade agreements. I think that we will come to a level of discussion on these issues as our ties develop.
Where international problems are concerned, we have a shared approach: Russia and Peru are for an exclusively peaceful settlement of conflicts and crises based on international law, the UN Charter and through collective actions, avoiding any unilateral steps. From these positions, we exchanged opinions about the situation in the Middle East and North Africa, including in Iraq, Libya, Syria and around these countries. We also talked about the consequences the events in those places have for the world.
It seems to us that Latin America lacks information about the events in Ukraine. We attempted to close this gap. The President, Ollanta Humala, said that the talk on Ukraine was quite valuable. In any case, Russia and Peru (as Ms. Eda Rivas has said) are for the establishment of a dialogue in Ukraine. This is a principled task. The Kiev authorities must acknowledge and act on their responsibility and start a dialogue with representatives of the South and East of the country to agree on how to live further. Russia believes that the dialogue between the Kiev authorities and their opponents in other regions of the country could be set up under the aegis of the OSCE. We hope that those of our western colleagues, who still have doubts about this, will remove their objections and will not prevent Ukrainians from agreeing.
In general, I am quite satisfied with our talks today. I invited the Minister, Eda Rivas, to visit Russia at any time whenever convenient. I expect to continue our contacts.
