The Yamal-Nenets autonomous okrug is one of the largest in terms of territory of the Russian Federation, a stable and dynamically developing region.

 

Geographical location, climate and nature

 

Yamal-Nenets autonomous okrug is located in the Arctic zone of the West Siberian plain, in the Far North of the Russian Federation. Its area is 769,250 km2, which is several times larger than the area of an average Western European state.

The northernmost mainland point of the autonomous okrug is at 73° north latitude, 800 kilometres from the Arctic Circle.

More than half of the autonomous okrug is located above the Arctic Circle, and a small part of its territory is located on the eastern slope of the Ural Ridge. The distance from the centre of the okrug to Moscow is 2,436 km.

The territory of Yamal is located in three climatic zones: arctic, subarctic and the northern (taiga) zone of the West Siberian Lowland. The climate is continental, determined by the presence of permafrost, proximity of the Arctic Ocean, abundance of bays, rivers, swamps and lakes.

The region is characterised by long (up to eight months) winters, short (about 50 days on average) summers and strong winds. The average annual air temperature is minus 10°C. Magnetic storms accompanied by aurora borealis are frequent.

The region is washed by the waters of the Kara Sea and includes the Yamal, Taz, and Gydan peninsulas and the islands of Bely, Oleniy, Shokalskiy, and others. The main rivers are the Ob, Taz, Pur, Nadym, Yuribey, Messo-Yakha and others. There are about 300,000 lakes and 50,000 rivers on the territory of the okrug.

 

Administrative structure, power

 

Yamal-Nenets autonomous okrug is a constituent entity of the Russian Federation, territorially included in Tyumen Oblast. It is located in the Ural Federal District.

The population of the Yamalo-Nenets Autonomous Okrug as of January 01, 2024 was 515,960 people, including urban population - 439,508 and rural population - 76,452.

The administrative centre is the city of Salekhard, located on the Arctic Circle. It was founded in 1595 (until 1933 - Obdorsk). Within the boundaries of the territory of the municipality there is a city of Salekhard with the adjacent territory and the settlement of Pelvozh. The population as of 01 January 2024 was 49 236 including 49 160 urban population and 76 rural population.

The major cities of the region are Novy Urengoy, Noyabrsk, and Nadym.

The system of government bodies of the autonomous okrug consists of:

- The legislative body of the Autonomous Okrug is the Legislative Assembly,

- Governor is the highest official of the autonomous okrug;

- The Government of the Autonomous Okrug - the highest executive body of the autonomous okrug.

Dmitry Artyukhov has been the Governor of Yamal-Nenets autonomous okrug since 09 September 2018. On 10 September 2023, at the thirty-first session of the Legislative Assembly of autonomous okrug he was elected for the second time for a term of five years.

 

Demography and national policy

 

According to the preliminary estimate of the permanent population of the region as of 01 January 2025 the population of the region was 521 655 people.

The population density is 0.67 people per square kilometre, the share of urban population is 85.2%.

Since the 1990s, autonomous okrug has been one of the few regions of the Russian Federation with a constant positive natural population growth rate of more than 3,500 people per year.

More than 6,500 newborns are born in Yamal every year. In 2024, 12.8 children were born for every 1,000 residents of the region, which is higher than the all-Russian indicator (8.4 births per 1,000 residents). Yamal ranks fifth in the country and first in the Ural Federal District in terms of birth rate.

The mortality rates are rather low - 5.9 deaths per 1,000 population by the end of 2024, which is lower than the all-Russian indicator (12.5 deaths per 1,000 inhabitants). Autonomous okrug ranks fourth in the country and first in the Ural Federal District in terms of mortality rate.

According to the data of the All-Russian population census of 2020, the national composition of the population of the region was as follows: Russians - 49.6 per cent, Nenets - 7.0 per cent, Tatars - 3.7 per cent, Ukrainians - 3.6 per cent, Khanty - 2.0 per cent.

 

Economy

 

The stable situation in the region's economy is evidenced by the high level of investment in fixed assets. In 2023, autonomous Okrug ranked fourth in the Russian Federation in terms of investment (4.3% of the total volume in the country), providing an inflow to the regional economy of 1,473.7 billion rubles (-2.9% in real terms to 2022).

In January-September 2024, enterprises and organisations of all forms of ownership invested in the real sector of the economy of the autonomous okrug about 1 140 billion rubles (+9.5% to January-September 2023). By the end of 2024, the expected investment volume will reach 1.5 trillion rubles.

In January-September 2024, the Autonomous Okrug retained its leadership among the subjects of the Russian Federation in terms of capital investment per capita - 2,207.1 thousand rubles (first place in the country). The autonomous okrug is 13 times higher than the national average in terms of per capita investment in fixed assets.

Today, a significant share of investment in the region is provided by the ongoing development of existing and planned oil and gas condensate fields (Kharasaveyskoye, Medvezhye, Yubileynoye, Kruzenshternskoye, Yamsoveyskoye, Urengoyskoye, Yakhinskoye, Novoportovskoye, Severo-Samburgskoye, Severo-Chaselskoye, Bovanenkovskoye, Meretoyakhinskoye, Zapadno- and Vostochno-Messoyakhskoye), as well as production drilling. In addition, significant investments have been made in the Arctic LNG-2 project: construction of a natural gas liquefaction plant on the resource base of the Salmanovskoye field, comparable in capacity to the Yamal LNG project

The analytical credit rating agency ACRA (JSC) on September 17, 2024 confirmed the credit rating of the Autonomous okrug at the level of “AAA” (RU), the outlook - “stable”.

The credit rating of the Autonomous Okrug is conditioned by the minimal level of debt burden, high degree of self-sufficiency and stability of the budget and high level of its liquidity, as well as high indicators of regional economic development. The rating of the Autonomous Okrug is at the maximum possible level for the regions of the Russian Federation.

In 2024, the industrial development of the region, which was taking place against the background of large-scale sanctions and the refusal of a number of European countries from Russian hydrocarbons, generally remained stable. In 2024, the autonomous okrug's industrial enterprises shipped goods of their own production and performed works and services worth RUB 6,345.0 billion (+5.8% in real terms due to an increase in oil, gas condensate and natural gas production).

According to the results of 2024, the Autonomous Okrug is among the top three in terms of industrial output per capita - 12,230 thousand rubles (1 in the UFD, 2 in the RF), exceeding the average Russian level 14 times

For many years Yamal has been leading the rating of the country's regions in terms of construction work per capita, and 2024 was no exception, with a volume of 928.3 thousand rubles per capita, the YNAO retained its leadership position.

Active construction of housing continues in the Autonomous Okrug. Thus, 330.8 thousand m2 of housing will be put into operation in 2024, which is 14% higher than in 2023.

Inflationary processes in the region are traditionally lower than the national average. The highest value for the last five years inflation reached in 2022: the average annual level of +10.3% (RF +13.8%), by December 2021 + 8.3% (RF +11.9%).

In January-December 2024, the increase in the average annual consumer price index amounted to 7.2% (RF +8.5%), by December 2023 -7.5% (RF +9.5%).

In 2024, there is an increase in the volume of retail turnover: 232.0 billion rubles and +5.9% compared to 2023 in real terms. Positive dynamics is provided both by the segment of non-food products (+3.6%) and food products (+8.5%).

More than half (51.4%) of the commodity structure falls on non-food goods, the rest (48.6%) - on the sale of food products, including beverages and tobacco products.

The turnover of public catering at the end of 2024 in real terms by 2023 decreased by 3.2% (30.6 billion rubles).

In 2024, the population of the region has gotten paid services in all sectors of sales in the amount of 69.7 billion rubles (growth rate +11.4% to the level of 2023), in real terms +2.1%. The largest share in the total volume of services provided to the population is occupied by: transportation services (35.7%), housing and communal services (26.1%), telecommunication services (13.3%).

 

Fuel and energy complex

 

As the main gas production centre of the Russian Federation, Yamal-Nenets autonomous okrug has everything necessary to remain the centre of domestic and global gas production in the 21st century.

The region holds more than 65% of Russia's gas reserves (about 20% of the world's reserves), as well as 20% of Russia's oil and condensate reserves (about 3% of the world's reserves).

The autonomous okrug accounts for about 80% of Russian and 13% of global natural gas production. Over 22 trillion m3 of natural gas has been produced here since the region's subsoil was actively developed.

Production of liquid hydrocarbons in the autonomous okrug accounted for more than 7% of total Russian production and 1% of global oil and condensate production. More than 1.6 billion tonnes of liquid hydrocarbons have been produced in the region over the entire period of active subsoil development.

The autonomous okrug has discovered 242 hydrocarbon fields, of which 113 are under commercial development, and 129 fields are undergoing geological exploration. There are 341 active subsoil licences for geological exploration and production of hydrocarbons, including 312 onshore licences and 29 offshore licences in the Kara Sea.

Actual production for 2024: oil - 37.8 million tonnes, gas - 535.3 billion m3, condensate - 32.7 million tonnes. In January 2025 3 million tonnes of oil (104% compared to the same period in 2024) and 2.8 million tonnes of gas condensate (100%, respectively) were produced.

The autonomous okrug is the main gas-producing region of the Russian Federation. In January 2025, total gas production totalled 45 billion m3 or 88% of the corresponding period of 2024.

The main oil and gas producers are subsidiaries of PJSC Gazprom, PJSC NOVATEK, PJSC Gazprom Neft, PJSC Rosneft, and PJSC Lukoil.

Yamal's unique location has made it possible to create a logistical model for year-round supplies of liquefied natural gas (LNG) via the Northern Sea Route to markets in Europe and the Asia-Pacific region.

In addition, significant resources of scarce and highly liquid types of minerals, such as ores of chrome, iron, manganese, copper, lead, aluminium, noble metals, as well as barites and phosphorites, are concentrated in the subsoil of the Polar Ural in the Autonomous Okrug.

 

 



Transport infrastructure

 

The length of public roads of regional significance in the autonomous okrug is 1,430,31 kilometres (for reference: the length of public roads of local significance is 1,657,05 kilometres), the length of public railways is 660.3 kilometres, and the length of navigable waterways is 4,265.5 kilometres.

The autonomous okrug has eight airports with hard artificial surfaces (Nadym, Novy Urengoy, Salekhard, Noyabrsk, Yamburg, Bovanenkovo, Sabetta, Utrenny) and three with dirt surfaces (Tarko-Sale, Urengoy, Tolka), one landing site in the village of Krasnoselkup, and other settlements have helicopter landing sites. Flights to many major cities of the country are operated from the airports of the Autonomous Okrug. In addition, small aircraft carry out inter-municipal and intra-municipal passenger transportations.

 

Agro-industrial complex

 

The main branches of agriculture are reindeer herding and fishing.

The main goal of the development of the agro-industrial complex in the Autonomous Okrug is to provide consumers with quality products in a wide range of products through the creation of a stable and coordinated production system.

One of the main objectives is to develop regional fish processing and reindeer herding processing in order to produce products that meet food safety requirements, in a wide range of products with high added value.

Reindeer husbandry and processing of reindeer herding products.

Today, more than 60 organisations - agricultural enterprises, farms, agricultural consumer cooperatives and other forms of ownership - carry out reindeer breeding activities in the autonomous okrug.

According to the results of the slaughtering campaign in 2024, 3.281 thousand tonnes of reindeer meat have been harvested, which is 16% more than in 2023 and twice as much as in 2019. This volume fully covers the region's internal demand for reindeer meat.

Reindeer meat and meat products are supplied to the institutions of social sphere of the autonomous okrug, in 2024 the volume of supplies reached 334 tons, which is 1.5% more in comparison with 2023.

The venison processing enterprises are annually supplemented with new production facilities and technological lines.

The infrastructure of the reindeer breeding industry is represented by 16 slaughtering complexes and 15 processing facilities that meet the technical, technological, sanitary and environmental requirements of Russian and international legislation.

In 2024, 2,175 tons of products of deep processing of reindeer meat (semi-finished products, sausage and delicatessen products, canned food) will be produced, which is 193 tons or 10% more than in 2023.

In 2024, modernization of the reindeer meat processing shop in Salekhard was completed, which increased production capacity for reindeer meat processing by 250 tons per year. The construction of a reindeer meat deep processing facility with a capacity of 700 tons of raw materials per year was completed in Tazovsky settlement.

In 2025, modernization of existing processing facilities in the settlement of Kharp will continue, what will increase the processing of reindeer meat by 550 tons per year. Construction of a venison processing facility in Nadym with a capacity of 309 tons per year has begun.

When the above facilities reach their design capacity, the regional production volume of deep processing of reindeer meat will increase by 77% or 1,559 tons per year.

Building up processing capacities will allow to increase the volume of produced products, expand the assortment and sell them both on the intra-regional market and outside the autonomous okrug.

In order to expand the market for food products produced in Yamal, work is underway to certify reindeer husbandry products.

In order to confirm the high quality, uniqueness, anti-allergenicity and food safety of agricultural products from Yamal producers, the Government of the Autonomous Okrug supports regional agricultural producers and processors of agricultural products, including voluntary certification of their own products as organic.

Since 2023, 3 Yamal enterprises have received certificates for organic production of reindeer herding products for the production of 147 items.

In addition, Yamal enterprises took part in the National Organic Contest for the Award for Achievements in the Development of Russian Organic Products - 2024, organized by the Federation Council Committee on Agrarian and Food Policy and Nature Management.

According to the results of the competition, the winner in the nomination “New Organic Product” was recognized as the reindeer breeding enterprise JSC “State Farm ‘Baidaratsky’ (Beloyarsk village, Priuralsky area).

As part of the fulfillment of the Autonomous Okrug Governor's instruction to create and promote a regional brand of Yamal products, a gastronomic expedition “Discovering Yamal. Cuisine of the North”, which included leading Russian chefs and food bloggers. Among them - corporate brand-chef of the restaurant chain “Chaikhona №1” Sergey Sushchenko, concept-chef of FISH Culture restaurants Anatoly Derenchuk (participant of the show on the channel “Friday”), Pavel Koledin - brand-chef of Denis Ivanov's group of restaurants.

Also, in order to promote products and popularize the professions of the Yamal agro-industry, the first “All-Russian competition of venison deboning” was held in Salekhard in December 2024. The jury members included representatives of the Ministry of Agriculture of Russia, ANO Roskachestvo and the All-Russian Research Institute of Meat Industry named after V.M. Gorbatov.

The winner of the competition was recognized as the deboner of LLC “Olenevod-Export” from the Nenets Autonomous Okrug.

Fishing and fish production.

The region's fishery complex includes more than 100 organisations and 2,500 employees, including 13 fish processing plants with a total output capacity of about 8,000 tonnes of deep-processed fish products. Over the last five years the level of fish resources extraction has been more than 10 thousand tonnes annually.

Stable catch volume allows increasing the intra-regional output of deep-processed fish products aimed at satisfying consumer demand.

In order to develop regional processing of fish products, increase the output of deep-processed products and expand the range of products, the Government of the autonomous okrug provides state support aimed at modernising existing production facilities and opening new ones.

In 2023 and 2024, the modernization of the existing and creation of two new processing facilities was carried out, which allowed to increase the total output of finished products in the amount of 748 tons.

In 2025 the work on modernization and commissioning of new production facilities on the territory of the region will be continued - 1 project with production capacity of 230 tons per year is planned for implementation.

Each enterprise has developed a quality control system, which is certified in accordance with the international standard HACCP.

The volume of processing on the territory of the autonomous okrug for the period from 2018 to 2024 increased 3 times (from 1.1 thousand tons to 3.3 thousand tons of fish products). The range of products is currently represented by 180 species.

The growth of processing volumes allowed to increase the volume of fish products supplies to social institutions of the autonomous okrug.

In 2024, the share of consumption of locally produced fish products in kindergartens, schools, hospitals amounted to 40% of the total fish consumption. The volume of supplies to social institutions in the okrug has increased 9 times in 7 years.

To ensure the availability of fish products and reindeer meat to the population produced in the aregion, 7 branded stores under the “Made on Yamal” brand, 3 facilities under regional brands, as well as 2 “Farmer's Island” facilities have been opened since 2021.

Outlets in Novy Urengoy and Salekhard are planned to open in 2025. There are also plans to open Yamal Farmer Islands in Russia's largest airports.

The project united more than 30 agricultural producers of the autonomous okrug. The product range includes more than 300 items of reindeer breeding and fish processing products.

Yamal fish products are represented not only in the regional market, but also in many large retail chains of the country (represented in the Pyaterochka chain of X5 Retail, as well as on the Wildberries and OZON marketplaces).

Since 2022, edible fish products (canned food) produced on the territory of the autonomous okrug are supplied for the needs of Roscosmos. Thus, in 2022, 4 types of products were supplied, from 2025, the ration of cosmonauts on board the ISS will increase to 15 types of canned food.

Regional producers continue to expand the geography of supplies. Since 2021, the export of fish products to the countries of the customs union - the Republic of Kazakhstan and the Republic of Belarus - has been developing. Since 2021, the flagship of regional fish processing LLC Salekhardsky Kombinat has exported more than 13 tons of canned products.

The main vector of development of the reindeer breeding and fishing industries in the medium term is the development of intra-regional processing and expansion of the range of deep-processed products, as well as ensuring demand in the intra-regional market and increasing the volume of sales of more marginal products outside the Autonomous Okrug.

 

Science

 

Historically, the research and development sphere was formed in Yamal in order to provide scientific support for the development of territorially separate industries and sectors of the national economy: reindeer breeding, fishery, extraction and transportation of natural resources.

Currently, three organizations are engaged in scientific activities in the Autonomous Okrug: the Arctic Research Center, the Arctic Research Station and the Yamal Experimental Station.

Every year the Autonomous Okrug is more and more confidently asserting itself on the world stage as the most important center of scientific partnership and humanitarian cooperation in the circumpolar world.

There is a growing need for applied work in the region, especially in the field of ecology of the territory, which is under the influence of anthropogenic development processes and climate change causing permafrost degradation. In these areas, innovative solutions are needed to prevent and remediate damage to the county's residents and infrastructure. Therefore, the Autonomous Okrug became one of the participants of the West-Siberian Interregional Scientific and Educational Center of the world level (hereinafter referred to as the West-Siberian IEC), one of the five first scientific and educational centers of the world level in Russia.

Yamal scientists are developing projects to ensure geotechnical safety of design, construction and operation of capital facilities and artificial structures located in complex natural and climatic conditions of the Arctic region: a research laboratory of Earth cryology and geotechnical safety and a regional system of background permafrost monitoring have been established on the basis of the Scientific Center for Arctic Studies. The established laboratory is an engineering structure with scientific support, which solves engineering problems at different stages: design, construction, and operation of facilities and structures. The laboratory's activities are aimed at adapting advanced scientific and technical developments to the conditions of the Far North, which will contribute to improving industrial and environmental safety, reducing economic losses and damage to the regional facilities fund.

In 2023, Yamal was the first Russian region to join the state permafrost monitoring system. Together with the Arctic and Antarctic Research Institute (Roshydromet), the project operator, 10 monitoring points were equipped in the region using a unified protocol for collecting thermometric data.

For fish resources, a set of studies was carried out to determine the optimal weighting for releasing young fish into the natural environment and to determine the status of whitefish populations in the region. Monitoring studies of the Ob River made it possible to determine the degree of the Ob's self-purification.

Special attention is paid to the study and preservation of the ancestral environment and traditional way of life of small indigenous minorities of the North. Archaeological monuments and intangible cultural heritage - folklore and native languages of Yamal's indigenous ethnic groups - are being studied.

Many works are carried out on the basis of research stations, equipped with modern equipment, providing unique opportunities for conducting field research work year-round.

Russian and international scientific and practical conferences and seminars are annually held in the region, which contribute to building up the presence of academic, university and industry science in the region, promote science-based management decisions and popularize scientific activities.

Since 2022, the region has been implementing the Plan of Activities within the framework of the Decade of Science and Technology in the Russian Federation in 2022-2031.

To address the issue of staff shortage, on the initiative of the Governor of the Autonomous Okrug, a master's degree program “Geotechnical Engineering in Cryolithozone” has been running at Tyumen State University since 2023.

Work is underway to create the International Arctic Station “Snezhinka” on the territory of the Autonomous Okrug, which will become one of the largest research grounds where scientists from all over the world will be able to experiment, test and implement breakthrough technologies in various fields.

Thanks to the work of Yamal scientists, the number of archeological monuments is growing. The funds of the Shemanovsky regional Museum and Exhibition Complex have been significantly replenished, including unique exhibits that are regularly displayed in museum expositions.

Within the framework of the Agreement on cooperation in the field of science, concluded in 2023 between the Government of the Autonomous Okrug and the Research Center for Ecological Sciences of the Chinese Academy of Sciences, the Chinese side traditionally in 2024 provided gsm-transmitters for tagging Siberian Cranes under the project “Restoration of Ob population of Siberian Crane (White Crane)”.

In the summer season of 2024, students from the Islamic Republic of Iran, the Islamic Republic of Pakistan and the Republic of India studying at St. Petersburg State University underwent research practice in the region.

In October 2024, scientists of the Arctic Research Center took part in the XII International Symposium on Engineering Permafrost Science in Lanzhou (People's Republic of China). The purpose of the symposium was to develop research on the interaction of frozen ground with natural and technical systems, changes in climatic conditions and environmental problems of cold regions, as well as to exchange research experience and strengthen cooperation in the field of general and engineering permafrost science. Employees of the Research Laboratory of Earth Cryology and Geotechnical Safety presented the projects implemented in the region - the Seven Larch Carboniferous Grounds and the Obdorsky Collective Use Scientific and Technological Grounds, made presentations on key research topics of the Scientific Center for Arctic Studies, and studied the experience of their Chinese colleagues.

The region actively supports researchers: grants are provided jointly with the Russian Science Foundation, regional competitions for grants in the field of permafrost science and competitive selection of applicants for the Autonomous Okrug Governor's Prize for candidates of science and doctors of science in the field of permafrost and soil science, construction and architecture are held.

 

Educational system

 

There are 160 municipal preschool organizations, 7 non-state (departmental) preschool organizations, and 5 kindergartens of individual entrepreneurs who look after and care for children in the Autonomous Okrug. The number of children covered by various forms of preschool education amounted to 34853.

Thirty-five early development centers were opened for families with preschool-age children in the format of weekend leisure activities. The activities of the centers were attended by 8,242 preschool children and 5,652 parents.

Preschool education is provided for children of small indigenous minorities of the North who do not attend stationary kindergartens in the format of “itinerant educator groups” in nomadic areas during the summer with a short-term stay regime. In 2024 the coverage amounted to 360 children. In 30 year-round short-term stay groups for 299 children there are classes under the preschool education program adapted to nomadic conditions.

Educational activities in the region are carried out by 129 schools (including two non-state Orthodox gymnasiums, four special (correctional) educational organizations for students with disabilities, one health resort-type educational institution for children in need of long-term treatment) and 28 organizations of additional education for children. The number of school students is more than 82,000, including 67,550 (82%) in urban schools and 14,457 (18%) in rural schools.

To ensure access to education for schoolchildren from families whose parents lead a traditional way of life, there are 25 boarding schools with 11,854 students.

Separate high schools have been established for high school students using university forms of education. Profile education programs are being implemented for 6,817 senior pupils (100%).

There are 120 corporate classes in the region, 25 of which were established with sponsored oil and gas partner companies - Rosneft, Gazprom, Lukoil, Novatek and others.

More than 10 thousand students in the autonomous okrug receive secondary vocational education in 9 professional educational organizations and 1 branch of a higher education institution (Noyabrsk Institute of Oil and Gas - branch of the Federal State Budgetary Educational Institution of Higher Education “Tyumen Industrial University”).

Personnel training corresponds to the directions of economic development of the Autonomous Okrug. 53% of students are trained in engineering professions and specialties.

An educational cluster of secondary vocational education in the field of services and tourism “Yamal Tourism” was created, with Yamal Multidisciplinary College as the base. In 2024, 80 students from colleges of the Autonomous Okrug, Kamchatka Krai, Republic of Tatarstan and Kemerovo Oblast took part in a hospitality championship in tourism. 14 winners and 28 prize-winners determined in the directions: “tourism”, ‘culture’, ‘catering’, ‘service’.

More than 500 students and young specialists from 12 regions of the Russian Federation (Yamal-Nenets Autonomous Okrug, Tyumen, Sakhalin, Chelyabinsk, Murmansk, Sverdlovsk, Volgograd Regions, Khanty-Mansi Autonomous Okrug-Yugra, Sakha (Yakutia), Komi, Krasnoyarsk, Perm Territory) have been participating in the interregional championship “Yamal Skills” in oil and gas competencies and traditional crafts of the North since 2020.

Every fifth student takes part in the regional stage of the Professionals championship. Based on the results of the 2024 championship cycle, the Yamal team won nine prizes. In the finals of the High Technologies Championship, they took third place. The Yamal team took first place in the Abilimpix professional skills championship for the disabled and persons with disabilities.

Yamal became the country's leader in terms of employment of vocational education and training graduates - 82.7%.

According to the results of the 2024 synchronization rating of the Russian Ministry of Education and Science, the Yamal system of secondary vocational education ranks 4th among the constituent entities of the Russian Federation and first in the Urals Federal District.

In 2024, the Autonomous Okrug confirmed its leading position in the rating of Russian regions based on the results of participation in the final stage of the All-Russian Schoolchildren Olympiad, retaining its 6th place. Yamal has 2 winners and 17 prize-winners.

In 2024, Novy Urengoy hosted the final stage of the All-Russian History Olympiad for schoolchildren. A total of 290 children from 78 regions of the country took part in the final round of the Olympiad, of which 24 schoolchildren became winners and 112 became prize-winners.

15 children had a unique opportunity to improve their knowledge of foreign languages in an international camp on the island of Bali in Indonesia.

In 2024, 11,662 schoolchildren and students took part in the «Big Break». Yamal has 21 prize-winners (10 winners, 11 prize-winners).

The region has created conditions for additional education programs for 90.72% of children aged 5 to 18 (89,831 people).

There are 80 “Growth Point” centers, 6 IT-cubes, 13 mobile technoparks, and more than 280 technology circles in schools. The Quantorium technopark in Noyabrsk started operation.

172 theater associations have been created on the basis of educational organizations, 105 of which were included in the All-Russian list of school theaters. More than 4,000 children were involved in theater activities.

148 advisers to the director on education and interaction with children's public associations are working to improve educational work in 124 schools in the Autonomous Okrug.

Centers of children's initiatives have been created in 118 schools of the region, and youth spaces have been created in 5 colleges to organize leisure activities, professional orientation of schoolchildren and students, disclosure of their abilities and mastering of new competencies.

More than 33 thousand elementary school children are included in the implementation of the “Eaglets of Russia” program.

154 primary branches of the “Movement of the First” have been established in the regional educational organizations , including 128 in schools, 10 in institutions of additional education for children, 11 in Yamal colleges, and 2 in preschool educational institutions.

In the autonomous okrug there are 115 youth guard units established in 100 schools. 3.9 thousand schoolchildren are included in the Young Army movement.

The autonomous okrug's education system has 89 cadet classes, with more than 2,000 cadets.

 

International cooperation

 

The autonomous okrug has traditionally been an active participant in the implementation of the main provisions of the Russian Federation's foreign policy. This is largely due to its geographical location in the Arctic zone, the natural resources available on its territory and the uniqueness of the traditional way of life and culture of the indigenous peoples of the North.

In 2020 the implementation of projects to develop external relations with foreign partners was affected by the situation with the spread of a new coronavirus infection in Russia and the world, but the transition to a remote format allowed the majority of projects to be implemented online.

The key areas in which the autonomous okrug continued its international cooperation are the implementation and holding of events related to the issues of sustainable development of the Arctic, participation in the activities of international organisations, interaction with compatriots, cultural and humanitarian cooperation, foreign economic activities, organisation of high-level visits, including interaction with diplomatic missions of foreign countries.

Yamal hosted events as part of the Russian Federation's chairmanship of the Arctic Council in 2021-2023. In 2021, a meeting of the Arctic Council's Senior Arctic Officials Committee was held in Salekhard to open Russia's chairmanship of the international organisation, and in 2023, the autonomous okrug was the venue and organiser of the final event, during which the chairmanship of the international organisation was handed over to Norway. On the same dates on behalf of the Ambassador-at-Large, the regional capital hosted the youth conference "Arctic. Edges of the Future".

In view of changes in the foreign policy of the Russian Federation, the region is actively developing comprehensive cooperation with partners from Eastern and Asian countries, mainly in the areas of education, science and culture. A start has been made on strengthening co-operation with the Republic of Serbia through twinning of cities.

In the first half of 2024, an agreement to establish friendly relations between the city of Noyabrsk and the municipality of Aleksinac (Republic of Serbia) was signed distantly.

For inter-school cooperation were selected Noyabrsk school №12 and Aleksinac Gymnasium, where the Russian language has been taught for more than 80 years.

The first inter-school exchange was realized in October-November - mutual visits of students and teachers to each other. Thus, 15 yamal schoolchildren and a teacher from school №12 in Noyabrsk visited Aleksinac and in turn, 15 serbian students and teachers visited Noyabrsk. The program of the visits included involving in the educational process, learning Russian and Serbian languages, as well as getting acquainted with the culture and history of the cities and regions. The serbian delegation included 2 teachers who work in bilingual classes, teaching in Russian and Serbian, which allowed them to learn from the experience of their yamal colleagues. The invited guests also took part in the Intellectual Game Championship for the Yamal Governor's Cup “Battle of Intellects” in Noyabrsk, which gave the event an international status.

In order to increase the motivation of Yamal residents to develop close cooperation with young people from the twin municipality in both Russian and Serbian languages, since September 2024, students of School №12 in Noyabrsk have been studying additional Serbian language, culture and history of Serbia, including the history of the origin and development of relations between Russia and Serbia with teachers from MGIMO of the Ministry of Foreign Affairs of Russia. This is a new direction for Yamal and will contribute, among other things, to increasing the number of students who learning Serbian in Russia and developing long-term fruitful cooperation between the region and Serbia.

In December, 10 students from the Aleksinac Gymnasium were invited to the Governor's Christmas Tree in the regional capital. A cultural program was organized in Moscow with visits to the historical park “Russia - My History” at VDNKh, Red Square, and acquaintance with Moscow's landmarks. On their return home, the Serbian schoolchildren expressed their desire to study the Russian language more intensively.

On September 01, Serbian chefs took part in the gastronomic festival “Cranberry” in Noyabrsk for the first time to promote Serbian culture and national cuisine as part of the development of cooperation between the Autonomous Okrug and the Republic of Serbia. Slobodan Jezdimirovich and Milan Umichevich held master classes on cooking national Serbian dishes with the addition of Yamal ingredients for festival guests and city residents at the Num natural and ethnographic complex. Subsequently, the municipality continued cooperation with the chefs and invited them to the gastrofestival “Tastes of the North” in December.

Viktor Lazic, Director of the Museum of Books and Travels from Belgrade (Serbia), visited the region in September in purpose to develop cultural cooperation and popularize Yamal in Serbia. An extensive cultural and excursion program was organized in the cities of Salekhard and Labytnangi, including visits to museums and ethnographic complexes, accommodation in a reindeer herders' camp near Salekhard, meetings with the staff of the art residence “Polaris”, young diplomats of the autonomous okrug, young scientists of the Labytnangi, the Scientific Center for Arctic Studies, representatives of the Chess School of Salekhard. A creative meeting with residents of the okrug’s capital was held at the National Library.

During his stay, Victor Lazic met with the veteran Shakurov N.T., who lives in the okrug's capital, and upon his return to Belgrade in the Office of the President of Serbia Victor organized an exposition with Nikolai Timofeyevich's photo at the exhibition in honor of the 80th anniversary of the liberation of Belgrade from Nazi occupation (the exhibition “Military Diplomacy on the Way to Freedom: about Soviet-Yugoslav military diplomacy during the Great Patriotic War 1941-1945”), where the President of Serbia Aleksandar Vucic made a congratulatory speech in Russian. Victor gave a personal tour of the exposition and told about his trip to Yamal.

In April 2024, within the framework of agreements with the Government of Belarus and the Minsk City Executive Committee, representatives of the Autonomous Okrug took part in the International Seminar “Social Partnership and Collective Bargaining. Labor market and topical issues of personnel training”. The main purpose of the working visit to Minsk was to strengthen contacts on issues of socio-economic development of industries, exchange experience of interaction between trade unions and employers on issues of social dialog and collective bargaining. As a result of the visit, two agreements were signed.

Thus, within the framework of the agreement between the Main Department of Education of the Minsk Regional Executive Committee and the Department of Education of the Autonomous Okrug on cooperation in the field of education, in July 2024 the students of teacher classes of municipal educational organizations took part in the international cultural and educational program of patriotic orientation in Belarus.

The trip was a continuation of the development and strengthening of friendly ties between the autonomous okrug and Belarus, contributed to the expansion of international relations and the development of a network of specialized psychological and pedagogical classes. Following the visit, a cooperation agreement was signed between the Regional Institute for Education Development, a state autonomous institution of additional professional education of the Yamalo-Nenets autonomous okrug, and the Minsk Regional Institute for Education Development.

Within the framework of the agreements concluded in September 2024, students of psychology classes of the Shuryshkar area's took part in an international cultural and educational program of patriotic orientation in Minsk (Belarus).

Also in October, 14 teachers of municipal general education organizations from among the supervisors of classes of psychological and pedagogical orientation underwent an international internship on the theme “Supporting educational activities in classes of pedagogical orientation” in Belarus.

In turn, the Belarusian delegation headed by the chairman of the Minsk regional organization of the Belarusian Professional Union of Education and Science Workers visited the autonomous okrug at the end of October 2024. As part of the program of the visit, the colleagues exchanged experience on personnel training and support of young teachers in competitive projects, got acquainted with the practice of kindergartens, schools in Noyabrsk and Salekhard, met with chairmen of primary trade union organizations, supervisors of psychological and pedagogical classes and volunteer teachers.

Activities were carried out through 4 international organizations and associations. As part of the Russian delegation, the Autonomous Okrug presented its regional experience at the 23rd session of the UN Permanent Forum on Indigenous Issues in New York (USA). Eduard Yaungad also made a proposal to conduct a study of the role of public-private partnership in the sustainable development of indigenous peoples. In addition, a presentation of the book “Traditional Nenets Wedding”, which was published in three languages under the auspices of UNESCO, was held. During the dialog with the UN Special Rapporteur on the Rights of Indigenous Peoples, the results and recommendations of the Expert Seminar “Nomadic and Semi-Nomadic Peoples of Russia” held on March 9-10 in Salekhard were discussed. At the end of the visit, the Yamal delegates gave a detailed interview to the UN News Service, talking about the life of the indigenous peoples of the Russian North, their adaptation to climate change and the involvement of young people in the revival of traditions.

In the reporting period, the Autonomous Okrug continued its membership in the International Organization of Northern Regions “Northern Forum”, and in December, Deputy Governor, Regional Coordinator of the Autonomous Okrug Alexandr Podoroga took part in a video-conference meeting of the Committee of Regional Coordinators of the Northern Forum, which was held within the framework of the International Forum “Arctic: Present and Future”.

The initiative of the Association “Reindeer Herders of the World” to hold an international seminar “Traditional Medicine of Indigenous Peoples” in Salekhard was supported. 50 representatives of indigenous peoples from 16 regions of Siberia, the Far East and the Far North, experts, scientists and representatives of indigenous youth discussed traditional methods of maintaining health and exchanged successful practices. The head of the China-Russia Research Institute from Harbin, Academician Jiao Jian (PRC), who demonstrated the art of acupuncture, took part in the seminar.

The participation of the Deputy Mayor of Noyabrsk in the BRICS International Municipal Forum provided an opportunity to share with delegates from foreign countries the master plan for the development of Noyabrsk, a city in the Arctic zone of the Russian Federation.

In February-March 2024, the delegation of the Autonomous Okrug took part in the World Youth Festival in Sochi. The Yamal delegation consisted of 100 people - young representatives of working professions, teachers and mentors, activists of public and political organizations, cultural and artistic figures, IT specialists and scientists. Yamal was one of the five regions that presented its own pavilion at the festival, where the region organized about 40 events for more than 13,000 guests over five days.

In March, 60 foreigners visited Salekhard on the thematic route “To Live and Work in Russia”. A set of discussion, scientific, educational, cultural and excursion events was organized as part of the regional program for the participants. Foreign guests participated in a meeting with the Governor of the Autonomous Okrug, held a session of discussions on major issues of our time in the format of the “BRICS” game. They met with an ultramarathon runner from Italy and discussed the problems of ecology and global warming.

In March, the festival “Days of the East on Yamal” was held in Salekhard. The event was designed to present to the residents of the autonomous okrug the beauty and versatility of the traditions and culture of Eastern and Asian countries, expand interest in Eastern countries and strengthen cultural ties between the countries. The event included demonstrations, master classes and educational practices.

Chinese representatives headed by Mr. Chen Zhigang, President of the Russian-Chinese Business Park, and Ms. Peng Yinlai, Director of the Chinese Cultural Center in St. Petersburg, held master classes in Chinese language and calligraphy, tea ceremony and Chinese dance, vocal and Chinese culture, and a cooking master class. Representatives of the Cultural Center at the Embassy of the Republic of Korea in Moscow taught Korean K-pop dance and Korean rolls. Representatives of the Jawarhalal Nehru Indian Cultural Center at the Embassy of the Republic of India in Moscow showed the art of Indian dance and yoga, and the President of the Indian Center for Promotion of International Initiatives Rishabh Sethi held a culinary master class and classes in the Hindi language.

Activities were continued to develop Yamal's youth diplomatic movement. In February, an international teleconference dedicated to the Day of Diplomatic Worker in Russia was held. The participation of Yamal young diplomats in the Baltic Forum of Young Diplomats in Kaliningrad was also organized. Representatives from the regions of the Russian Federation, Belarus and Uzbekistan, acting within the framework of the All-Russian Children's Public Movement “Diplomats of the Future”, met at the event site. An important part of the program was a patriotic rally on the square near the memorial and mass grave of soldiers of the 11th Guards Army, which stormed Konigsberg in the spring of 1945, after which the young diplomats honored the memory of the soldiers by laying flowers. The team of Yamal young diplomats was recognized at the forum with a winner's diploma in the Diplomacy and Education nomination.

During the year, traditional informative lectures were held, with speakers being staff members of the Diplomatic Academy and MGIMO of the Russian Ministry of Foreign Affairs. Young diplomats visited Russian Foreign Ministry institutions, including specialized educational institutions, and met with Maria Zakharova. In December, a diplomatic shift in China and a diplomatic reception for young international students were organized for the children.

The movement's network and geography were expanded: 6 new diplomatic clubs were opened with the participation of the vice president of the League of Military Diplomats, a professor at the Diplomatic Academy of the Russian Ministry of Foreign Affairs, including 1 in Volnovakha (DNR) with Yamal's support. One of the new Yamal clubs - with a focus on the Serbian language. Three new diplomatic classes were opened.

Today 8 clubs of young diplomats, 4 diplomatic classes have been opened in the region, the total number of schoolchildren is 175 people.

The children from Volnovakha already take an active part in informative lectures, were invited to participate in the Diplomatic shift in China and the Diplomatic reception of young internationalists. Young diplomats from foreign countries - Belarus, Uzbekistan - also take part in online events.

According to the established tradition, the participation of compatriots living in the Republic of Belarus and the Kyrgyz Republic in the annual patriotic music contest within the framework of the “Roads of Generations” project in Noyabrsk was organized.

 

Foreign economic activity

 

In order to develop foreign economic relations, popularize Yamal products and increase the volume of non-resource non-energy exports, the Autonomous Okrug regularly participates in international exhibition and fair events. The umbrella brand “Made in Yamal” unites the best producers of the region under one brand.

In February 2024, SPK Tazovsky, LLC Severyanka and SPFSC Priobye presented their products at the International Exhibition of Food, Beverages, Raw Materials for their Production PRODEXPO - 2024. As part of the exhibition, Yamal entrepreneurs held meetings with representatives of Russian, Uzbek, Chinese and Belarusian retail chains. According to the results of the Best Product - 2024 contest in the Fish and Other Aquatic Bioresources Products nomination, Priobye won two gold and one silver medal.

The exhibition of the fish industry, seafood and technologies SEAFOOD EXPO RUSSIA, held in September in St. Petersburg, was attended by Orion Fishing artel, Salekhardsky Kombinat LLC, and Priobye SPSSK. Yamal producers held about 100 negotiations with representatives of federal and foreign retail chains.

In November, Yamal producers took part in the specialized wholesale exhibition-fair “ProdExpo - 2024” in Minsk of the Republic of Belarus. As part of the event, Nyda-resource LLC and Salekhardsky Kombinat LLC held negotiations with representatives of Belarusian and Russian retail chains, familiarized potential partners with the product range, and exchanged contacts.

Additionally, in order to develop foreign economic relations of the region, two international business missions to the Republic of Belarus and the Republic of Serbia were organized in 2024.  

 

 

 

 

 

 

 

Culture and art

 

The Yamal-Nenets autonomous okrug is one of the distinctive region of the Russian Federation. The region's culture is based on the multinational traditions of the peoples inhabiting the autonomous okrug. The strategic goal of the cultural sphere is to meet the social and spiritual needs of the population and to promote the self-realization and development of talents.

There are 82 institutions with the status of a legal entity in the region, including: 14 public libraries, 23 cultural and leisure institutions, 13 museums, 30 organizations of additional education in the field of culture and art, one park of culture and recreation, one concert organization. A professional theater operates on the basis of the Institution of Culture and Entertainment Complex in Noyabrsk.

As part of the regional project “Cultural Environment”, 9 multifunctional cultural facilities were commissioned in the period 2019-2024. Currently, a number of other cultural centers, 3 children's art schools are under design and construction, and the Cultural and Recreation Center in Muravlenko has been put in the opretation.

For the period up to 2028 it is planned to build and put in the operation 8 new cultural facilities, including cultural centers and children's art schools. The first stage includes the GAZ Art Center (Novy Urengoy) - one of the most large-scale projects in the cultural sector of the region and the Arctic zone of the Russian Federation (the area of the facility is 39 thousand square meters, which includes (in addition to the art department of the Children's Art School, hotel, restaurant) the GAZ Museum, created on the basis of the most modern multimedia technologies; a unique multi-genre concert hall-transformer for 1,000 seats, a children's art school in the Yuzhny district of Novy Urengoy for 1,140 seats. It is planned to open in 2025 as part of the celebration of the 50th anniversary of the founding of Novy Urengoy.

In addition to the construction and reconstruction of buildings of cultural institutions, much attention is paid to the infrastructural modernization of cultural institutions.

Since 2021, a project to create an exposition space for the
I.S. Shemanovsky Museum of Fine Arts of the Yamalo-Nenets Autonomous Okrug on the territory of the cultural heritage site of regional significance “Lagpost of the 501st construction site No. 76 near the Glukhariny Passage” in the Nadym area has been implemented in the region. Repair and restoration works are being carried out, it is planned to organize a roadside service. The facility is located near the Nadym-Salekhard highway, is accessible to an unlimited number of consumers and will contribute, among other things, to the development of automobile tourism in the region. Full commissioning is scheduled for September 2026.

Since 2017, as part of the implementation of the project “New Library of Yamal” and the federal project “Creation of Model Municipal Libraries in the Constituent Entities of the Russian Federation”, 23 model libraries have been created (9 of them in rural areas), which are modern intellectual institutions with a unique environment and a diverse range of services, equipped with equipment for organizing high-tech information processes, with rooms of increased comfort, providing opportunities for creative development, self-actualization and socialization.

Active transformations are underway in the sphere of museum activities in the region. In the period 2023-2024, a project to re-expose/renovate permanent museum stationary exhibitions in the municipal museums of Muravlenko, Nadym, Noyabrsk, Tazovsky, Tazovsky area and Khanymey, Purovsky area was implemented at the expense of the regional budget. The project made it possible to realize the newest approach to the broadcasting of the cultural and historical heritage of the Arctic region, based on modern interactive technologies.

In 2024, the Yamal-Nenets Museum and Exhibition Complex named after I.S. Shemanovsky organized a number of major exhibition projects, including:

the exhibition “Nomads of the Riphean Stone” (from the collections of federal and regional museums of the Chelyabinsk, Tyumen and Kurgan Regions). The exposition was based on archaeological collections of the museums, including unique items of Sarmatian time monuments, artifacts of unique funerary complexes of the Southern Trans-Urals, reconstructions of costumes, equipment and household utensils of early nomads from a professional reconstructor Yakov Vnukov from Moscow ;

the exhibition “Driving Force”, which presented works by Chinese artist Hao Shoumin. The exhibition featured more than 100 works by the author made in the traditional Chinese technique “Gohua”;

an exhibition from the stock collection of the V.K. Arsenyev State United Museum-Reserve of the History of the Far East “Legends of Dragons”. The exhibition introduced visitors to one of the main symbols of Chinese culture - the dragon. The dragon image is represented by items from the porcelain, ceramics, textile, metal and wood collections. The objects display the theme of dragons in all its diversity of a large number of subjects reflecting the countries of the Far East and Southeast Asia;

exhibition of artworks from Mongolia “Mongolia - the Land of the Ever-Blue Sky”. The project was the result of the regional Museum's cooperation with artist Heinzan Ganbat and a private ethnographic museum in Mongolia. The exhibition displayed 20 works by Heinzan Ganbat, a member of the Union of Artists of Mongolia, as well as more than 60 items of everyday life and traditional Mongolian arts and crafts, religious Buddhist items. The master's paintings are dedicated to his native country: they show its cultural identity, rich history, and the beauty of nature and people;

the exhibition “The Invisible World of Evolution” (from the collections of the State Darwin Museum), dedicated to the natural development of living organisms in the process of evolution.

In addition, in 2024, 16 traveling exhibitions from the funds of the
I.S. Shemanovsky Museum and Exhibition Complex has been held in the region.

In order to ensure the development of additional education in the sphere of culture and art in accordance with the requirements of the time, the autonomous okrug has developed a departmental regional project for modernization of children's art schools “Art for the Children of Yamal”. The implementation of the planned activities within the framework of the project will make it possible to adapt institutions through their modernization to the current needs of society and introduce educational programs in modern art directions into the practice of art schools. As of today, modernization has been completed in 2 art schools of the region (Khanymey settlement, Purovsky area, and the town of Labytnangi). In 2025, 3 more schools will be modernized in the cities of Noyabrsk and Salekhard, Nadym area.

In the framework of the national project “Culture” for the period from 2019 to 2023, 2,000 musical instruments were purchased to regional children's schools of arts. Within the framework of agreements concluded with leading factories of the Russian Federation for the manufacture of musical instruments, about 1,500 instruments will be purchased from 2023 to 2027.

In 2023, an agreement was signed with the Gnesin Russian Academy of Music. Gnesin Russian Academy of Music. The agreement provides study at the Academy for gifted children from Yamal, as well as internships for graduates-students in the regional Children's and Youth Music Schools. In 2024, 10 students of the Gnesin Russian Academy of Music (guitar, musicology, piano, choir conducting, balalaika, flute) visited 6 municipalities of the Yamal-Nenets Autonomous okrug: Gubkinsky, Tarko-Sale, Salekhard, Noyabrsk, Nadym, Novy Urengoy.

Days of Yamal were held at the Gnesin Russian Academy of Music, during which 28 students and 18 teachers of Children's and Youth Music Schools of the Autonomous Okrug attended master classes on piano, violin, domra, flute, trumpet, clarinet, bayan, as well as courses in academic, folk and pop vocals.

Systemic measures are taken to support young talents and develop the creative potential of children and youth of the Autonomous Okrug in the field of culture and art. Five awards for high creative achievements for young talents inents are paid to students of organizations of additional education, students the field of culture and art have been established, 30 scholarships for outstanding creative achievem and pupils of professional educational organizations of higher education studying on a full-time basis. Four awards for high professional achievements have also been established for the best teaching staff of educational organizations of culture and the arts.

In order to increase the professional prestige of cultural workers, financial payments for cultural workers for training children - winners of creative competitions - have been approved since 2022.

In February 2024, Salekhard, the capital of the region, hosted the International Competition of Young Musicians “Symphony of Yamal”, which was attended by 15 musicians from 3 countries. This is the first competition of academic music art to be held in the Arctic zone of Russia. The main task of the competition is to popularize classical art, give young gifted musicians an opportunity to express themselves, strengthen and expand cultural ties between countries. The competition was held for musically gifted young people from 16 to 30 years of age inclusive.

The region continues to implement long-term projects aimed at the development of professional art, expansion of touring, concert and theater activities: Festival of Theater Art, Virtual Concert Hall, Philharmonic Seasons.

One of the most popular projects remains the First Theater Festival, which has been implemented by the Yamal Philharmonic since 2014. In 2018, the first professional municipal theater appeared in Noyabrsk. The young theater group - Noyabrsk City Theater - is an active participant in the socio-cultural life of the region, actively touring the municipalities of the Autonomous Okrug.

The processes of digitalization of the cultural sphere continue. Information systems of cultural institutions are available for a wide range of users: Consolidated Electronic Catalog, Literary Map of Yamal “Khorey” https://lit89.ru/, Cultural and Educational Portal “Subject Conversation”, official websites of institutions.

These information systems represent an extensive database on Yamal writers, poets and craftsmen. They familiarize visitors with virtual photo exhibitions, legends and stories of exhibits, results of regional contests and a course of video lectures. According to the results of 2024, the Literary Map of Yamal will feature over 150 authors, about 10 thousand works, including 781 works in the languages of the indigenous minorities of the North. In order to promote Yamal culture abroad, the Literary Map of Yamal is being adapted into foreign languages. Since 2021, the following works have been translated into foreign languages for the purpose of international adaptation of the Literary Map: 2,394 works - into English, 1,743 works - into Chinese.

In 2024, the National Library of Yamal launched a cultural and educational project “Read East” to provide an opportunity to enrich the cultural experience of Yamal residents, develop creative abilities and strengthen international ties.

In order to popularize Yamal literature among the general public, in 2024 the National Library of Yamal implemented the project “Voices of Yamal authors” by creating a phonotheque, including in the languages of the indigenous minorities of the North with translation into Russian and placing it on the Internet resource “Literary map of Yamal ‘Khorey’ - 20 audio clips of up to 10 minutes (including Nenets, Selkup and Khanty languages) were recorded and posted.

Information about all cultural institutions and events is presented on the Yamal Culture information portal integrated with the PRO.Культура.РФ federal digital platform. The Yamal playbill consists of more than 1,000 events. Here you can also submit online applications for participation in creative and professional competitions, as well as in award and grant events. The active participation of Yamal's cultural institutions in digital projects of the Russian Ministry of Culture, such as PRO.Культура.РФ, is confirmed by the region's leadership in the federal rating of information activity.

The websites of cultural institutions and art schools offer the opportunity to remotely purchase tickets and apply for admission.

The Autonomous Okrug continues the successful implementation of the federal program “Pushkin Card”, which involves 80 state and municipal cultural institutions, as well as 8 institutions of youth policy and small businesses providing services in organizing and conducting cultural events and film screenings (a total of 88 organizations). As of January 01, 2025, all state and municipal cultural institutions are connected to the Pushkin Card program.

The realization of digital solutions is envisaged by the National Project “Culture”. Ten virtual concert halls have been created on the basis of children's art schools. This makes it possible to attend live and recorded concerts and performances of major cultural centers of the Russian Federation. Since 2021, virtual concert halls have been opened in small communities as well.

In addition, residents of rural settlements have the opportunity to watch “first screen” movies with residents of the whole of Russia. Over the period 2019-2024, 5 modern cinema halls were opened in remote regional centers (Krasnoselkupsky, Tazovsky, Shuryshkarsky, Priuralsky areas.

One of the strategic objectives of the sector is the preservation and popularization of the cultural identity of small indigenous minorities of the North: popularization of the folklore fund of the Autonomous Okrug, development of artistic crafts, holding festivals and competitions aimed at a wide representation of the culture of small indigenous minorities of the North. International ethno-festival "Soul of the Tundra", International exhibition of artistic bone-carving art "Soul of the North", "Days of Indigenous Peoples of the World", "Days of Reindeer Herders" became traditional and popular among residents and guests of the region. And also events of the national project - the International Festival of park sculpture "Legends of the North", in which masters and creative teams from all over the autonomous okrug, many regions of Russia, as well as CIS countries take part. The total number of visitors to each of the festival events is about 3,000 people.In 2024, the Arctic Fashion Festival “Yamalitsa” was held for the first time, which brought together more than 100 designers and craftsmen engaged in the development of modern clothing with a northern flavor.

Yamal's professional groups are actively touring. In 2024, professional teams of the Yamal Philharmonic actively participated in touring to Moscow,
St. Petersburg, Yekaterinburg, Chelyabinsk and other cities.

The governor's national dance ensemble “Syra`sev”, the governor's national song ensemble “Shoyotei Yamal” and the ethno ensemble “Minley” took part in the International Exhibition and Forum “Russia” at VDNKh in Moscow, where they were able to demonstrate the achievements of Yamal culture to a wide range of spectators.

In 2025, the Yamal Philharmonic is scheduled to tour to Kyzyl in the Republic of Tyva and Khanty-Mansiysk in the Khanty-Mansi Autonomous Okrug-Yugra. In addition, as part of the celebration of the anniversaries of Novy Urengoy, Noyabrsk and Salekhard, performances by artists and groups of the Yamal Philharmonic in the cities of Tyumen, Moscow and St. Petersburg are planned for veterans living outside the region.

 

Tourism resources

 

The Yamal-Nenets Autonomous okrug is the pearl of the Russian Arctic. The unique geographical location, diversity of flora and fauna, northern lights, rich historical and cultural heritage, originality and traditional lifestyle of tundra nomads are the main components of the Yamal tourist product. The most popular destinations are cultural and educational, ethnographic, event and business tourism.

The Polar Urals, one of the most difficult and interesting tourist areas of the Ural Ridge, is located on the territory of the autonomous okrug. The diversity of Yamal's natural resources - from flat tundra to the mountains of the Polar Urals - determines the development of such types of tourism as hiking, skiing, combined tourism, and water tourism (rafting on canoes, catamarans, and boats). On the territory of the Autonomous Okrug there are tourist routes of different types and complexity (from 1 to 5 categories).

Ethnographic tourism is widespread in the region, based on familiarization with the traditional culture of the indigenous peoples of the North.

One of the most outstanding events is the traditional holiday of the indigenous peoples of the North “Reindeer Herder's Day”, which is held in many towns, villages and factories of the region, gathering nomads from the surrounding areas of the Arctic tundra. Traditionally, this day includes competitions in national sports, reindeer sled races and national dress contests.

The region has tourist information centers in the cities of Salekhard, Noyabrsk, Tarko-Sale and in the village of Aksarka. On the territory of the Autonomous Okrug there are 1,567 subjects of the tourism industry: 127 hotels, 49 travel agencies, 23 museums, 15 specially protected natural areas, 25 national communities hosting tourists, 2 ski complexes, 2 ski slopes, 736 catering facilities, 586 historical and cultural monuments. There are 9 tour operators operating in the region, forming the regional tourist product.

The unique geographical location of the region in the Arctic zone, the abundance of preserved cultural, ethnographic and natural sights, as well as the natural habitat of rare representatives of flora and fauna create interest among potential tourists.

A significant part of tourist attractions of the Autonomous Okrug is located in the system of specially protected natural areas of regional and federal significance. The most popular are habitats of rare animals: musk ox, Atlantic walrus; mountain lakes - Hadataeganlor, Bolshoye and Maloye Shchuchye; mountain massifs - Rai-Iz, Harbey, Yanganape; geographical feature - the easternmost point of Europe, etc.

The development of tourism in special protected natural areas is a priority task of the national project “Ecology”. The current system of protected areas of the Autonomous Okrug is represented in all climatic zones of the region and in six of the seven areas, consists of 15 territories of different categories and status, with a total area of about 8.8 million hectares, or 11.4% of the total area of the region. Federal SPNAs are represented by two territories: the Verkhne-Tazovsky Nature Reserve and the Gydansky National Park. The total area of federal protected areas is 1.5 million hectares. Regional PAs are represented by one nature park, 11 nature reserves and one nature monument. The total area of regional PAs is more than 7.2 million hectares.

The most visited SPNA is the Ingilor Nature Park. The key factors influencing the choice of the park among potential tourists are the abundance of natural and historical and cultural objects, transportation accessibility of the territory, and close proximity to settlements. In 2023, 2,413 tourists visited the territory of the park, in 2024 about 3,000 tourists.

According to official statistics, 191.8 thousand tourist arrivals will be registered in the Autonomous Okrug in 2022, 242.3 thousand in 2023 and 283.7 thousand in 2024.

The state policy in the sphere of tourism in the region is implemented in accordance with municipal, regional and federal programs and plans.

At the regional level, complex activities and projects in all major areas of work in the tourism sector are implemented by the Department of Economy of the Autonomous Okrug and the autonomous non-profit organization of the Autonomous Okrug “Center for Tourism Development in the Polar Urals”.

Yamal.Travel is an informational tourist portal of the Yamal Autonomous Okrug, operates to inform the population about Yamal's tourist opportunities.

 

Physical culture and sports

 

At present there are 1,753 sports facilities in the autonomous okrug, including: 486 sports halls, 18 indoor sports facilities with artificial ice, 74 swimming pools, 351 surface facilities, 46 ski bases, 28 sports facilities for shooting sports, 491 other sports facilities, 259 urban and recreational infrastructure facilities, including 768 facilities adapted for physical education and sports for disabled people.

There are 423 units of sports facilities that meet the requirements for training of sports reserve, high-class athletes, as well as the requirements of the relevant rules of sports competitions for official physical culture events and sports activities.

There are 318 sports facilities in rural areas, including 89 sports halls, 2 indoor sports facilities with artificial ice, 9 swimming pools, 107 surface facilities, 13 ski bases, 2 sports facilities for shooting sports, 68 other sports facilities, 28 urban and recreational infrastructure facilities adapted for physical education and sports.

The level of provision with sports facilities in the Autonomous Okrug amounted to 75.5%, with a one-time capacity of 45.3 thousand people.

In the Autonomous Okrug, 828 institutions, enterprises and organizations carry out physical fitness and sports work. In these organizations, 309,052 people are systematically engaged in physical training in sections and groups by type of sport, sports clubs, general physical training groups and health-improvement groups.

The share of the region's population systematically engaged in physical culture and sports is 63.6%.

More than 9,311 disabled athletes are engaged in physical culture and sports in the Autonomous Okrug, which is 67% of this population group.

There are 40 organizations of physical culture and sports orientation with a total number of 24,988 people are engaged in training of sports reserve.

In organizations in children's and youth sports schools, training of sports reserve is carried out in 253 departments in 45 kinds of sports, including 36 departments in children's and youth sports schools of the Olympic movement.

In the structures of physical culture and sports movement of the region there are 3,136 full-time physical culture workers, including 2,491 specialists with higher professional education.

More than 5,900 physical culture and sports events were organized and held in the municipalities of the region, in which more than 350,000 people took part.

 

Youth policy

 

Yamal is a region of young people. Every third resident belongs to the category of youth - 143,568 people. Among the age categories, young people aged 30-35 prevail (47,864 people).

On the territory of the Autonomous Okrug there are 24 institutions of the sphere of youth policy, 3 of them are regional and 21 are municipal.

Infrastructure

Since 2022 the program of modernization of objects of the sphere of youth policy has been launched. Modernization is carried out in 10 directions:

1. A network of art residences.

The Autonomous Okrug became one of the “pilot” regions of Russia for the creation of art residences - modern spaces with administrative, informational, material, financial and curatorial support for creative self-realization of young people. The first Polaris art residence was opened in 2021 in Salekhard. To date, art residences have been opened in Noyabrsk (“Mixer”), Labytnangi (“Lamp”), and Tarko-Sale (“Pur”). Art residences are planned to be opened in Novy Urengoy, Muravlenko, Gubkinsky and Nadym.

2. Multifunctional youth centers.

Multifunctional youth centers operate in each municipality. In 2023, 5 centers (Yamalsky, Shuryshkarsky, Priuralsky, Gubkinsky, Salekhard) and 2 co-working centers (Samburg village, Urengoy settlement, Purovsky area) will be upgraded. In 2025, modernized centers will be opened in Muravlenko and Nadym.

3. Patriotic centers.

There are 5 modernized patriotic centers in the region: one regional patriotic education center “Avangard” in Noyabrsk and 4 municipal centers (“Kadet” in Noyabrsk, “Yamal Patriot” in Novy Urengoy, patriotic centers in Tarko-Sale and Salekhard). In early 2025, they will open in Muravlenko and Gubkinsky. In total, there are 1 regional and 6 municipal patriotic centers in Yamal.

4. Volunteer centers.

Three volunteer centers in Novy Urengoy, Tarko-Sale and Noyabrsk were modernized using grants from the Governor to create youth spaces.

5. Teen clubs.

Work is underway to create and develop a network of teen clubs in a “close to home” format. Five clubs have been opened in Noyabrsk. In 2025, it is planned to commission clubs in Salekhard, Tarko-Sale, Labytnangi and Nadym.

6. Youth centers in educational institutions.

College-based spaces were first opened in 2023 in Noyabrsk, Salekhard and Novy Urengoy. In 2025, spaces will be opened in Muravlenko and Nadym. Yamal became the first region in the country to create such spaces on the basis of professional educational institutions.

In 2023, the first Yamal student headquarters will be launched on the basis of the representative offices of the Autonomous Okrug in Moscow,
St. Petersburg and Tyumen. The main goal of the headquarters is to create points of attraction for young people. Such centers help to maintain the connection between students and their native region, as well as motivate them to return to their small homeland after completing their education.

In connection with the launch of the full-scale work of the regional branch of the Movement of the Firsts, 118 youth spaces were opened in schools. These are modern multifunctional sites that combine recreation and work areas. Yamal became the first region to implement such a practice.

7. Infrastructure for subcultures.

In 2023, roller parks were opened in Novy Urengoy and Gubkinsky for representatives of subcultural movements. The indoor roller park in Nadym moved to a new building. Similar parks are currently being designed in Noyabrsk and Salekhard.

8-9. Children's health camps and infrastructure projects outside the region.

 In 2024, a youth center was opened in Volnovakha; project work is underway to modernize the center “Snezhinka” and create aer residence for the region at the Tavrida art cluster (Republic of Crimea).

10. Participation in federal projects.

Every year the Autonomous Okrug takes part in the federal contest of youth policy development programs “Region for the Young”, the grants of which are spent, among other things, on improving infrastructure for young people. Yamal has won the federal contest for three years in a row.

Renovation of youth centers is also carried out thanks to the annual competition of the Governor's grants for the creation of youth spaces.

The result of the work on improving the infrastructure for youth is an increase in the number of young people engaged in activities and projects.

Thus, on the basis of youth policy institutions, the work of 311 club youth groups of various content orientation has been organized: military-patriotic, sports and recreational, tourist, ecological and regional studies, cultural and leisure, artistic and aesthetic, volunteer and other, which are attended by more than 10,000 people on a permanent basis.

Patriotics

In the region in the direction of civic and patriotic education close cooperation with public organizations has been built.

Much attention is paid to the formation of patriotic traditions through search activities. The regional branch of “Search Movement of Russia” unites 30 search teams of the Autonomous Okrug with the number of participants 534 people, which operate in all municipalities of the region.

 The headquarters of the public movement “Victory Volunteers” have been formed in all municipalities, and the number of participants is already more than 8,000 people.

According to the results of the Red Carnation campaign of the “Memory of Generations” charitable foundation, which was accompanied by 147 Victory Volunteers, Yamal ranked 1st in the country for the sixth year in a row. The total amount collected in 2024 amounted to 1,838,577.66 rubles.

As part of the celebration of the 80th anniversary of the Victory in the Great Patriotic War, municipal centers for the preparation and celebration of the 80th anniversary of the Victory in the Great Patriotic War of 1941-1945 were opened in Yamal. The main task of the centers is to support organization of the regional events during 2025.

Popularization of Heroes' feats in Yamal is carried out in an interesting format for young people - in the form of a historical and educational patriotic quest “Russia is a Country of Heroes!”. As part of the project, 6 Heroes of the USSR/Russian Federation visited Noyabrsk in 2024. Five quests and 25 meetings were held, attended by 3,219 people.

In the area of military-patriotic education and pre-conscription training at the regional level, the work is carried out jointly by two centers “Avangrad” and “Warrior”.

In 2024, more than 6,000 Yamal residents participated in events and training programs in this area.

There were implemented: 8 educational programs, 6 youth regional projects, new and important directions in the work - training of conscripts, training of “Fundamentals of security and defense of the homeland“ teachers - one of the most important joint projects of the Center “Warrior“ and the Department of Education of the Autonomous Okrug. Another direction is the work with fighters of the Special Military Operation. In 2024, the instructors of the “Warrior” Center conducted 12 training events, which resulted in 462 fighters leaving for the SMO zone.

One of the important tasks in the activities of the “Warrior“ Center is active involvement of demobilized fighters in the system of patriotic education of youth and mentoring. Participants of the SMO, Heroes of Russia are involved:

- for conducting practical classes, thematic talks, lectures during the implementation of additional general education programs on military-sports training and patriotic education and summer military-patriotic shifts “Time of Young Heroes”;

- in the direction of sports training - when conducting hand-to-hand combat classes - for joint master classes, training sessions and competitions with the instructors of the branch;

- in the direction of preserving historical memory, the participants of SMO participate in quizzes, actions dedicated to memorable dates;

- to work in the judging team during military-patriotic competitions and in the game “Zarnitsa 2.0”.

Flagship regional projects:

- “Time of Young Heroes” summer shifts, where participants master fire, tactical and engineering training; learn the basics of radio communication, drone skills and tactical medicine;

- military-patriotic game “Zarnitsa 2.0”. In 2024, 250 children in two age groups (11-13 and 14-17 years old) took part in the project. Competitions were held in such disciplines as cyber security, military journalism and drone control;

- “Snow Ghosts” specialized military tactical training course. The participants were 80 people, 76 people successfully mastered the program and received certificates of course completion, as well as certificates of advanced training in the “Fundamentals of security and defense of the homeland” program.

Volunteerism

Since 2025, the state autonomous institution of the autonomous okrug “Okrug Youth Center” has been carrying out activities to develop volunteerism in the region.

Currently, 332 volunteer associations operate in the region, more than 40,000 people are involved in volunteer activities, 19 institutions have received a social franchise of the Association of Volunteer Centers “Dobro.Center”.

As part of the development of eco-volunteering, the projects “Spirit of the Polar Region”, Yamal Cleanliness Cup (26 games, 1,471 participants, over 40 tons of garbage collected) and a volunteer mission to the Ingilor Nature Park (3 missions of 10 days, 24 participants, 307 applications from Russian regions) are being implemented. Total coverage - more than 1,200 people.

The annual Volunteer Initiatives Contest is aimed at creating conditions for the sustainable development of volunteer initiatives in the Autonomous Okrug that improve the quality of life of people and contribute to the growth of the number of citizens involved in volunteer activities. In 2024, the contest was held for the first time in partnership with the ANO “Grants of Yamal” on the platform of the regional operator. Forty-eight projects were accepted for evaluation, and nine winners were selected. The amount of support amounted to 2 million 168 thousand rubles.

All municipalities have headquarters of the #We Are Together, 500 volunteers in 2024 fulfilled more than 1,800 requests, of which 1,445 were targeted. Volunteers deliver groceries, join in repairs, and congratulate families of defenders on holidays. Regional branches of All-Russian movements - Volunteer Medics, Volunteers of Victory, as well as local volunteer organizations - are involved in the work.

Since November 2023, the project “Voloserviceman” has been implemented as part of the program of support for young state and municipal employees “GosStart”. In 2024, 200 good deeds were conducted, 227 vacancies were posted, 2,644 applications for participation were submitted, and 17,230 hours were logged. There are 2,011 volunteers attached to the account “Volunteer.Yamalo-Nenets Autonomous Okrug”.

The Yamal Volunteers Forum is held annually. In 2024, one of the key events of the forum was the awarding of 4 medals of the Governor of the Autonomous Okrug for the contribution to the development of volunteerism in Yamal.

Much attention is paid to the issue of improving the professional competencies of volunteers - an annual educational program in the field of volunteerism, meetings for representatives of regional branches of public movements: Victory Volunteers, medical and emergency volunteers, internships, travel compensation for participation in regional and federal events, etc. are organized.

Involvement of young people in a healthy lifestyle. Preventive work

Youth policy institutions on a permanent basis implement various events aimed at involving children and youth in physical activity and the formation of a healthy lifestyle. More than 30,000 people take part in them every year.

 A healthy and active lifestyle not only improves the psychological and physical condition of the organism, but is also part of the prevention of deviant behavior of young people. In the area of preventive work, the “Avangard” Regional Center for Patriotic Education has been implementing the social project “Alternative” since 2022, which aims to create a prevention system to reduce juvenile delinquency.

The project program is organized in the format of “School of personal growth of teenagers” and has a complex character. A special emphasis in preventive work is made on individual support and diagnostics of positive changes in participants, taking into account the completion of each step of the project.

The implementation of the project program each year allows to increase the number of involved teenagers from 364 in 2022 to 622 in 2024. One of the key features of 2024 was the pilot launch of the methodology, in which already adult graduates of the Alternative Project 2022-2023 were invited to join the project team as mentor-interns. The main goal is to translate positive experiences of participation with opportunities for growth within the project and beyond.

The integrated work of all the subjects of the prevention system allows to obtain results in deregistration of wards. In 2024, 200 adolescents were deregistered.

 The project also organizes a “School of Professional Development of Specialists” for specialists of the prevention system. In 2024, more than 160 specialists took part in the project.

Creativity

The main directions of creative activity, relevant for modern youth, are: intellectual, KVN-movement, youth subcultures, creativity (choreography, theater direction, cinematography, design and fashion, audio production, etc.).

The Yamal Student Spring, a regional festival of student creativity, is held annually for Yamal's creative youth, the winners of which represent the region at the all-Russian event.

The creative laboratory “Polar Lab”. The laboratory represents the work of young creators in 5 theater troupes of 20 people, each of which is assigned a professional director. In 2024, the laboratory was held in Noyabrsk for 130 participants of the autonomous okrug.

 Development of the KVN movement. For ten years, the Official Arctic League of the International KVN Union has been operating, with more than 100 teams, including teams from other regions of the Russian Federation.

In addition, there is the Arctic Junior KVN League, in which children's teams take part.

Development of youth subcultures. Since 2021 the interregional festival of youth subcultures “In the rhythm of the streets” has been held. The purpose of the festival is to develop street culture and sports, unite creative youth, identify their potential and promote healthy lifestyles. The festival is a regional selection for the international competition-award of street cultures and sports “CARDO”. The regional branch of the all-Russian public organization of street culture and sports “Streets of Russia” helps to develop the festival. In 2024, the festival gathered 100 representatives of various directions (“Breaking”; “VMX”; “Workout”; “DJing”; “Graffiti”; “Rap”; “Skateboarding”; “Scootering”; “Hip-Hop”), including 30% of participants from the UFO regions.

Development of a network of art residences. To build a unified approach to the development of a network of art residences in the region, 8 development tracks have been identified: film and video production, design and fashion, recording studios and creation of musical groups, subcultures, development of creative economy - craft boxes, theater, modern choreography and non-formal education centers.

Since 2023, a regional competition for residency in art residences with the opportunity to receive grant support of up to 100 thousand rubles has been implemented.

Youth media

In order to develop the media space, the “Ya Molod” media channel - a unified information field for interaction between representatives of the youth audience - is operating. The number of subscribers to the “Ya Molod” media channel in social networks (VKontakte, Odnoklassniki, Telegram) is more than 23,000 people, with a total monthly reach of more than 100,000 users. In 2023, a media center was created to improve the quality of coverage of municipal, regional and federal news events and to enhance the skills of media professionals in the region.

According to the results of 2024, the media center “Ya molod” took the first place of the All-Russian award “Time of the Young” in the nomination “Best Regional Youth Community on VKontakte”.

Regional Branch of the All-Russian Public State Movement of Children and Youth “Movement of the First” of the Autonomous Okrug

The Movement of the First is currently the largest children's and youth public association in the country, including Yamal. Primary branches have been opened in all youth centers and almost all schools.

Primary branches are also opened in cultural and sports institutions, which allows the system of additional opportunities to cover as many children as possible. Thus, 245 primary branches have been opened, with more than 35,000 people participating.

Youth spaces inside general education organizations (118 spaces) have been opened for comfortable activities of the “Movement of the First”. These are modern multifunctional areas that combine recreation and work areas. All youth spaces are branded in a unified style that unites the entire network of primary branches in Yamal.

In order to systematically involve young people, more than 50 federal and regional projects are implemented annually in 12 areas of the Movement's activities. The Movement's event culture is based on the creation of educational events that conducted jointly by all participants - children and adults.

In 2024, 39 events were held in the region (3 in each of the 13 municipalities) with 3,500 participants.

Support for youth initiatives

Every year, a forum campaign is held in all 13 municipalities of the region, within the framework of which grant competitions are organized. The total amount of grants in 2024 amounted to 10 million 509 thousand rubles, the total number of winning projects - 105. More than 6,000 young people participated in the municipal forum campaign.

At the regional level, youth initiatives are supported by the Yamal Youth Initiatives Project Office. The grant competition of the same name is traditionally held remotely on the official website инициативыямала.рф. In 2024, 22 projects received support totaling RUB 2 million 487 thousand.

In 2024, 342 Yamal residents took part in the All-Russian Youth Forum Campaign (a total of 1,837 applications were submitted for participation in the forums). The total amount of grant funds won was more than RUB 30 mln.

Young families

Young families occupy a special place in society, largely determining its future.

To support young families, the youth affairs agencies of the municipalities of the Autonomous Okrug have organized the activities of 46 clubs for young families, with 782 families (2,932 people) as participants.

 The main directions of work of the clubs are educational (organization and holding of seminars, trainings, lecture classes) and leisure (organization and holding of master classes, sports and entertainment programs, thematic events, contests).

Taking into account the psychological competence of parents and in order to strengthen the institution of the family through joint activities of fathers and sons, the Two Captains Festival is being held in Noyabrsk (80 participants each in 2023 and 2024). The festival program includes a set of psychological, cultural, leisure and sports activities.

For the second year in a row, municipalities received subsidies for projects to support young families (in 2025, Labytnangi, Noyabrsk, and Nadym area will each receive RUB 320,000). The projects are aimed at improving the psychological, economic and socio-cultural adaptation skills of young family members in the new stage of their lives.

Recreation and recuperation of children and youth

The measure of support for recreation and health improvement is aimed at children and youth from 7 to 18 years of age, studying under general education programs and residing in the territory of the Autonomous Okrug, as well as at students under 18 years of age of professional educational organizations of the region. The measure is provided on a gratuitous basis at the expense of the regional budget. Travel to the place of rest and back is at the expense of parents. Applicants with a privileged category have the right to rest and recuperation on a priority basis. This right is exercised by defining a special “grace” period and electronically submitting an application on the AIS “Children's Recreation” portal. The right to rest and recuperation can be exercised no more than 2 times in the current calendar year, but no more than 1 time in the summer period of the current year, except for participation in profile shifts.

In 2024, recreation is organized for 11,744 children, of which 9,565 are Yamal residents and 2,179 are children living in the DNR and Belgorod region.

 

 

Labour market

 

Yamal is among the leaders in terms of the main indicators characterizing the labor market. According to the results of the labor force survey conducted in December 2024, the number of the labor force in October-December 2024 averaged 300.4 thousand people (58.2% of the total population of the region), of which 296.8 thousand people were employed in the economy and 3.5 thousand people had no employment but were actively looking for it (according to the methodology of the International Labor Organization, they are classified as unemployed).

The labor force participation rate (75.0%) and employment rate (74.1%) retain high positions and are ahead of the Russian Federation indicators (63.2% and 61.8% accordingly).

The total unemployment rate is 1.2%. This indicator is one of the lowest in the country among the other regions of the Russian Federation .

About 13,000 vacancies are available to job seekers in the regional's vacancy bank.

 




Conditions and labour protection

 

Labour protection is the most important condition for stable and successful labour activity. Special assessment of working conditions (SAoWC) is a unified set of consistently implemented measures to identify harmful and (or) dangerous factors of the production environment and labour process and to assess the level of their impact on the employee, taking into account the deviation of their actual values from the standards (hygienic standards) of working conditions established by the federal executive body authorised by the Government of the Russian Federation and the use of personal and collective protective equipment.

According to preliminary data, in the organisations of the region, the SAoWC (taking into account the five-year period of validity of the results) has been carried out for 164,830 workplaces, employing 254,190 workers, which is 97.7% of the average number of workers in the autonomous okrug (the average number of workers in 2023 is 260,000).

The state of labour conditions and labour protection is always closely related to the state of the economy of the region. The most favourable working conditions are traditionally observed at large enterprises of the fuel and energy complex, as they have greater opportunities for modernisation and renewal of production and, accordingly, for increasing expenditures on labour protection measures.

In 2023 for labour protection measures in the autonomous okrug, only for a limited number of enterprises included in the list of the Department of the Federal State Statistics Service for the Tyumen Region, Khanty-Mansi autonomous okrug - Yugra and Yamal-Nenets autonomous okrug, the amount of spent funds, compared to 2022 decreased by 1.5%.

In mining organisations and fuel industry enterprises, deductions for labour protection measures per employee exceeded similar costs in the region by more than 1.6 times. The actual costs of guarantees, compensations and personal protective equipment (PPE) for employees with harmful and (or) hazardous working conditions in 2023 exceeded the figures for the autonomous okrug by 3 %.

The number of employees receiving free PPE in 2023 was 193,900 people, which is 87.2% of the list of employees in the autonomous okrug, including 42.1% of employees working in harmful and (or) hazardous labour conditions (40.7% in 2022).

The coefficient of frequency of occupational traumatism in the region as a whole with the loss of working capacity for one working day or more per 1,000 workers remained at the level of 2021 and amounted to 1.2 (based on the number of people covered by statistical observation) according to Tyumen state statistics office.

 

Living standards and social protection of the population

 

The strategic guideline for the socio-economic development of the autonomous okrug is to ensure a sustainable increase in the standard of living and quality of life of the population on the basis of the formation and development of a competitive economy.

In this regard for many years the most important direction of social policy has been social protection and support of the population, which is carried out by providing social support measures, state social assistance to certain categories of citizens and social services through a system of social service organisations, whose activities are aimed at improving the quality and standard of living of the population of the autonomous okrug and solving the problems of vulnerable segments of the population.

In accordance with the legislation of the autonomous okrug both regional privileged categories of citizens - labour veterans, Yamal veterans, home front workers, public sector specialists, large families, etc. - and federal categories - veterans of the Great Patriotic War of 1941-1945 and categories equated to them, disabled persons and families with disabled children, etc. - can exercise the right to social support at the expense of the regional budget.

The social obligations guaranteed by the state to support citizens living in the territory of the autonomous okrug are fulfilled in full. The regional social payments provided in 2024 are indexed by 7.3% from 01 January 2025.

 

Social infrastructure

 

Medical services for the population of the Autonomous Okrug are provided by 26 health care institutions, including: 11 hospital institutions, four dispensaries, four emergency medical aid stations, four special type organizations (more than 3000 doctors, more than 7000 paramedical workers).

Residents of remote and hard-to-reach settlements and tundra population receive the bulk of emergency and urgent care through the specialized ambulance department of air ambulance evacuation, which consists of four territorial departments. MI-8 helicopters are on duty in each department. The flights are carried out in round-the-clock mode. The departments of emergency consultative emergency medical aid and medical evacuation of the territorial disaster medicine center of the Salekhard Regional Clinical Hospital are equipped with three medical modules.

At the same time, there are 16 stationary obstetric stations and four stationary paramedic stations for the nomadic population. Medical assistance to residents of remote settlements and fishing grounds is provided by mobile medical teams consisting of medical and nursing staff from seven medical organisations (Salekhard Clinical Hospital, Nadym Central Hospital, Tarko-Sale Central Hospital, Muzhi Central Hospital, Aksarka Central Hospital, Yar-Sale Central Hospital, Tazovskaya Central Hospital).

In order to improve the availability and quality of first aid, primary health care to residents of rural small settlements with a population of less than 100 people, in accordance with the order of the Government of the Yamal-Nenets autonomous okrug dated 15 December 2015 № 902-RP "On measures to organise the provision of first aid, primary health care to residents of small settlements of the Yamal-Nenets autonomous okrug with a population of less than 100 people", house farms were organised.

In accordance with the data in the Unified State Information System in the sphere of health care, housekeeping services have been organised in all small settlements of the region with a population of up to 100 people that do not have medical organisations on their territory. Persons responsible for the operation of the households have been trained in the principles of first aid.

In 13 municipalities of the Autonomous Okrug social services are provided to the population by 10 state social service organizations under the jurisdiction of the subject of the Russian Federation, including: one residential home for the elderly and disabled, 9 social service centers. Also, the register of social service providers in the Autonomous Okrug includes 17 socially oriented non-profit organizations, 3 commercial organizations and 27 individual entrepreneurs.
