GEOGRAPHICAL LOCATION

The Tambov region has advantageous geographical location – in the center of Russia near the capital. The Tambov region is a part of the Central Federal District (CFD) and Central-Chernozem (black soil) district. The territory of the region covers over 34,5 thousand km2, it’s length from  the north to the south is about 250 km, from the west to the east – about 200 km. The Tambov city – the administrative center of the region is situated 480 km south-east from Moscow. The region bounders with Ryazan, Penza, Saratov, Voronezh and Lipetsk regions.

 

LOGISTIC INFRASTRUCTURE

The competitive advantage of the Tambov region is the developed transport infrastructure represented by an extensive network of roads and pipelines, motor transport infrastructure, passenger and freight railroad infrastructure, as well as the existing airport of civil aviation "Tambov" (in the village Donskoe).

The total length of transport routes of the region is 20 115.6 km, including:

  • railways 754.6 km;
  • motor roads 19 361.0 km.

The  length of  the  Federal  roads  passing  through  the  territory of  the Tambov  region is 636.6 km,   the  length  of the  regional  roads – 1 966.4  km,  local   roads – 16 758.0 km, 10 188.1 km of which are paved roads.

Michurinsk-the Science-city of the Tambov region connects the centre of the country with the southern regions central by means of the South-Eastern railway line. In addition, the territory of the region is crossed by other lines of railways of regional importance (polygons of the South-Eastern and Kuibyshev railways).

There are Federal highway R-22 "Caspian" a/d M-4 "Don"-Tambov-Volgograd-Astrakhan" and other Federal roads (R-193 Voronezh-Tambov, R-208 Tambov-Penza with the Northern and Southern bypass of the city of Tambov, R-119 eagle-Livny-Yelets-Lipetsk-Tambov) in the Tambov region.

There is a modernized bus station "Severny" in Tambov that provides transportation on more than 100 interregional, inter-municipal and suburban routes of regular bus services, as well as the railway station “Tambov” that has recently been reconstructed.

The airport "Tambov" is located 10 km away from the regional centre in the village Donskoe. The airport is the only operating air infrastructure facility in the central chernozem district that provides regular flights, including those within the federal program for regional transportation subsidizing. In 2022 there were regular flights to St.Petersburg, Moscow (Monday through Friday), in summer – to Yekaterinburg.

 

SCIENTIFIC POTENTIAL OF THE REGION. SECTOR OF HIGHER EDUCATION

The Tambov region has a significant scientific potential, necessary conditions and resources for scientific, technical and innovative activities development. Research and development is carried out in 34 organizations, including 4 state organizations of higher education, 3 branches of universities, 2 scientific organizations, industrial and agricultural enterprises of the region. The commercialization of intellectual activity results is carried out in 22 small innovative enterprises created on the basis of universities. Close cooperation with leading scientific foundations, carrying out fundamental and applied scientific research demanded by the real sector of the economy, appropriate innovation infrastructure formation has been ensured.

The higher education system in the Tambov region acts as one of the main branches designed to ensure a high life quality for the population. The key positions of strategic and budgetary policy for education development are based on the regional overall development strategy (investments in human capital, improving the quality of life for population based on priority sectors of the economy development and social sphere modernization), on the budgetary policy pursued in the field (using mechanisms that stimulate organizations to improve the quality of services provided).

Due to the region's development specifics scientific support is a necessary component of the key industries activities – agricultural sphere and industrial production. Industry departments, major manufacturers develop development strategies in close contact with leading universities and scientific organizations.

 

Tambov State University named after G.R.Derzhavin is a classical university, an educational, scientific, cultural center, the largest university in the Tambov region, where 40% of all students in the region and more than 50% of all full-time students in the region are concentrated.

At TSU named after G.R.Derzhavin 161 areas of training are being implemented: 9 vocational programs, 55 bachelor's degree programs, 10 specialty areas, 50 master's degree courses, 19 postgraduate courses, 16 residency programs and 2 military specialties. The university has 2 600 international students from 67 countries, 96% of them are full-time students. The total  number of students is more than 13 000 people. 85% of the teaching staff have academic degrees and scientific titles, every sixth is a doctor of sciences, professor.

The university is among the top ten universities in Russia regarding this indicator. The university successfully operates 4 research institutes, more than 40 scientific schools and directions, reflecting almost the entire range of knowledge fields typical for the classical university. The university has 89 research centers and laboratories, a Center for the collective use of scientific equipment, and a Prototyping Center. The Derzhavinsky Technopark has been opened. The innovative space "Boiling Point" is actively working.

The University provides training in the field of medicine, pedagogy, information technology, natural and mathematical sciences, humanities and social sciences, scenic, visual and applied arts.

The University is a member of a consortium of 39 universities of the Russian Federation that implement the priority project "Development of the export potential of the Russian education system". The project is aimed at increasing the attractiveness and competitiveness of Russian education in the international market.

The University is a member of the Moscow International University Ranking "Three University Missions", which is officially taken into account when selecting foreign educational and scientific organizations whose diplomas do not need to be confirmed in Russia, the ranking is also included in the state program "Scientific and Technological Development of the Russian Federation".

In 2022 TSU named after G.R.Derzhavin was working within the state support program for Russian universities "Priority 2030". The strategic directions of the program are remote sensing of the Earth, unmanned monitoring and logistics, industrial automation systems, construction chemistry, agrobiotechnology, research in the field of materials science, as well as a socially oriented project for educational activities transformation aimed at retaining talented young people in the region.

The University has a network of small innovative enterprises in the field of biotechnology, medicine, information technology, social sphere. The university has a medical simulation and accreditation center; the center for the scientific equipment collective use which is in the top 20 of the national ranking regarding equipment.

Every year, the university increases the number of interdisciplinary and applied research projects, new promising scientific directions in the field of biotechnology, environmental management, digital and chemical technologies appear and are supported.

A regional business incubator, Derzhavinsky Technopark, a Center for the collective use of scientific equipment, four research institutes, a Simulation and accreditation center, a Prototyping Center, a Design bureau "Telecommunications Systems", a Competence Center in the field of application of unmanned lethal aviation systems have been created. The practice of opening scientific laboratories together with commercial partners has been introduced under their requests and with their co-financing (more than a dozen joint laboratories in the field of biotechnology, microbiology, chemical technologies, digital technologies in agriculture and environmental management).

The result of the development of the applied research sector was the successful launch of the university's developments on the market. By order of partners, engineering and technical solutions have been created to automate agricultural enterprises and improve their energy efficiency, a universal robotic platform for basing unmanned aerial vehicles for regular automatic unmanned monitoring of objects and territories has been developed; a line of microbiological preparations and technologies for their application has been developed at the request of regional enterprises. The growing production of agrochemicals has been launched. Most of the projects are focused on the needs of the regional market in the field of agriculture and chemical industry, which are key sectors of the economy of the Tambov region.

The University is a member of the world-class Scientific and Educational Center "Innovative Solutions in Agriculture" (Belgorod region), as well as a co-founder of the International Scientific and Educational Consortium "Personnel for the Green Economy", a member of the Vernadsky Scientific and educational Consortium at Lomonosov Moscow State University and the Mendeleev Scientific and Educational Consortium at St. Petersburg State University.

Derzhavin University actively develops the students associations activities with an emphasis on national and international academic mobility.

The University hosts the WordSkills championship tours (prototyping), the federal final of the National Technological Initiative festival (directions "Ground Robotics", "Unmanned Aerial Vehicles", "Chess", "Industrial Design and Prototyping", "Infocommunications", "City Farming", etc.) and is involved in projects of technological creativity and early career guidance (43 "Growth points" in schools, Quantorium, IT Cube, Agro Cube, All–Russian youth tourism project "Welcome Center", etc. ).

In the 2021-2022 academic year the University with the support of the Tambov Region government is holding a regional humanitarian Olympiad "Clever and Clever" among the 9th-10th  grades pupils from Tambov and regional schools.

The Olympiad is aimed at identifying students' creative abilities and interest in scientific activities in the humanities cycle disciplines: literature, history, world artistic culture; as well as preparing for participation in the All-Russian television Humanitarian Olympiad "Clever and Clever".

In the Year of Science and Technology in Moscow the grand final of the international student cyber tournament "Battle for Science" was held at the largest esports arena in Russia, Yota Arena Moscow. The team from TSU named after G.R.Derzhavin became the champion in the discipline "Dota 2".

According to the results of higher educational  institutions  effectiveness monitoring the University is annually recognized to be effective in all indicators.

 

Engineering technical education presents national strategic interests of the Russian Federation, priority of the regional social-economic development. The core of the engineering education system in the region is the Tambov State Technical University (TSTU) – a multi-level educational and scientific complex whose activities and development structure corresponds with programs that are significant for the state, social-economic and scientific-technical development of the region.

TSTU infrastructure today in represented by 8 educational and research institutes, 3 faculties, a multi-profile college, a polytechnic lyceum for gifted children, which provide more than 180 basic educational programs and 150 additional educational programs. TSTU employs more than one thousand employees, including 414 Doctors and Candidates of sciences, 15 laureates of the Russian Federation President and Government prizes, 13 honored scientists, 56 honorary workers of higher education.

On the basis of the University there are 9 specialized integrated scientific and educational centres established jointly with the institutes of RAS, 4 specialized innovation centres, business incubator "Innovatika" for young scientists, graduate students and students, technology transfer centre, 10 small innovative enterprises organized with the University participation, 5 centres for collective use of unique equipment: “Robottechnics”, “Radio-electronics and communications”, “Polyfunctional materials production and use”, “BIM technologies”, “Digital machine building”, “Rostelecom” digital technologies centre”;  4 basic departments in the Research Institute and at high-tech enterprises of the region; postgraduate and doctoral studies on 21 scientific directions and 34 education profiles;  9 specialized candidate and doctoral theses protection councils on 18 specialties. In 2022 the Council for dissertations defense for the Candidate of Sciences degree and Doctor of Sciences degree was opened in scientific specialties 2.2.11. Information measuring and control systems and 2.3.8. Informatics and information processes.

4 scientific and practical journals are being published in TSTU. “Vestnik of the Tambov state university” and “Journal of Advanced Materials and Technologies” (in English language) have been included into the international essay base  Chemical Abstracts and specialized reference service Cross Ref.

Engineering centre “New materials and technologies of civil and dual purposes” functions since 2019. 

Aimed at participation in the federal project "Development of Advanced Infrastructure for Research and Development in the Russian Federation" and “Development of scientific and research and industrial cooperation” implementation “Vernadsky” technopark was opened in 2021 on the basis of the University, being the integrator of intellectual activity results commercialization based on interaction of the engineering center, centers for the collective use of unique scientific equipment, small innovative enterprises, technology transfer center, research laboratories.

Established in 2019 “Vernadsky-Tambov” consortium gave a good start for running “Vernadsky” technopark project and developing scientific cooperation with Moscow State University named after M.Lomonosov.

For the development of scientific and scientific-industrial cooperation the consortia "TSIFRAPROM" was created, the participants of which are TSTU, PJSC Sberbank, PJSC Rostelecom, the Federal Research Center "Informatics and Management" of the Russian Academy of Sciences and the consortium "TECHNOSPHERE" with the participation of TSTU, JSC "Corporation "Roskhimzashita", PJSC "Pigment", JSC "ZAVKOM", Frumkin Institute of Physical Chemistry and Electrochemistry of the Russian Academy of Sciences.

In 2022, the Technosphere consortium included such enterprises of the region as JSC "Tambov Plant "October" and JSC "Tambov Plant "Revtrud". In 2022 the Tambov State Technical University hosted the opening of the laboratory of automation and mechatronics, created with the support of the strategic partner of the university - the Rusagro Group of Companies.

Research and innovation activities in TSTU are carried out in priority areas of the Russian Federation scientific and technological complex development: nanosystems industry; information and telecommunication systems; energy efficiency, energy saving and nuclear energy; natural resources rational use. Fundamental and applied research is carried out within the framework of fourteen scientific schools on topics relevant to the region’s development: chemistry, functional and structural materials, nanotechnology; information systems and information security; energy saving, instrumentation and radio electronics; natural resources rational use and environmental protection; communicative aspects of historical, legal and socio-economic society development and others.

In recent years, TSTU has implemented 6 major projects within the framework of the implementation of the Decree of the Government of the Russian Federation No. 218, Federal Target Program "Research and Development in priority areas of development of the scientific and technological complex of Russia for 2014-2021".

In 2021 TSTU became the winner of the open project competition "Mirror Laboratories" organized by the Higher School of Economics, aimed at creating a joint TSTU and HSE laboratory for a project implementation on a cyberphysical robotic platform development for diseases proximal sensing and monitoring and plant development in conditions of intensive gardening.

TSTU actively works on attracting students and postgraduates to research and innovation activities. 12 student scientific associations have been created, in which students receive skills in project activities and technological entrepreneurship.

According to a number of international rankings (QSBRICS, QSEECA, Webometrics) Tambov State Technical University  occupies worthy positions in the world and enters top 100 Russian institutions of higher education of the national ranking “Interfax”. In 2021 the University entered the Times Higher Education Impact Ranking of the world leading universities. High positions in the world ranking UniRank also prove the University’s effective work in all directions and correctly chosen path of development.

 

The oldest higher educational institution of the agrarian profile of the Tambov region is the Michurinsk State Agrarian University, a center for training qualified personnel for the agricultural sector.

MICHGAU is the only university of agro-social orientation in Russia, providing fundamental and applied research in the region on the development of competitive products in the field of horticulture, vegetable growing, healthy nutrition, biophotonics, agricultural machinery for horticulture. The University is a member of the Association of Agricultural Universities of the Central Federal District.

There are 4 institutes in the structure of the university, a center-college of applied qualifications, a department of additional education and retraining, a center for the development of modern competencies of children who implement educational programs of higher (bachelor's, master's, postgraduate), secondary vocational and additional education. The university has more than 8,000 students. Training is conducted on the basis of 22 departments in 17 enlarged groups of specialties and areas of training.

Michurinsk State Agrarian University is implementing an innovative educational project "System of continuous agribusiness education", created for early career guidance and effective personnel training for the rural areas integrated development via integration of preschool, general, professional and higher agricultural education and agricultural enterprises of the Tambov region. Currently 42 schools, 12 colleges and 3 kindergartens work together with the University in the system of continuous agribusiness education in the Tambov region. Modern educational technologies and programs in the fields of industrial, scientific, humanitarian and innovative activities are being developed.

On the basis of the University there is a Center for children modern competencies development, created within the framework of the national project "Education". The work continues in the following key areas: competencies formation and development of students aged 5-18 years in the educational fields of technical, natural science and socio-pedagogical orientation through the implementation of additional general education programs, research, design and creative work; conducting advanced training courses for teaching staff related to the introduction of new forms and methods of education into the education system, including the improvement of project activities; implementing a set of programs in close network interaction with rural schools in the region, leading enterprises of the agro-industrial complex and research centers in order to popularize agricultural professions and conduct research in the field of horticulture, fruit growing, biotechnology, genetics and plant breeding of domestic breeding.

Scientific research in the University is conducted in accordance with the National project “Science and University”, basic and priority applied research program of RF agricultural complex development, program of Michurinsk-science-city of RF development in the framework of state task and with contracts with enterprises and organizations.

Research work at the University is carried out in 9 branches of science and 43 complex topics in the field of breeding and seed production of agricultural crops, food technologies of functional and therapeutic-functional areas, machine systems and engineering support for industrial gardening, the use of digital technologies for production, crop assessment, harvesting, storage of agricultural products, etc.

The university currently has 10 scientific and educational centers and 12 scientific schools in priority areas of the university's development, in which the scientific and pedagogical workers, doctoral students, postgraduates and students realize their creative abilities and at the same time acquire new knowledge.

Michurinsk State Agrarian University has a modern innovative infrastructure that provides a qualitatively new level of science, education and business integration. The scientific divisions of the Michurinsk State Agrarian University include more than 40 infrastructure elements: an educational and research greenhouse complex, an agrobiostation, experimental fields for conducting research and testing the results obtained, 11 scientific laboratories with a modern laboratory and instrument base (complex scientific and testing agricultural and food products laboratory; educational and research laboratory of advanced technologies for storing fruits and vegetables; educational and research functional nutrition products laboratory; educational and research laboratory of soils physics and chemistry; scientific center of breeding and biotechnology, research problem laboratory "Biophotonics"; laboratory of breeding and seed production of cereals and leguminous crops; laboratory of selection of low-growing clone rootstocks and other fruit crops; educational and research biotechnology laboratory; educational and research laboratory of molecular genetic fruit plants analysis. The university has an educational and research precision agriculture laboratory. This laboratory has all the necessary equipment and materials for carrying out research work.

At Michurinsk State Agrarian University the work of scientists is focused on the creation of integrated technologies for the production and processing of agricultural products. On the basis of the educational and research greenhouse complex "Roscha", agrobiostation, experimental sites, research is being conducted in the field of biophotonics, genetics, breeding. The project "Smart Garden" has been developed, aimed at robotization and automation of industrial gardening.

Special attention is paid to the testing of the system of automated electronic monitoring of the state of soil and vegetation cover in open and closed ground, developed on the basis of methods of data mining (Big DATA), machine learning and Internet of Things technology in order to build predictive models of soil fertility and crop yields. Scientific research is being conducted on the topic: "Genesis and degradation of chernozems of European Russia under the influence of anthropogenic factors and waterlogging, methods of protection and reclamation". The influence of anthropogenic factors and waterlogging on the processes of degradation of chernozem soils has been studied. Recommendations have been developed to preserve the physical, chemical, physic-chemical and other properties of chernozem soils from waterlogging, waterlogging and degradation.

University scientists together with Llc “Zolotaya Niva” (Tambov region, Znamensky district) participate in the implementation of a comprehensive scientific and technological project "Development of innovative technologies for the production of elite seed potatoes of promising varieties of domestic selection in the Tambov region conditions" within the framework of the subprogram "Development of potato breeding and seed production in the Russian Federation" which started in 2018 and will be carried out until 2025. The University received a state subsidy for conducting applied scientific research.

The Michurinsk State Agrarian University has organized a holistic and autonomous process of low–growth clonal apple rootstocks selection from hybridization to the transfer of promising forms to state variety testing and their introduction into production.

As of December 2022 24 clone rootstocks of apple trees of the Michurinsk State Agrarian University selection were entered into the State Register of Breeding Achievements Approved for Use in the Territory of the Russian Federation (which is 48% of the total number of clone rootstocks in the register represented by 50 forms), patents for breeding achievement were obtained for 8 of them. Currently 4 new clone rootstocks of the university selection have been transferred to the state variety testing.

Fundamental scientific research of promising forms of clonal rootstocks is carried out in several directions using modern scientific methods and equipment.

MichGAU, the only agricultural university, is part of the consortium of the national technological initiative "Wireless Communication Technologies and the Internet of Things" created to ensure the program implementation for the creation and development of National Technological Initiative center aimed at the development of end-to-end technology "Wireless communication Technologies and the Internet of Things", including personnel and infrastructure support of complex research and development projects, implementation of educational programs for the training scientific and engineering personnel, as well as personnel in the field of new goods and services promotion, development of the design of goods and services in the interests of the markets of the National Technology Initiative. Active work is being carried out within the framework of a consortium with the Skolkovo Institute of Science and Technology, the Higher School of Economics, the Moscow Institute of Physics and Technology, the St. Petersburg State University of Telecommunications. Bonch-Bruevich, St. Petersburg State University of Aerospace Instrumentation. Michurinsky GAU became the winner in the NTI-RVC competition in the Program of the Competence Center for Wireless Communication Technologies and the Internet of Things.

Michurinsk State Agrarian University is the coordinator of the nationwide technological platform "Technologies of the food and processing industry of the agro-industrial complex-healthy food products", which allows developing its innovative component "Fruit growing, vegetable growing, technology of products for functional and healthy nutrition". In 2022 the members of the platform created an industry register of food and processing industry enterprises, and published a projects catalog. The technology platform is among the top three leaders in the priority Russian platforms ranking.

The University together with the Tobacco Research Institute at the Chinese Academy of Agricultural Sciences, ANO "Center for Russian-Chinese Humanitarian Cooperation and Development", "Agrophysical Research Institute", "Stavropol State Agrarian University", "Dagestan State Agrarian University named after M.M. Dzhambulatov", "Don State Agrarian University", Komarov Botanic Institute of the Russian Academy of Sciences, "All-Russian Research Institute of Tobacco, Shag and Tobacco Products" established "Qingdao-Russian Research Institute of the Future of Agriculture".

 

INNOVATIONS 

In the Tambov Region work is actively underway to support small and medium-sized businesses and stimulate innovative development. The region has a significant scientific potential, the necessary conditions and resources for the development of scientific, technical and innovative activities.

Research activities are carried out in state higher educational institutions: Tambov State Technical University, Tambov State University named after G.R. Derzhavin, Michurinsk State Agrarian University, I.V. Michurin Federal Research Center, VNIITiN, 24 organizations of the Tambov Region, in more than 20 small innovative enterprises created on the basis of universities.

There are two "Boiling Points" operating on the basis of universities in the Tambov region which makes it possible to ensure the inclusion of the region in the federal agenda of technological development.

The Derzhavinsky Technopark, created on the basis of the Tambov State University named after G.R. Derzhavin, continues to function successfully. The technopark serves as a scientific, technological and technical base for the implementation of innovative projects, which combines leading research institutes, research centers and laboratories, industrial facilities, incubators, business centers of the university.

In order to stimulate and develop innovative enterprises, as well as increase the investment attractiveness of the region, the Vernadsky Technopark was opened on the basis of the Tambov State Technical University.

Vernadsky Technopark is an infrastructure platform that combines research laboratories, collective use centers, an engineering center, unique equipment, material and technical base, service capabilities and a powerful scientific potential of the Tambov State Technical University.

In order to ensure the accelerated development of high-tech sectors of the economy in the region, the activities of the private technopark in the field of information technology "Mielta", which is one of the centers combining science and business, have been launched.

The Technopark is actively developing and plans to expand its activities. The main goal of the technopark is to create a favorable environment for the development of innovative entrepreneurship.

The Mielta Information technology Technopark and Derzhavinsky Technopark have been awarded the status of a regional operator of the Skolkovo Foundation in the Tambov Region.

In order to support small and medium-sized businesses of the Tambov Region in the development, modernization and introduction of new technologies into the production process, a regional engineering center was established on the basis of the "Geometry of Business" Business Space in 2021.

The center's activity is to provide services for assessing the technological readiness index of manufacturing enterprises, conducting various types of audits, developing modernization programs, preparing a feasibility study, and assisting in the creation of prototypes of new technological products.

Michurinsk – the-only-agricultural-science-city-of-Russia, plays an important role in the region’s innovative development. It aims at conducting fundamental and applied research in genetics, selection, biotechnologies, physiology, biochemistry, fruit berries and vegetable ecology, development of innovative infrastructure, effective and environmental-friendly production technologies, technologies for long-term storage, transportation and new food productions, training highly qualified personnel.

There is the Federal scientific center named after Ivan Michurin. It unites the research abilities of 3 relevant research institutes subordinated to the Federal Agency of the scientific organizations.

The Michurinsk State Agrarian University is the coordinator of the national technological platform "Technologies of food and processing industry of agriculture – healthy food products", which allows to develop its innovative component in the area of "fruit, vegetable, functional and healthy food products".

In 2022 the project on creating the innovative scientific-technological centre "Michurinsk valley" continues. The collective use centre “Digital machine-building” functions on the basis of the Tambov State Technical University. The centre is equipped with modern machine tools, welding and engineering facilities.

The main task of the centre is to train highly qualified personnel for engineering sector,  re-education and advanced training of professionals.  It enables to learn up-to-date technologies in engineering, metalwork and digital design, to conduct research and development works.

 

INNOVATIONS IN SCIENCE

Within the framework of the national project "Science and Universities" in 2020 the regional government acted as a co-founder of the scientific and educational center "Engineering of the Future", which became the winner of the federal competitive selection and received the status of a world-class REC (Decree of the Government of the Russian Federation No. 3182-r of December 3, 2020).

The world-class REC "Engineering of the Future" consists of 6 regions (Samara, Penza, Tambov, Ulyanovsk regions, the Republic of Mordovia and the Chuvash Republic), 10 committees of the governing council, more than 40 organizations participating in the REC, interregional investment projects.

Tambov State Technical University is a key participant of the REC "Engineering of the Future". The University works in the areas of REC activities: "Medical technologies", "Smart Agro" and "New materials". Since 2019 the engineering center "New materials and technologies for civil and dual-use" has been operating at TSTU. 4 centers for collective use have been opened: "Digital Engineering", "Radio Electronics and Communications", "BIM Technologies", "Robotics". In cooperation with industrial partners - Roskhizashchita Corporation, Zavkom JSC, Prodmash JSC, the first industrial production of nano-carbon materials used in polymer composites manufacture, energy storage supercapacitors and chemical current sources was created in the Russian Federation. A line of hybrid sorbents has been developed to remove toxic substances from man-made aquatic environments. Waste recycling technologies (from the forest and woodworking industry) have been introduced.

Since 2021 Tambov State University named after G.R.Derzhavin, as one of the participants of the federal Priority 2030 program, has been working within the framework of large-scale strategic projects implementation: "Innovative technologies in agriculture and environmental Management" and "New Chemical Materials and Technologies". The scientific and human potential accumulated at the University will allow, through strategic projects, to make a significant contribution to the implementation of the strategy of socio-economic development of the Tambov region in the basic sectors of the economy and ensure the achievement of national development goals. The university's social initiatives are designed to increase the attractiveness of the region for young people by forming a new educational model of the university as an access point to the global scientific and educational space.

In TSU named after G.R.Derzhavin within the framework of the direction "Cellular and tissue biotechnologies for agriculture" an innovative low–tonnage enterprise has been created, the main task of which is to develop pilot technologies for the production of microbiological preparations from groups of biological plant protection products and bio-fertilizers. A laboratory and production complex equipped with modern high-performance biotechnological equipment has been created. On the basis of the existing laboratory complex of the university a collection of microorganisms with valuable traits is being formed, laboratory regulations for the production of biological products with fungicidal action and growth-stimulating properties have been developed.

Within the framework of the direction "Digitalization in agriculture and environmental management" Derzhavin University initiated the creation of a working group with the Eurasian Technological Platform "Technologies of the food and processing industry of agriculture – healthy food products" for the development of GIS and remote sensing technologies and joined the national system of personnel training for the development and commercialization of projects on Earth remote sensing technologies.

The Tambov Region geoportal has been developed which contributes to the formation of an innovative system of access to spatial data from Earth remote sensing satellites from space.

 

INVESTMENT POLICY

The regional investment policy implementation is aimed at creating comfortable conditions for business, investments attraction, as well as increasing investors' confidence in the government. The region has created the necessary regulatory framework in the field of investment activities and support measures system for investors aimed at stimulating investment activity in priority sectors of the regional economy. It guarantees all procedures transparency ensuring equal rights to investors and provides various organizational and financial types of state support*:

KEY INDICATORS OF DEVELOPMENT

1st place in the Environmental rating of the Russian regions. Since 2011 the Tambov region has been the absolute leader among Russian regions according to the Environmental development of the All-Russian agency «Green Patrol», estimating among the other aspects effectiveness of regional environmental agencies work.

In the National Rating of the state of the investment climate in the constituent entities of the Russian Federation, the Tambov Region retained its position in 10th place by the end of 2021.

According to the results of the regulatory impact assessment and expertise quality ranking in the subjects of the Russian Federation, conducted by the Ministry of Economic Development, the region has entered the "Good Level" group.

According to the results of the rating of Russian regions by the level of development of public-private partnership in 2021, the Tambov region took 33rd place out of 85.

The region for the first time got ESG-rating (ESG – Ecology, Social responsibility, Management) on BBB level [esg], which positively characterizes risks and opportunities management in this sphere. The highest rating among the key components is assigned to the rating of state management in the region (AA).

According to the results of RAEX rating Agency (Expert RA) research the Tambov region is among the top 10 Russian regions with the lowest level of investment risks.

During the past 8 years the region has been among the top ten subjects of the Russian Federation in terms of labor productivity index (as a cumulative result, compared to the level of 2011, the Russian Federation President’s Decree No. 596 dated 07.05.2012).

In November 2020 the credit rating of the region was confirmed at the level of BBB+(RU) with the positive Outlook, and the region's bonds-at the level of BBB+(RU).

According to the results of the annual rating of the regulatory impact assessment quality in the Russian Federation regions, conducted by the Russian Ministry of economic development the Tambov region has entered the «Top level» group.

The region has become a candidate for leadership in the Russian regions ranking according to the results of SONKO and social entrepreneurship support mechanisms implementation held by Russian Ministry of Economy Development and Agency for strategic initiatives.

In the rating of the subjects of the Russian Federation based on the results of the implementation of support mechanisms for SONKO and social entrepreneurship, conducted by the Ministry of Economic Development of the Russian Federation together with the Agency for Strategic Initiatives for the Promotion of New Projects, the region entered the group of candidate regions for leadership.

According to the National Rating of State Procurement Transparency 2020 Tambov region took the 3th place with the status «Guaranteed Transparency» among the Russian regions.

In the National ranking of event tourism the region is in the “Golden league” of the regions.

Information and tourism site of the Tambov region (turtmb.ru) is considered to be one of the best in Russia.

41 regional events have been included into the National event calendar. 8 regional events have been included into “Top 200 tourists events 2020”.

Regional brands in 2021-2022 took part in the national competition "Tastes of Russia" and presented their products at the National Gastronomic Festival "Golden Autumn". The regional brand "Michurinsk apples" became the winner in the nomination "Try and  you will like it" of the First national competition Tastes of Russia" organized by the Russian Ministry of Agriculture.

According to the results of 9 months of 2022 in the livestock industry the Tambov region ranks 4th in the Central Federal District and Russia in the production of livestock and poultry meat for slaughter (in live weight) in all categories of farms, including: 2nd place in the Central Federal District and 3rd place in Russia for poultry meat production, as well as 4th place in the Central Federal District and 5th place in Russia for pork production.

In the crop industry according to the results of 9 months of 2022 the Tambov region occupies the following places in agricultural crops production in all categories of farms: 3rd place in the Central Federal District and 11th place in Russia in grain and leguminous crops production (in the initially recorded weight); 2nd place in the Central Federal District and 7th place in Russia in support system production of sunflower (in the original registered weight); 3rd place in the Central Federal District and 4th place in Russia for sugar beet production.

In the food and processing industry according to the results of 9 months of 2022 the Tambov region ranks 1st in the Central Federal District and 3rd in Russia for flour production from grain crops, 3rd in the Central Federal District and Russia for compound feeds production, 3rd in the Central Federal District and 4th in Russia for sugar production.

The region entered top 20 regions in the independent rating on the "third sector" development level and quality, compiled by the Public Chamber of the Russian Federation together with the rating agency "RAEX-Analytics" in 5 rating categories of the “third sector” of modern Russia: “Socially oriented non-profit organizations stability” (17th place), "Online information availability on the support of socially oriented non-profit organizations" (7th place),  media activity of socially oriented non-profit organizations” (16th place), “Expert assessment of socially oriented non-profit organizations sector in the region” (19th place), “Regional public chambers as institution sites for the “third sector” development (17th place).

 

INVESTMENT ACTIVITY

The region has formed a unique space of regulated tax and other measures of state support, which is constantly expanding with the involvement of new participants in the investment process and leads to the implementation of major investment projects. Currently, over 300 investment projects are being implemented in the region, being at different stages of completion.

The priority areas of investment are: agriculture, food and processing industry using local raw materials, chemical production and production of other non-metallic mineral products, tourist and recreation potential development.

In order to form a system of support for new investment projects in the region in 2022, elements of the Regional Investment Standard were introduced in the Tambov Region in accordance with the methodological recommendations approved by the Order of the Ministry of Economic Development of the Russian Federation No. 591 dated 30.09.2021 "On the system of support for new investment projects in the subjects of the Russian Federation ("Regional Investment Standard")":

An investment declaration has been adopted that establishes a general description of the investment development goals, key characteristics and investment obligations of the subject of the Russian Federation;

a set of investment rules has been developed containing optimized algorithms for key services and procedures for investors;

an investment map has been formed to display the infrastructure for investors;

an operational center for the support of investment projects on the principle of one window has been created – the Regional Development Agency;

A Headquarters has been established to protect the rights and legitimate interests of investment and business entities to resolve disputes and problems arising during the implementation of projects and discuss issues related to improving the investment climate in the region.

AGROINDUSTRIAL POTENTIAL

Agro-industrial complex is a driving force of the regional economy development. It helps to solve the task of increasing food production as well as improving its competitiveness due to later technologies implementation, new equipment use, bringing ready products to the final consumer.

 About 95 thousand economically active people of the region are employed in agricultural sphere.

The biggest wealth of the Tambov region is fertile black soil – the most fertile in Russia.

The land fund of the region is over 3,4 hectares, 79% of it being agricultural land 87% of which is black soil.

According to the results of  9 months of 2022 the share of the region in the production of agriculture in Russia is:

  • grains and legumes (in the original registered weight) – 2,8%;
  • sugar beet – 7,8%;
  • sunflower (in the original registered weight) – 2,2%;
  • meat of cattle and poultry for slaughter (live weight) – 4,2%
  • sugar – 9,2%;
  • flour – 5,0%;
  • compound feed – 3,8%.

The Tambov region is an attractive investment platform for projects implementation on innovative technologies for growing vegetables indoors. In 2021 the modernization of JSC “Teplichnoye” was carried out, which made it possible to produce 7,7 thousand tons of vegetables of protected soil for 2021.

In 2021 the ROST Group of Companies commissioned the first stage of a high-tech greenhouse complex using advanced science-based technologies for growing vegetable crops at Llc “Michurinsk Greenhouse Combine” with an area of 30 hectares. Thus it made it possible to collect 14,3 thousand tons of the closed ground vegetables at the enterprise in 2021. After the launch of all construction stages the enterprise will become the largest modern greenhouse complex in Russia for indoor vegetables cultivation.

According to the company's development plan the greenhouses construction of the second stage should be completed in 2022. 10 facilities (9 production departments and 1 seedling) with a total area of 30 hectares will be put into operation. About 400 additional jobs will be created. Due to the introduction of a part of the greenhouse complex production departments of the second stage the volume of indoor vegetables production at the enterprise in 2022 will be about 17.5 thousand tons.

After the launch of all construction stages the enterprise will become the largest modern greenhouse complex for indoor vegetables cultivation in Russia.

In the Tambov region pig and poultry meat production is increasing intensively (the region’s share in the Russian Federation in pig meat production for  the first 9 months of 2022 is 4,2%, poultry meat – 5,6%). In these directions the export potential is being formed in the region based on products production  competitive on the international market.

 

The 2nd stage of the investment project “Tambov turkey” on construction poultry meat (turkey) processing complex in Pervomaysky district with capacity 30 thousand tones turkey meat per year was completed in 2021.

Investment project “Tambov broiler” on broiler poultry meat production has been fulfilled. The project should provide production of 45 thousand tones poultry meat per year in live weight.

In the field of egg poultry farming Llc "SPS AgroGroup" plans to build a multidisciplinary agricultural enterprise "Poultry farm Rodina". The project involves the production sites construction: an egg factory for 400 thousand laying hens, an elevator for 40 thousand tons of grain, a feed mill, a mill for processing perennial grasses, an oilseed processing plant, a biogas plant with a workshop for processing chicken manure, farms for growing and processing fruit and berry crops.

PJSC Cherkizovo Group plans to implement a project for new generation pig farms  construction in Staroyuryevsky district with a capacity of 45,200 tons of meat per year.

Intensive raw material base expansion makes it possible to actively develop food and processing industries in the Tambov region. In this connection various investment projects aimed at increasing the processing enterprises capacity are being implemented in the region.

JSC "Ecoil" is implementing a project on building a sunflower cake extraction shop with a capacity of 750 tons per day and increasing the capacity for grain and oilseed crops refinement, storage and transshipment. Production is expected to start at full capacity in 2025.

In order to increase the volume of flour production Llc Saburovsky Bread Products Plant has started implementing an investment project on increasing grain processing capacity by 650 tons per day. When reaching the design capacity the total volume of grain processing at the enterprise will be more than 1,800 tons per day. The project implementation will allow the company to take the first place in flour production in the Central Federal District. Project implementation dates: 2019-2023.

In 2022 Llc “Crystal” continues fulfillment of the investment project “Reconstruction of Kirsanovsky sugar plant with creation of additional capacity for processing not less than 20 thousand tones sugar beet per day and reconstruction of Kirsanovsky butter plant with creation of additional capacity for processing not less than 3 thousand tones sunflower per day. The project will make Llc “Crystal” the biggest sugar plant in Central Federal District.

In 2021 Llc Bondarsky Cheese Factory completed the project implementation on modernization of the main production sites and launch of the new ones: cheese whey collection, processing and thickening, cheese slicing and packing. The modernization will allow to process up to 200 tons of liquid whey and produce up to 60 tons of condensed whey per day.

An investment project of LLC TD Ecoil is planned to implement for a logistics center construction on route formation for grain, oilseeds and sunflower oil shipment in the Tambov region.

 

INDUSTRIAL POTENTIAL

Industry of Tambov region is one of the leading sectors of the regional economy, and has a strong influence on the socio-economic situation.

Industrial production of the region provides:

  • over 16 % of gross regional product;
  • over 33% of tax and non-tax payments to the budgets of all levels;
  • over 17 % of the employed in the regional economy.

The importance of industrial production in the region is largely determined by processing industries.

The share of the Tambov region in the all-Russian production of certain types of industrial products:

  • 100 % organic pigments;
  • 100 % collective respiratory organs protection means of the isolating type;
  • 73 %  collective respiratory organs protection means of the isolating type;
  •  40 % cement-shaving plates;
  •  36 % galvanic equipment;
  •  27 % non-woven materials;
  • 11 % heat-insulting materials.

 

TERRITORY OF ADVANCED DEVELOPMENT (TAD)

One of the mechanisms of stimulating entrepreneurial and investment activity is the creation of territories of advanced socio-economic development (TASED). In December 2017  the Russian Federation government adopted Resolution N 1607 dated 22.12.2017 "About creation of the territory of advanced socio-economic development "Kotovsk". On January 19th 2018 the Ministry of economic development of Russia, the regional administration and the administration of the city of Kotovsk signed an Agreement on the establishment of the territory of advanced socio-economic development "Kotovsk" on the territory of the municipality of Kotovsk of the Tambov region.

The residents of TAD are provided with tax benefits, reduced rates of insurance premiums, and when placing production in the territory of the industrial Park "Kotovsk" the investor is provided with engineering infrastructure.

With the implementation of all planned activities, the volume of investments made by TASED residents will amount to 12 billion rubles for the 10-year period, 3 522 jobs will be created.

Agreements have been signed with 16 residents, all of them have been included in the register of residents of TOR of the Ministry of Economic Development of Russia, which gives them the right to use tax preferences. As a result of the implementation of these investment projects, it is planned to create about 3.4 thousand jobs and develop about 4.3 billion rubles of investments in fixed assets.

 

 

 

 

 

INDUSTRIAL PARKS

Industrial park “Kotovsk”

The Park is located 8 km south of the city of Tambov, in the city of Kotovsk. The area of the site is 142,035 hectares. The relief of the territory is calm, free, convenient for organization of work. The site covers three plots of land.

The investment site is located behind the settlement Noviy, on the right side of the road in the direction of "Kotovsk — Tambov". On the opposite side of the road the site is bordered by the river Tsna. On this border there are acting treatment facilities, currently used for the needs of the settlement Stroitel.

A number of business agreements have been concluded with potential resident enterprises. The volume of investments in the planned and implemented projects will amount to about 3,6 billion rubles, about 2.500 jobs should be created.

 

Industrial park “Uvarovo”

The state industrial park was established in the city of Uvarovo of the Tambov region on 21.08.2017, the area of the site is 28 hectares, it has multipurpose direction.

The Uvarovo Industrial Park infrastructure design has been completed. Approval by the state expert examination was received on 25.06.2020.

The key specialization of the Uvarovo Industrial Park anchor residents is grain processing. In 2019 the first pilot production module of one of the enterprises was launched. It is also planned to implement supporting anchor infrastructure projects, such as the creation of an energy center. The volume of investments in the planned and implemented projects will amount to about 3,6 billion rubles, it is expected to create about 147 jobs.

 

KEY INDUSTRIES

Key activities of the industrial complex are chemical production, machinery and equipment production, radio and optical equipment production, transport means and equipment, food and drinks production, non-metal mineral products. The developed military-industrial complex of the region is currently being actively modernized and transformed into a new integrated structure combining resources from several enterprises.

Industrial parks “Kotovsk”, “Uvarovo” and the managing company Llc “UK “Region 68” have been included into the fedral register of industrial parks and their managing companies formed by the Ministry of Industry and Trade of Russia.

The key import partners are China, Kazakhstan, Belgium, Belarus, Germany.

 

CONSUMER MARKET

The consumer market of the region today is one of the most important economy segments both in terms of the volume of activity and contribution to the overall economic potential, and in terms of the employees number.

The share of trade, public catering and consumer services in the GRP of the Tambov region is more than 14 %.

The consumer market of the region functions stably, is saturated with goods and services, a network of trade enterprises, public catering, and consumer services is developed.

The consumer market of the region is one of the most important segments of the economy, both in terms of the employees number and in terms of volume of activity and contribution to the overall economic potential.

Today there are about 10 thousand trade enterprises, 2 thousand public catering enterprises, more than 200 wholesale trade enterprises and 14 retail markets operating in the region.

For 1 thousand residents of the region there are 851,0 sq.metres of stationary retail space (the standard is fulfilled by 162,1 %).

The share of people employed in the consumer market is about 90 thousand people which makes 20% of the total number of people employed in the economy of the region.

Currently material and technical base continues to be developed – network retail stores are being opened: "Magnit", "Pyaterochka", “Begemot” etc.

The Tambov region continues to maintain a leading position in the development of fair and market trade. In terms of the number of markets and trading places on them, the region ranks 3rd among the regions of the Central Federal District and 5th among the regions of the Central Federal District, in terms of the number of fairs and trade places at them - 1st place among the regions of the Central Federal District and 1st place among the regions of the Central Federal District.

There are 9 permanent fairs for 30 thousand residents of the Tambov region, with the standard of the Ministry of Industry and Trade of Russia 1 fair.

 

SPORT INFRASTRUCTURE

Within the state program of the Tambov region "Physical culture and sports development" for 2014-2020 and municipal programs in the field of physical culture and sports, a set of measures aimed at strengthening the health of the population, creating conditions and forming motivation for a healthy lifestyle, promoting a healthy lifestyle of the population, purposeful involvement of the population and students of the region in physical culture and sports, development of various sports, including adaptive ones is provided. Currently, more than 60% of the total population of the region aged 3-79 are systematically engaged in physical culture and sports.

More than 70 sports are developing in the Tambov region. Traditionally, the most popular are: football – 31 256 people, volleyball – 21 124 people, martial arts (judo, Greco-Roman wrestling,   freestyle   wrestling,   karate,  boxing, etc.) – more than 25 000 people,  basketball – 17 145 people, athletics – 21 925 people, ski racing – 15 145 people, table tennis – 11 025 people, ice hockey – 8 711 people, swimming – 7 825 people, fishing – 7 620 people and others.

In 2022 together with regional sports federations and sports societies more than 150 regional sports and sports events  were organized,  municipalities of the region  carried out over 900 sports competitions and tournaments in various sports, including soccer, volleyball, track and field athletics, Greco-Roman wrestling, judo and other sports. More than 80 participations at all-Russia competitions and more than 70 training events were organized for athletes of the region.

Traditional regional sports and mass competitions are: Spartakiad among urban districts and municipal districts of the region, regional summer rural games, Spartakiad among students in regional professional educational establishments, various tournaments in football, beach volleyball, Greco-Roman wrestling, judo, boxing, chess, swimming.

Realizing the importance of the problem of population involvement, including children, in systematic physical culture and sports, the regional department of physical training and sport organizes  and  conducts  a  number  of  all-Russian  mass  competitions  "Ski Track of Russia" – 4 000 participants, "Russian Azimuth" – 500 participants, "Olympic Day” - 500 participants, “Nation cross” – 2000 participants, “Sambo day” – 100 participants.

В настоящее время спортивная инфраструктура области состоит из 4390 спортивных объектов, из них: стадионы – 21; плоскостные спортивные сооружения – 2897 (баскетбольные, футбольные, волейбольные площадки, спортивные городки, сооружения для занятий легкой атлетикой); спортивные залы – 654; крытые спортивные объекты с искусственным льдом – 5; манежи легкоатлетические – 2; манежи футбольные – 1; велотреки – 1; плавательные бассейны – 41; лыжные базы – 38; сооружения для стрелковых видов спорта – 70; другие спортивные сооружения (тренажерные залы, хоккейные коробки и др.) – 266.

Currently the regional sport infrastructure consists of 4 390 sport facilities, including 21 stadiums, 2 897 flat sports facilities  (basketball, football, volleyball courts, sports grounds, athletics sport grounds), 654 sport halls, 5 indoor sports facilities with artificial ice, 2 athletics arenas, 1 football arena, 1 bike track, 41 swimming pools, 38 ski bases, 70 shooting sports facilities, 266 other sport facilities (gyms, hockey fields and others).

There are 395 urban and recreation infrastructure objects including 180 universal-type playgrounds, 1 bike track, 61 sports grounds with exercise equipment, 152 seasonal skating rinks.

In 2022, work continues to complete the construction of two swimming pools in the cities of Kotovsk, Zherdevka, a school stadium in the village of Pichaevo, a football field with artificial turf in the village of Satinka, Sampursky district, Tambov region.

In addition, in 2022, 3 sets of sports equipment were purchased for testing centers of the All-Russian Sports and Recreation Complex of the TRP, which will be installed in the Ingavinsky, Muchkapsky, Tokarevsky and Mordovian districts in the amount of 8,913.2 thousand rubles.

As part of the implementation of the federal project "Business Sprint" ("I choose sports"), three "smart" sports grounds with the use of digital technologies will be created in the territory of municipalities of the Tambov region in 2022 in the cities of Kirsanov and Uvarovo, the village of Satinka of the Sampursky district. "Smart" sports grounds are planar sports facilities, where hardware digital control of students and hardware methodological support for conducting independent physical education and sports according to recommended programs are implemented.

 

TOURISM

Tambov region has many promising opportunities for the development of various types of tourism due to the unique historical and cultural values and natural attractions of the region.

The history of Tambov region is connected with such outstanding people as pianist and composer Sergei Rachmaninoff, scientist Ivan Michurin, artist Aleksander Gerasimov, politician and diplomat Grigoriy Chicherin, scientist Vladimir Vernadsky.

public catering enterprises – about 900 units;

training system for the tourism industry (Michurinsk state agrarian university, Tambov state university named after G.Derzhavin; Trade, public catering and service college with "Tourism", "Service", "Hotel management");

first place during several years in the environmental rating according to the Russian public organization "Green patrol".

Cultural and event tourism are very popular. 

The most popular sites of Tambov region are museums (regional, municipal, private), estate-museum complexes and objects of religious tourism (there are about 250 Orthodox churches in the region).

Event tourism is the most dynamically developing type of tourism in the Tambov region.  Various events of international, national and regional types are held in Tambov region. Number of events increases, new unique festivals appear.

The “Events calendar of the Tambov region” is published annually, it is also presented in the tourist site (http://turtmb.ru/).

In 2021 35 regional events have been included into the “National events calendar.

Brand tourist route “Russian estates at the turn of the century” is realized in the region, being a member of the federal cultural project “Russian estates”. 

5 travel companies of the Tambov region have been included into the Unified federal register of tour operators.

Temporary accommodation is provided by more than 100 units of collective accommodation,  36 of which have classification:  4 stars – 6 units,  3 stars – 14 units,  2 stars – 7 units, no stars – 9 units.

Aimed at tourist infrastructure development tourist navigation signs have been placed in the region:

40 signs with QR-codes indicating the memorial places connected with the Great Patriotic war of 1941-1945;

50 signs showing direction to religious places;

26 signs about important objects in municipal establishments of the region. 

 

CULTURAL LIFE OF THE TAMBOV REGION

The Tambov Region is a unique historical and cultural region of Russia with a rich material and intangible cultural heritage.

Cultural sphere is represented by an extensive multidisciplinary network of cultural and art organizations with various ownership forms for all types of cultural activities, including:

- archival business: 2 state archives (the Tambov regional state archive and the Tambov regional state archive of socio-political history);

- libraries: state libraries (the Tambov regional universal scientific library named after A.S.Pushkin with the branch "Special library for the blind named after N.A.Ostrovsky"; the Tambov regional children's library) and municipal libraries. In 2022 within the national project "Culture" 3 model libraries were opened in the Tambov region (in total 12 units during the project’s implementation);

- museums: regional state museums (Tambov regional local lore museum and its branches: Museum and exhibition center of the Tambov Region, Medical history museum of the Tambov Region, Chicherin’s house-museum, Vernadsky’s estate-museum, Ivanov’s Morshansk historical art museum; Tambov regional art gallery with a branch-museum Gerasimov’s estate museum; S.V.Rachmaninoff’s museum-reserve "Ivanovka"; Historical and cultural museum complex "Aseev’s estate") and municipal museums, Archbishop Luke's Memorial house-museum of the autonomous non-profit organization "Historical and Cultural Center named after St. Luke";

- professional art: 2 state theatres (Tambov Theatre, including Tambov state academic drama theatre and Tambov state puppet theatre; Michurinsk drama theatre) and 1 municipal theatre Tambov youth drama theatre; 5 state concert organizations (Tambovconcert; Centre for Folk art development "Ivushka"; Chamber choir named after S.V.Rachmaninoff; State ballroom dance ensemble "Rainbow Colors" and created in 2021 Academic symphony orchestra named after S.V.Rachmaninoff);

- cultural and leisure activities: represented by municipal and state club-type cultural institutions (Scientific and methodological centre of folk art and leisure), as well as 2 municipal parks for culture and recreation. In 2022 within the national project "Culture" 4 cultural houses were renovated in the Tambov region (in total 11 units during the project’s implementation);

- art education: 1 state higher education institution (Tambov state music and pedagogical institute named after S.V.Rachmaninoff), 1 state secondary vocational education institution (Tambov arts college), as well as municipal institutions of additional education for children and their branches. In 2021 within the national project "Culture" in the Tambov region 4 children's art schools and the Tambov arts college received tools and equipment (11 units in total). In 2022 2 children’s art schools were modernized (3 units in total);

- analytical centre of culture development.

On the basis of club type municipal cultural institutions cinema clubs operate. As part of the national project "Culture" implementation in 2021 5 cinemas were created (total number – 8 units), 1 auto club was purchased.

In 2022 the following events were held in the region:

International music festival named after S.Rachmaninoff;

International brass festival named after V.Agapkin and I.Shatrov;

International festival named after Valery Khalilov;

International chore music festival “Songs over the river Tsna”;

Theatre festival named after N.Rybakov;

International puppet theatre festival “Legends of the olden times”;

Russian foreign theatres festival;

International theatre festival “In V.Zeldin homeland”. 

 

 

REVIVAL OF TRADITIONS

Tambov Land carefully keeps and revives intangible cultural heritage: traditions and customs, ceremonies and rituals, folk art and festivals. Various competitions and festivals are held by the Scientific and methodological centre of folk art and leisure.

There are different folk and ethnic exhibitions in state and local museums.

The art of old ceramic craft Fedorovskaya Toy has become an academic discipline of the ceramic department of the art schools “Children Art School for Sculpture and Ornamental Art named after Polenov”.
