Information on the aggregate numbers of strategic offensive arms of the Russian Federation and the United States is provided based on the notifications envisaged by the New START Treaty which were exchanged by the parties in September 2022 in accordance with paragraph 2 of Section II of Part Four of the Protocol to the New START Treaty.

* The number of strategic offensive arms declared by the United States does not take into account 41 B-52H heavy bombers declared by the U.S. side as converted and nuclear warheads counted for those heavy bombers as well as 56 Trident II SLBM launchers declared by the U.S. side as converted and four silo training launchers of ICBMs renamed “training silos”. The Russian side cannot confirm that these strategic offensive arms were effectively rendered incapable of employing nuclear armaments for heavy bombers and SLBMs as required under paragraph 3 of Section I of Part Three of the Protocol to the Treaty and objects to arbitrary listing of silo training launchers of ICBMs as “training silos” - the term not provided for by the New START - in order not to include them into accountability.
