Geographical location and landscape
Lipetsk region is located in the upper reaches of the River Don within the Central Russian Upland in the west and the Oksko-Don plain in the East. It borders with Voronezh, Kursk, Oryol, Ryazan, Tambov and Tula regions of Russia.
Lipetsk region is located in the forest-steppe zone. Soils are black earth.
Natural resource potential
The mineral resource base of common useful minerals.
Common useful minerals are concentrated at 108 deposits containing brick- clay raw materials, construction sands, sands for concrete and silicate products, carbonate rocks for burning into lime, and peat. The territorial balance of reserves of Common minerals includes reserves of construction sands, sandy loam, limestones, peat and clay raw materials in the amount of 800 million m3 of raw materials, of which 830 million cubic meters are involved in economic turnover based on subsoil use licenses, constituting 45% of the total quantity reflected in the territorial balance. At the same time, the formed exploration reserve allows meeting the region's economy needs in full.
Specially Protected Natural Areas
In the Lipetsk region, there are 166 specially protected natural areas (SPNAs) of regional and local significance. Among them are 21 nature reserves (6 zoological, 1 biological, 14 landscape) and 145 natural monuments of regional significance, as well as 20 SPNAs of local significance. The total area of SPNAs of regional and local significance is 157,984.34 hectares.
Additionally, the region is home to 2 federal reserves: "Galichya Gora" and a part of the Voronezh Biosphere Reserve, partly located in the Usman municipal district.
Within the territory of the "Meshchersky" regional reserve in the Stanovlyansky municipal district, there is the State Unitary Enterprise (SUE) Dendrological Park "Forest-Steppe Experimental Breeding Station," a nursery with a 100-year history, founded in June 1924. The dendrological collection of the park is the largest floristic gene pool, constantly replenishing its collection. Currently, the dendrological park is not only one of the significant centers with experience in plant introduction, acclimatization, and cultivation, but also an attraction for tourists from our own and neighboring regions.

Economic development
The basis of the region’s economic potential is industrial production (metallurgy, mechanical engineering and food industries, electric power industry). In 2023 (estimated) it accounted for 40.89% of the gross product and 28.3 % of the total number of employees (the period January-March of 2023).
The average monthly per capita income in January-September 2023 is 40.3 thousand rubles.
International relations. General results of foreign economic activity of the Lipetsk region
The Lipetsk region is an active participant in foreign trade activities. In the 9 months of 2024, about 300 exporters from the region delivered to 77 countries worldwide, with a total of more than 100 countries trading together.
In the structure of foreign trade, exports account for about 80%, imports - about 20%. The trade balance is positive.
The basis of exports of Lipetsk region is metallurgical production - 78%, food products export accounts for 19%. Overseas countries account for 91% of exports,
while CIS countries account for 9%. The region’s main imports are machine- building products and equipment - 47%.
Leading partners of the Lipetsk region in foreign trade in 2024 were: Turkey, China, Mexico, Brazil; from CIS countries - Belarus, Kazakhstan, Uzbekistan. In January-September 2024, it is worth noting the growth rate (114%) of trade with BRICS countries.
In our region, the export support infrastructure has been established - the INC
«CEC Lipetsk region» is successfully functioning, regular meetings of the Export Council of the Government of Lipetsk region and the Club of Exporters are held. In 2024, 6 meetings of the Export Council of the Government of the Lipetsk region and 4 meetings of the Club of Exporters were held. Regional export oriented companies participated in 11 international exhibitions and 7 business missions. These activities took place in countries such as Belarus, Kazakhstan, Azerbaijan, Kyrgyzstan, Uzbekistan, Nepal, Oman and India.
Export and investment potential of the Lipetsk region was actively promoted in 2024 at meetings of the Russian-Georgian Business Council, Permanent Russian- Chinese Working Group on interregional and cross-border cooperation and special economic zones of the Sub-commission for trade and economic cooperation of the Commission for the preparation of regular meetings of the heads of government of Russia and China, within the framework of the WCS with the Ministry of Industry of the Republic of Belarus, with the Mogilevsky TPP of the Republic of Belarus, with the commercial representative of the Russian Federation in the PRC and the commercial representative of the Russian Federation in Azerbaijan.
In 2024, three agreements on the establishment of twinning (partnership) relations between municipalities of the Lipetsk region of the Russian Federation and municipal entities of the regions of the Republic of Belarus were signed. At the moment, all the municipalities of our region have concluded similar agreements.
In our region, the national project «International cooperation and export» is successfully implemented. In 2024, the Lipetsk region became one of the leading regions for the implementation of the Regional Export Standard 2.0, which means that favourable conditions have been created in our region for the development of exports.
Transport infrastructure
The region has a developed transport infrastructure. The federal highways M-4 «Don» «Moscow-Voronezh-Rostov-on-Donut-Krasnodar-Novorossiysk», A- 133 «Access road from the highway M-4 «Don» to Lipetsk», P-193 «Voronezh- Tambov» and R-119 «Orel-Lilivna-Lezk-Tambov». The total length of roads is

In Lipetsk is operating a passenger airport with international status (Note: since February 24, 2022 by the decision of the Federal Air Transport Agency, the airport «Lipetsk» is closed to civil aviation vessels).

Conclusion of agreements on the protection and stimulation of investments;
Construction of infrastructure facilities for new investment projects;
Financing of infrastructure projects through budgetary loans;
Recapitalization of the regional Industrial Development Fund to provide financial support to industrial enterprises in the region for the creation of production with import substitution potential, preservation (increase) of jobs, and development of intra-regional industrial cooperation;
Conclusion of a special investment contract;
Provision of preferential loans by the Lipetsk Regional Fund for Small and Medium-sized Enterprises Support and loans provided by the Industrial Development Fund;
Provision of grants such as "Tourism", "Easy Start", "For social enterprises and young entrepreneurs up to 25 years old", "For the development of the material and technical base of agricultural consumer cooperatives", in the form of subsidies to financially support a portion of the expenses of small and medium enterprises (excluding peasant (farm) households) operating in the SME sector.

In 2024, the «Petexpert» plant for the production of dog and cat food was opened on the Yelets site of OEZ «Lipetsk», which meets modern global requirements and trends. One of the main events in 2024 in the economy of the region was the opening of the third site of the «Lipetsk» OEM on the territory of the former tractor plant.
The first workshop is now in operation, it produces parts for railway wagons and bucket for mini forklifts. In the long run will produce the forklifts themselves, utility equipment and equipment for them.

The «Union» concert hall is connected to the system of All-Russia virtual concert hall, which allows Lipsians to attend concerts of leading stage masters conducted by the Moscow State Philharmonic.

Art sites - both public and private became more intensive work with museums and galleries of the first row (Moscow: Tretyakovka, HMIY им. The annual plenary of leading artists of the Central Federal District was one of the large-scale projects of Central Russia in the field of culture. Since 2005, every year the Lipetsk region becomes a place for creative meetings of artists from
all regions of the Central Federal District. The concept of the Lipetsk festival is to be held annually in different municipalities of the region: the project has a duration of 20 years according to their number. Participants of the Lipetsk Festival - leading artists from the regions of the Central Federal District, members of the Union of Artists of the Russian Federation, with experience in pedagogical activities.
Museum-estate P.P. Semyonov-Tian-Shansky (d. Ryazanka, Chavougin district) is one of the important cultural centers of the region. In the homeland of the great traveler, scholar and public figure Petro Petrovich Semenov-Tian- Shansky there are festivals («One day at the noble estate», Art-residence «Chance of Who», Museum’s birthday), interactive programs for schoolchildren, voluntary outings. Guests of the manor can visit a tour of the farm house, where they will learn about the history of the famous noble family.
One of the oldest libraries in the region - Lipetsk oblast universal scientific library - annually receives about 60 thousand readers of all age categories. The Common Documentary Fund of LOUNB has more than 2.6 million copies. It contains unique editions of the XVI-XXI centuries: books with autographs and exliterations of famous personalities; facsimile and especially valuable in artistic execution of the publication; collection of books from medieval Latin to modern times in 40 world languages.
In the territory of the city of Lipetsk operates OBEC «Regional Center for Culture, Folk Art and Cinema» - one of the leading institutions of the Lipetsk region, representing our region not only on a national but also international level. The OKNCT is the largest concert venue in the region, equipped with modern sound and light equipment.
Thanks to the work on preservation of intangible cultural heritage, seven ancient traditions and customs of our region are included in the Register of intangible cultural heritage of the peoples of Russia.
The «Regional Center of Culture, Folk Creativity and Cinema» is the coordinating centre of a network of 450 club institutions and municipal film network of 88 movie points in the Lipetsk region. There are more than 2,000 film copies in the regional film fund. 17 movie theaters of the region have been modernized with the support of the Cinema Foundation. In 2024, more than 240,000 spectators attended film screenings at cultural institutions of the Lipetsk region
