Reference passport about the Perm region
The Perm Region was formed on December 1, 2005 as a result of the merging of The Perm Region and the Komi-Perm Autonomous District in accordance with the results of the referendum held on December 7, 2003.
The population of the region is 2,495.3 thousand people.
The city of Perm has a population of 1,027.1 thousand people and is located 1,386 kilometres from Moscow.
- Geographical position
The Perm Region is situated in the eastern part of the East European Plain and western slopes of the Middle and North Urals, at the junction of two parts of the world – Europe and Asia.
The Region covers an area of more than 160 thousand square kilometres (160 236.5 sq km). The Region’s length from north to south is almost 650 km, and from west to east - 420 km. The Perm Region shares its borders with other Russian regions: the Komi Republic in the north, the Kirov Region and the Udmurt Republic in the west, the Republic of Bashkortostan in the south and the Sverdlovsk Region in the east.
The Region's borders are very winding, stretching over 2.2 thousand kilometers. The main feature of the landscape is the Ural Mountains. Among the mountains of the Middle Urals the highest ones are located in the Tulymsky Kamen ridge (1,469 m). The ancient Permian Sea was floating in the place of the modern Ural Mountains. The bottom deposits of the sea formed modern rocks and minerals: limestones, anhydrite, gypsum, salts, oil and coal.
The Perm Region occupies the 1st place among the Ural in terms of water resources availability. The territory of the Region is almost entirely located in the basin of the Kama River, the largest tributary of the Volga River. The Kama provides access to five seas (The Caspian Sea, the Sea of Azov, the Black Sea, the Baltic Sea and the White Sea) through a system of canals. Two of the largest water reservoirs in The Perm Region - Kamskoye reservoir and Votkinskoye reservoir, with a total area of 3,035 square kilometers, are situated on the Kama River.
The Region's territory is located in the zones of taiga and mixed forests. Forests occupy more than 70% of the territory. The area of The Perm Region's forests is 12,422.9 thousand hectares. Up to 40% of the exploitable reserves of forest plantations are concentrated in the northern and north-eastern parts of the Region. The predominant wood species are spruce, pine and birch. There are two nature reserves on the territory of the Region: “Vishera Nature Reserve” and “Basegi Nature Reserve”.
- Nature and Climatic Conditions
The climate on the whole territory of The Perm Region is moderately continental. Winter is usually snowy and long.
The average January temperature in the northeast of the Region is 18.5 degrees below Celsius, and in the southwest - 15 degrees below Celsius. Summers are moderately warm. The warmest month is July. The average July temperature is 15 degrees above Celsius in the northeast of the Region and 18.5 degrees above Celsius in the southwest. The absolute maximum temperature is 38 degrees above Celsius and the absolute minimum is 53 degrees below Celsius.
- Natural Resources
The geological map of The Perm Region is remarkable for its richness and diversity of mineral resources: oil and gas, mineral salts, coal, gold and diamonds, chromite ores, peat, limestone, precious, ornamental and facing stones, construction materials.
It is explained by the complex landscape of the mountainous and plain parts of the Region. Potassium salts (65 %), magnesium salts (17 %), oil (7.5 %) and rock salt (6.5 %) determine the commercial value of the Kama Region subsoil resources in the regional market.
More than 1,500 deposits of 53 types of minerals have been discovered and identified on the territory of The Perm Region.
- Population and Composition
There are 2,495,300 people living in The Perm Region, of whom about 76% live in urban areas and about 24% are rural dwellers. The population density is 16.4 people per 1 square kilometer.
The Perm Region is a multinational region, where representatives of more than 140 different peoples and nationalities live together: 83.2% of them are Russians, 4.4% are Tatars, 3.1% are Permian Komi, and 1.2% are Bashkirs. Other nationalities - Udmurts, Chuvash, Mari, Mordva, Jews, Poles, Germans, Ukrainians, Belarusians and others - account for 8.1%.
Today, rich folklore, ethnography and ethnic culture reflect local traditions and features of the various territories of Russia. Many peoples have preserved elements of pre-Christian beliefs in their culture.
- Transport
Transportation within the territories of the Region, with other Russian regions, and foreign countries is carried out by railway and road transport, air and waterways.
The main air gateway of the region is Perm International Airport (Bolshoye Savino). The new air terminal complex, opened on November 30, 2017, makes it possible to increase annual passenger traffic to 2 million people by 2025.
The waterways of the Kamskoye and Votkinskoye reservoirs located in The Perm Region are part of the Unified Deep Water System of the European part of the Russian Federation.
The Perm Region is crossed by two latitudinal railroads: the main line of the Sverdlovsk Railway and a section of the Gorky Railway. A number of cities in The Perm Region are located along the route of the Trans-Siberian Railway.
Road transport is the main type of transportation in The Perm Region. The transportation corridor (E22) - which is formed from sections of the federal highways Kazan - Izhevsk - Perm - Yekaterinburg - passes through the territory of The Perm Region. It is adjoined by the federal highway Nytva - Kudymkar (A-153), which is a part of the emerging Northern Latitudinal Transportation Corridor (the northern route Perm - Syktyvkar - Kotlas - St. Petersburg). These sections of federal highways are used by interregional routes to other regions of the Russian Federation (Kirov, Kazan, Yekaterinburg, Moscow, Chelyabinsk, Orenburg, etc.). In 2020, 52.886 km of regional highways forming a bypass of Perm were transferred to federal ownership in order to eliminate the gap in the E22 transportation corridor connecting the federal roads M-7 “Volga”, “Perm Entrance” and R-243 Kostroma-Sharya-Kirov-Perm.
- Economy of The Perm Region
The economy of The Perm Region is predominantly industrial, the share of industry in gross regional product constitutes around 50% (the average number in the Russian Federation is slightly more than 30%).
Among the leading manufacturing industries are fuel, chemistry and petrochemistry, mechanical engineering, metallurgy, and paper production. The fuel and chemical industries use local raw materials. Oil and gas form the basis of the fuel industry.
Availability of specialized scientific centres and high-qualified specialists ensures the leading positions of mechanical engineering of The Perm Region in the Russian production of aircraft and rocket engines, fuel equipment, gas compressor units and gas turbine power plants, oilfield equipment, digital and fiber-optic transmission networks, navigation equipment. A number of high-tech production facilities are concentrated in the Region: plants producing equipment for helicopters, information transmission and navigation systems, unique types of chemical products, oilfield and gas pumping equipment.
In the Russian market, The Perm Region holds leading positions in the sphere of development and production of gas compressor units, fiber-optic and navigation systems, rocket fuel, magnesium and titanium alloys. The metallurgic industry is represented by enterprises that manufacture and process ferrous, non-ferrous, and rare-earth metals, and enterprises of powder metallurgy. The overwhelming part of the overall Russian magnesium production belongs to companies of The Perm Region.
The chemical enterprises produce potash fertilizers (97% of the country’s production), methanol, ammonia, and nitrogen fertilizers.
The timber industry complex of The Perm Region holds one of the leading positions in Russia in timber harvesting and wood raw reprocessing. The pulp and paper industry enterprises produce about 20% of the total Russian volume of paper for various purposes.
The Perm Region is an energy-surplus region of the Russian Federation. Annually more than 20% of produced electricity is exported to neighbouring regions.
The energy system of The Perm Region is one of the largest and most developed energy systems among the subjects of the Russian Federation and is a part of the United Energy System of the Urals.
The following industrial parks are being actively developed in Perm Region:
Kultaevo Industrial Park is the first privately owned industrial park in the Region that received state support in the form of a federal subsidy for the construction and development of the park. The technical readiness of the facility is 100%. At the moment 11 agreements with residents on accommodation have been signed. Its major current residents are: Organic-Logos, Kama Gas Equipment Plant, Natural Additives, Potok JSC.
“PromTechPark” Industrial Park is an industrial park in the zone with preferential tax advantages (territory of advanced development “Nytva”). The park covers an area of 32 ha and is located 3 km away from the E22 highway and 70 km away from the city of Perm. Work is currently underway to create infrastructure facilities, office and production spaces, as well as to include the industrial park in the register of industrial parks of the Ministry of Industry and Trade of the Russian Federation.
The Decree of the Government of the Russian Federation No. 1280 of July 16, 2022, “On Establishment of a Special Economic Zone of Industrial Production Type on the Territories of Municipal Entities of the City of Perm and ‘Perm Municipal District’ of The Perm Region” established a Special Economic Zone of Industrial Production Type “Perm”.
The main area of specialization of the zone will be the development of chemistry, petrochemistry, machine engineering, metalworking, logistics and IT-industry. The Perm Special Economic Zone is located 15 km away from the centre of the Perm city near the large industrial hub of Osentsi, which includes such Russian companies as "SIBUR", "LUKOIL" and "Uralchem".
Agreements have been concluded with eight residents:
JSC UEC-Perm Engines, which is planning to build a production complex for serial production of PD-8, PD-14, PS-90A aircraft engines;
Perm Shipyard LLC, which intends to modernize its production facilities for river and sea vessels, metal structures, stopping and mooring complexes;
Osentsovsky Steel Rolling Plant LLC is planning to establish a metallurgical plant for the production of long products;
Germes Plant LLC, which is planning to build a multi-profile plant for the production of industrial products;
Syntoplast LLC is going to establish a plant for the production of synthetic waxes;
Technology of Composites LLC intends to establish a plant for the production of polymer pipes;
Bio Parma Tech LLC intends to establish a biotech plant to produce agricultural and farming products;
Perm Industrial Park LLC is going to set up production of mineral wool insulation materials.
- Digital Economy of The Perm Region
There are more than 1500 organizations in The Perm Region, which work in the IT sector.
IT companies from Perm actively use federal and regional support measures. A total of 2,828 applications for mortgage lending were submitted in 2024, of which 2,386 applications were approved, and 757 loans worth over 5 billion rubles were issued.
In 2024, the Ministry of Information Development and Communications of The Perm Region held 340 consultations for the Region's IT companies.
In addition, the Region is implementing a wide range of support measures for the development of IT companies, including tax and insurance benefits, preferential loans, grant and personnel support.
In 2024, 4 regional projects of the Digital Economy national project will be implemented in The Perm Region:
- «Information infrastructure»;
- «Information security»;
- «Digital Public Administration»;
- «Digital technologies».
Digital Transformation Strategy of The Perm Region
In august 2022, the Executive Order of the Government of The Perm Region No. 294-rp established the Digital Transformation Strategy of The Perm Region’s economic, social and public administration sectors in the period up to 2024 and the planning period up to 2030 (hereinafter referred to as the DT Strategy), which includes 64 projects
The Perm Region has become one of the leaders in terms of the number of industries included in the regional DT Strategy: the number totaled 18. In addition to 6 main sectors that are obligatory for inclusion in the regional DT Strategy (health care, education, public administration, social sphere, transportation and logistics, urban environment and housing and utilities), digitalization in The Perm Region covers such areas as business and trade, environment and nature management, physical culture and sports, industry, agriculture, culture, energy infrastructure, mass communications and mass media, information technologies, tourism, youth policy and construction. The document provides for the following project management tools: project passports, road maps, functional and technical requirements.
The Digital Development Ministry of The Perm Region organized the work of digital transformation managers and working groups. It also conducts active cooperation with federal sectoral ministries. Working meetings are held and the collection of necessary documents and analytical materials is organized on a regular basis.
Establishing a unified IT landscape of economic, social and public administration sectors would enable receiving the largest number of public services in digital format. Most importantly, it would enable residents to securely and conveniently receive all socially important services, and increases the efficiency of the state apparatus as a whole.
In 2024, the Ministry carried out work on synchronization of the DT Strategy and the Report on research work on the topic “Development of the strategy of social and economic development of The Perm Region for the period up to 2035 and the action plan for the implementation of the mentioned strategy” in individual blocks on digital transformation.
Based on the DT Strategy, a methodology for assessing the introduction and application of best practices and strategic projects in local governments has been developed. The digital transformation assessment rating of The Perm Region municipalities is formed every three months.
In 2025, it is planned to update the DT Strategy and specify the project portfolio. Currently, clarifications from the Ministry of Digital Development, Communications and Mass Media of the Russian Federation are being expected in order to fill the DT Strategy with projects recommended for implementation by the regions, and sectoral days are being held. The number of projects and industries will be determined taking into account the recommendations of federal executive authorities and the region's development priorities.
Training of IT Personnel in The Perm Region
In order to fulfill the tasks of training highly qualified personnel for the region's digital economy, the regional project “Perm Network IT University” has been being implemented since 2019, solving the tasks of relevant, short-term, practice-oriented training of IT personnel.
With the support of grants provided by The Perm Region Government, the region's citizens are being trained in the area of digital skills and IT competences under additional professional education programs in top priority IT areas with the participation of The Perm Region's largest higher education institutions and business partners. The training is free of charge for the citizens of the region. Both full-time and part-time forms of the training are provided. The key difference of the training programs is the participation of leading IT companies of The Perm Region as experts in the content and practical part of the programs.
Since 2019, 474 advanced training programs in the sphere of information and communication technologies have been implemented for the residents of The Perm Region, with more than 7,500 people trained. Every year, 77 training programs on digital skills and IT competencies are implemented. The most popular were the programs on learning various programming languages, creation of interfaces, analytics and databases, and system administration.
In 2024, 79 educational programs were developed, more than 1,700 attendees were trained, with a target of at least 77 programs, and at least 1,155 successfully completing the training.
In order to popularize IT education, the region annually participates in a large-scale all-Russian campaign “Lesson of Digits”. As part of the project, schoolchildren can watch a video lecture on a specified topic and complete an online training exercise on the website of the all-Russian project. In 2024, more than 336,000 students completed the online training exercise, which made up 97.62% of all students in the region. In addition, open classes for schoolchildren are held in The Perm Region, including meetings with experts and representatives of IT companies of the region, with the participation of partner industrial companies. In 2024, 7 open career guidance lessons were held in Perm schools, with the participation of more than 880 schoolchildren.
In addition, an educational project “Digital Literacy” is being implemented in The Perm Region to develop digital literacy and cybersecurity skills related to the Internet. The project was formed in response to the need to inform schoolchildren, teachers and parents about competent scenarios of behavior on the Internet, ways to respond to cyber threats and other types of fraud. The project is available to all citizens of the Russian Federation. As part of the project, the Ministry holds discussions in the city's schools. In 2024, more than 700 schoolchildren took part in this regional project.
The Perm Region participates in the All-Russian training festival on artificial intelligence and programming "RuCode" for beginners and professional developers. In 2024, the finals of the RuCode Festival were held, where 38 teams from The Perm Region took part on a full-time site.
- Investment Prospects of the Region
The Perm Region has developed and is currently implementing a set
of measures of state support for investors, including those through the mechanism of assigning the status of “priority investment project” (in accordance with the Procedure for consideration and selection of investment projects with investments of at least 100 million rubles, implemented or planned to be implemented in The Perm Region, approved by the Resolution of the Government of The Perm Region dated December 6, 2013, No. 1721-p “On the Selection of Investment Projects Implemented or Planned for Implementation on the Territory of The Perm Region”), allowing the initiator of the investment project:
- obtain a land plot for rent without bidding on favorable terms;
- receive administrative support of the investment project on the one stop principle from a specialized organization - the state budgetary institution of The Perm Region “Investment Development Agency”;
- apply the investment tax deduction for corporate income tax in the amount of up to 60% in certain categories of expenses for the creation and acquisition of fixed assets ( starting from 2025 - up to 90% of expenses in case of implementation of the “high-performance priority investment project of The Perm Region” and ensuring the growth of the labor productivity indicator at the enterprise) or apply a reduced corporate income tax rate of 15% (if included in the register of regional investment projects).
Furthermore, in order to promote the development of “internal investors”, to increase the availability of state support for investment projects with investments up to 100 million rubles, as well as to increase the involvement of local administration in interaction with entrepreneurs, the Procedure for consideration and selection of investment projects with investments of less than 100 million rubles, implemented or planned to be implemented in the territory of The Perm Region (hereinafter - the Procedure) was approved. The support measures that can be received in accordance with this Procedure are the following:
- obtaining a land plot without bidding at a preferential rate;
- inclusion in the register of Regional Investment Projects;
- administrative support of the project.
In terms of industry, the register of priority projects is replenished with projects implemented both in the region's traditional industries: petrochemicals, machine engineering, and wood processing, and new projects in logistics, tourism and roadside services.
By the end of 2024, the status of “priority investment project” was assigned to 34 investment projects with a total investment volume of more than 65 billion rubles and a plan to create more than 6 thousand new jobs.
As a result, as of January 1, 2025, the regional register of priority investment projects includes 110 projects with a total investment volume of more than 689 billion rubles and a plan to create more than 17 thousand jobs, including 8 projects with the status of “municipal priority investment project” with a planned investment volume of 840 million rubles.
Besides, in order to create a favorable investment climate in the region, allowing internal and external investors to implement projects in the sphere of logistics that are significant for the development of The Perm Region, to cover the need for quality class “A” warehouses, a benefit in the form of exemption from corporate property tax for 5 years applies to logistics centres with an area of more than 15 thousand square meters built as part of the implementation of priority investment projects of The Perm Region.
For the purpose of development of tourist infrastructure of the Region, renovation of hotel room capacity and increase of tourist flow, a benefit is granted in the form of reduction of the calculated amount of property tax for 10 tax periods in respect of the objects used for accommodation of a hotel of at least “three star” category and the volume of capital investments for construction (reconstruction) of which is not less than 500 million rubles.
In The Perm Region, there are two territories of advanced development (hereinafter referred to as TAD) — “Chusovoy” and “Nytva”.
The status of a TAD resident enables businesses to receive tax benefits (reduced tax rate on corporate profit tax paid to the regional budget: 5% for the first five years after the first profit; 10% for the next five years instead of 18%, exemption from corporate property tax and land tax), and receive a land plot for lease without bidding at a preferential rate.
The Chusovoy TAD was established by the Russian Federation Government Decree No. 329 dated March 23, 2017 for the period from 2017 to 2029 with the purpose of developing Chusovoy by diversifying the economy, attracting investment to the single-industry town and creating new jobs not related to the activities of the town-forming organization JSC Chusovskoy Metallurgical Plant.
The Nytva TAD was established by the Decree of the Government of the Russian Federation No. 387 of 30 March 2019 for the period from 2019 to 2031 for the purpose of developing Nytva by diversifying the economy, attracting investment to the single-industry town and creating new jobs not related to the activities of the town-forming organization JSC Nytva and LLC Sveza Uralsky.
- Agricultural Sector
Based on the data of the territorial statistical body, about 230 agricultural organizations of different forms of ownership and organizational-legal forms, 1148 farms, about 200 thousand private subsidiary farms, 28 enterprises for milk processing, 27 for meat processing, 2 enterprises of flour-milling and baking industry are engaged in the production of agricultural products and foodstuffs in the Region.
In 2024, The Perm Region achieved the indicators characterizing the effectiveness of the state support measures implemented within the priority areas of the agricultural sector. According to preliminary data of the Territorial Agency of the Federal State Statistics Service for The Perm Region (hereinafter - Permstat) in 2024, 594.7 thousand tons of milk (101.8% over 2023) and 91.7 thousand tons of meat (101.4% over 2023) were produced.
The Perm Region's agricultural sector is an attractive investment industry, including the implementation of state support measures, in particular, when creating or modernizing agricultural facilities, up to 55% of capital costs are reimbursed. In addition to the existing measures of state support, the Ministry is developing new measures of support that can be used by the investors for the effective development of the enterprise.
According to Permstat data, the total volume of investments in the agricultural sector of The Perm Region for the first 9 months of 2024 was equal to 3,794.6 million rubles. (4,317.1 million rubles for the same period of 2023). Likewise the volume of investments in food processing (“Production of food products” branch) for 9 months of 2024 totaled 1,374.8 million rubles (1,613.7 million rubles for the same period in 2023).
Year 2021 saw the establishment of the State Institution of The Perm Region “Agribusiness Development Centre” responsible for the functions of the “Competence Centre”. The “Agribusiness Development Centre” in the format of a one stop principle provides consulting, receiving applications, reports, execution of agreements on the provision of state support measures, organized support for existing agricultural manufacturers in various areas of enterprise activity on the issues of business organization, development and implementation of investment projects, holding meetings, round tables to develop proposals for the implementation of state programs of The Perm Region focused on the development of the agricultural complex, the development and support of small and medium-sized enterprises.
State Public Institution of The Perm Region “Agribusiness Development Centre” conducts training events for citizens that have private subsidiary farms, farm households, representatives of agricultural consumer co-operatives, current and potential directors of agricultural enterprises (individual entrepreneurs, LLC, agricultural consumer co-operatives).
The events include seminars, round tables, conferences, training programs (courses) to improve the professional competence in the sphere of current agriculture legislation, development of farming and agricultural consumer cooperation on the territory of The Perm Region, as well as to the rural population in the sphere of creating and running business activities in the agricultural sphere. A number of events are held in cooperation with the "My Business" Development Centre.
The Perm Region is implementing a regional project “Export of Agricultural Products” within the framework of the national project “International Cooperation and Export”.
During the 12 months of 2024, $27.3 million worth of products were exported (compared to $26.4 million in 2023).
Taking into consideration the dynamics of product exports in 2021-2024, as well as the planned volumes of exports of agricultural products by the enterprises of The Perm Region, the forecast values of exports of agricultural products in 2030 will be as follows: 41.1 million USD.
The main distribution markets are mainly the Commonwealth of Independent States (CIS) countries, such as Kazakhstan, Belarus, Azerbaijan, Armenia, Uzbekistan.

The Perm Region's main exporters: Permalko JSC, Sunfruit LLC, Tentorium LLC, Yugovskoy Kombinat of Dairy Products LLC, Bastion LLC, and Confectionary Factory Permskaya OJSC.
- Science and Education
The following scientific institutions operate in the Perm Region:
- Federal state budgetary institution of science Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences, which included 5 scientific institutes of the Ural Branch of the Russian Academy of Sciences;
- Federal Budgetary Institution of Science "Federal Scientific Center for Medical and Preventive Technologies of Population Health Risk Management" of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare;
- Perm branch of the Federal State Budgetary Institution of Science of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences.
Higher education in The Perm Region is represented by 10 state educational organizations (2 of them with branches), 2 private educational organizations, and branches of universities of other subjects of the Russian Federation: 6 branches of state higher education institutions and 1 branch of a private higher education institution.
Federal State Autonomous Educational Institution for Higher Education «Perm State National Research University» (PSU) is the first university in the Ural, one of the founders of the Association of Classical Universities of Russia and the Association of Leading Universities of Russia. In 2010, it was designated as a national research university. PSU maintains and strengthens its status as one of the centers of intellectual and spiritual life of the country, taking a worthy place among the leading universities of Russia.
PSU steadily gains higher positions in the leading world rankings THE and QS World. In 2025, PSU for the first time was included in two subject ratings of Times Higher Education in natural and social sciences simultaneously. The programme «Oil Production Technology» was included in the subject ranking of QS World. PSU is the only university of the Kama Region that is in the RAEX rating of the influence of Russian universities. The university ranks 14th in Russia in terms of education quality.
The university has 12 faculties and institutions covering all branches of knowledge. There is also a college of vocational education and a lyceum. More than 15 thousand people study at the university, the number of teachers, researchers and staff is more than 2.5 thousand people.
The University has aligned its research priorities with the national projects of technological leadership and the regional programme of scientific and technological development. The main areas of research are photonics, organic synthesis and pharmacy, ecology and subsoil use.
PSU has a branch in the city of Solikamsk, where there are more than 300 students and 60 staff members.
Federal State Autonomous Educational Institution for Higher Education «Perm National Research Polytechnic University» (PSPU) was founded by the USSR Council of Ministers on June 19, 1953. About 13.6 thousand students, including 9.8 thousand full-time students, study at PSPU and 2.4 thousand people work there. During its more than half a century of history, PSPU has made a significant contribution to the development of education, science and culture of The Perm Region, the Urals and Russia. The mission of the University is to ensure, on the basis of the knowledge and experience of its faculty and research staff: to meet the needs of citizens and society in quality higher education, training of highly qualified personnel, secondary professional and additional professional education; to carry out fundamental and applied research at the level of world achievements; to stimulate the dissemination of knowledge and technologies, to form a market infrastructure for innovative activity; to provide the following: to meet the needs of citizens and society in higher education, training of highly qualified personnel, secondary professional and additional professional education; to provide the following: to promote the development of new technologies and technologies in the Perm Region, the Urals and Russia. For many years the University has been successfully cooperating with international partners in the field of education and science: higher education institutions, research and industrial organizations.
PSPU is a major Russian innovation center where research is conducted in various branches of science and technology. The achievements of the university's scientists are widely known not only in Russia, but also abroad. The university's research activities are focused on aircraft engine building, nanoindustry, mining and processing of minerals, development of oil and gas fields.
Since 2021, PSPU has been a participant of Priority 2030, the most large-scale program of state support for the development of higher education institutions in the history of modern Russia. The main goal of the project is to form more than 100 progressive modern universities by 2030, which will become centers of scientific, technological and socio-economic development of the country. PSPU became the recipient of the basic grant of the “Priority 2030” program in the direction of Research Leadership. There are 4 strategic projects in the program:

In 2022, PSPU was among the winners of the federal competition “Advanced Engineering Schools”. Thanks to the university's success in the federal project to create advanced schools, the Advanced Engineering School “Higher School of Aviation Engine Building” was opened on the basis of PSPU. The school is engaged in the theory and practice of digital design of gas turbine engine components and automation systems, creation of new functional materials, optimization of technological manufacturing processes and repair of gas turbine engine products. The partners of the Advanced Engineering School “Higher School of Aviation Engine Building” are large industrial enterprises of The Perm Region: JSC “ODK-Aviadvigatel”, JSC “ODK-Perm Motors”, JSC “ODK-STAR”.
The infrastructure of PSPU includes 3 branches in The Perm Region:
Berezniki branch, which has about 900 students and about 90 staff members;
Lysvensky branch, which has almost 700 students and about 100 staff members;
Tchaikovsky branch, which has more than 400 students and almost 40 staff members.
By the order of the Ministry of Science and Higher Education of the Russian Federation dated July 19, 2022 the Educational Center of Kogalym – a branch of PSPU in Khanty-Mansi Autonomous Okrug – Yugra was established.
Federal State Autonomous Educational Institution for Higher Education «Perm State Humanitarian Pedagogical University» (PSHPU) is one of the Ural's oldest universities (founded in 1921). PSHPU is an advanced scientific and educational center providing strategic social and humanitarian research, translation of educational models, educational systems and technologies of working with children and youth in Russia and abroad. More than 5.5 thousand people study at the University, more than 2.5 thousand of them are full-time students. The staff of PSHPU consists of 560 people, including 321 employees from the teaching staff.
The structure of PSHPU consists of 2 research institutes, 13 faculties, 28 departments, 16 scientific laboratories and centers, Institute of Further Education. Federal State Budgetary Educational Institution for higher education «Perm State Institute of Culture» (PSIC).
Perm State Institute of Culture was founded in 1975 (Order of the Ministry of Culture of the RSFSR No. 308 dated April 1, 1975). It is actively developing as an educational, teaching and methodological, scientific and creative centre.
The Institute has prepared more than 16.5 thousand graduates in a wide range of culture and art fields. Among them: world-famous illusionist, People's Artist, Professor Vladimir Danilin; Honored Worker of Culture of the Russian Federation, Director of the Perm Regional Philharmonic Galina Kokaulina; creator of the Evgeny Panfilov Ballet school of modern choreography and theater Evgeny Panfilov; Honored Artist of the Russian Federation, Honored Art Worker of the Russian Federation, director, creator and artistic director of the Perm Theater «At the Bridge» Sergei Fedotov; Honored Art Worker of the Russian Federation, artistic director of the Academic Choir «Mlada» Olga Vyguzova and many others. Nowadays, more than 1,200 students, postgraduate students and assistant interns, including foreign students, study at full-time, part-time and extramural departments of PSIC in the areas of cultural spectrum, choreography, directing, acting and fine arts. The PSIC Conservatory realizes the full range of specialties of professional musical art. Since 2025 the institute has been recruiting applicants for secondary professional education programs. The Central Children's School of Arts of PSIC, opened in 2015, provides training in pre-professional art programs.
By participating in the implementation of significant projects, PSIC's capabilities are constantly expanding. Thus, within the framework of the federal project «Creative People» of the national project «Culture», in 2021 the Institute established the Center for Continuing Education and Professional Development of Creative and Managerial Personnel in the field of culture, and in 2022 – the «Center for Sound Design and Visual Technologies» within the framework of the federal project «Invented in Russia». PSIC is a participant of the national project «Science and Universities» (creation of a network of modern campuses).
One of the significant lines of PSIC development is the support of scientific and creative schools as well as major creative and scientific events. The Institute initiates and implements major cultural, educational and creative projects: international competition of folk instrument performers «Prikamye», international recitation festival-competition «Living Russian Word», international competition of string instrument performers «Magic Bow», international multi-genre competition named after A. Nemtin, international competition of modern choreography, etc.

Federal State Budgetary Educational Institution for Higher Education «Perm State Agro-Technological University named after Academician D.N. Pryanishnikov» (PSATU) was founded on May 6, 1930. For 95 years the university has been providing educational and research programs taking into account both Russian and world experience considering modernisation and innovative development of Russia. It also considers that companies in the agricultural sector seek qualified personnel and native scientific developments.
PSATU has about 5 thousand students from 10 countries of the world, more than 2.5 thousand of them are full-time students. The university employs 230 academic staff members, including 190 people with academic degrees and ranks, 26 of them are Doctors of Sciences. The university is the main centre of training, retraining and advanced training of personnel for AIC and timber complexes of the Perm Region. PSATU is a participant of the global-level scientific and educational centre «Rational Subsoil Use» and the inter-university multifunctional campus «Future of Parma» in the city of Perm. Federal State Budgetary Educational Institution for Higher Education «Perm State Pharmaceutical Academy» of the Ministry of Health of the Russian Federation (PSPA) was founded in 1936. PSPA is one of the two independent higher educational institutions of pharmaceutical profile, leading schools of professional pharmaceutical education, providing training and advanced training of specialists in the field of pharmacy in various educational programs. The university has 1.42 thousand students, all of them are full-time, and employs more than 300 people.
PSPA graduates successfully work in the field of industrial production and pharmaceutical manufacturing of medicine, the quality control, organisation of supplying the population with drugs, pharmaceutical supervision, chemical, physico-chemical and forensic chemical analysis. Apart from faculties, the Academy is currently structured into internship, postgraduate studies, doctoral studies; Dissertation Committee; academic library; research laboratories, Regional (academic and methodological) center for analytical diagnostics of narcotic drugs and psychotropic substances; Regional testing center for standardization and quality control of medicines directed by Federal Service for Surveillance in Healthcare (Roszdravnadzor), Regional Centre for destruction of narcotic drugs and psychotropic substances; educational and production pharmacies, dental clinic, research and educational center, center for distance education and others. On November 9, 2022, on the guidelines of Medfarm-2022 forum the signing ceremony of the agreement on the establishment of the Perm Centre for Cluster Development of the Pharmaceutical Industry «PARMA» was held.
The agreement was signed by the governor of the Perm Region D.N. Makhonin, the head of Perm State Pharmaceutical Academy V.G. Luzhanin and the director of the Perm Research and Education Center «Rational Subsoil Use» P.Yu. Ilushin.
The key spheres of the cluster are manufacturing and development of new medicines and academic and technological products, training of professional staff members for pharmaceutics and related branches in the systems of higher education, secondary vocational education and supplementary vocational education.
Federal State Budgetary Educational Institution for Higher Education «Perm State Medical University named after Academician E. A. Wagner» of the Ministry of Health of the Russian Federation (PSMU) was founded on September 22, 1916. Initially, PSMU was a medical department within the Faculty of Physics and Mathematics of the Perm State University. The university has more than 5.5 thousand students, more than 3.8 thousand doctors and more than 1 thousand middle medical workers enrolled in supplementary vocational education. PSMU employs almost 1 thousand people.
Scientific research of Perm medical scientists are implemented in practical healthcare, reported in numerous scientific papers and patents for inventions. Collaborators of the University have joined the integration scientific processes with the academic institutions of the Ural Department of Russian Academy of Sciences. The result is intensification of scientific investigations with their wide inculcation into medical practice and receiving grants of the Russian Foundation for Fundamental Research and the Russian Humanitarian Scientific Foundation. Federal State Budgetary Educational Institution for Higher Education «Tchaikovsky State Academy of Physical Culture and Sports» (TchGAFKiS).
The branch of the Chelyabinsk State Institute of Physical Culture was established in the city of Tchaikovsky on March 3, 1980 by the decision of the Government of the Russian Federation. The new educational institution for higher education was focused on training pedagogical and scientific personnel to work in the field of physical culture and principally in winter sports.
On December 21, 1995, by the Russian Federation Presidential Decree the branch was transformed into the Chaykovsky State Institute of Physical Culture. It was renamed into Tchaikovsky State Academy of Physical Culture and Sports on June, 8, 2021 by the Decree of the Ministry of Sport of the Russian Federation № 422.
TchGAFKiS has more than 1 thousand students ( secondary vocational education, bachelor's programmes, master's programmes, postgraduate education), 697 of them are full-time, and employs more than 300 staff members.

Federal State Budgetary Educational Institution for Higher Education «Perm Military Institute of National Guard Troops of the Russian Federation» was founded on the basis of the 489th training regiment of the 84th convoy division of the internal military forces, the Ministry of Internal Affairs of the USSR, by the decree of the Council of Ministers of the USSR No. 1033-309 dated October 26, 1991 and the Decree of the Minister of Internal Affairs of the USSR No. 0476 dated November 7, 1981. The organisation has been classified as «Higher Military Command College of the internal military forces of the USSR» and trained military officers of the command level. By the Decree of the Minister of Internal Affairs of the Russian Federation No. 223 dated July 8, 1992, it was transformed into «Perm Higher Military Command School of Internal Troops of the Ministry of Internal Affairs of Russia». By the Russian Federation Government Decree No. 589 dated May 17, 1996 «On the Establishment of Educational Institutions of Higher Professional Education of the Ministry of Internal Affairs of the Russian Federation» and the Decree of the Minister of Internal Affairs of the Russian Federation No. 035 dated July 15, 1996 the institution was renamed into «Perm military institute of the internal military forces of the Ministry of Internal Affairs of the Russian Federation». Federal State Budgetary Educational Institution for Higher Education «Perm Institute of the Federal Penitentiary Service» (PI FPS) was established by the regulation of the Government of the Russian Federation No. 1597-р dated November 5, 2008 (on the basis of the dissolved federal state educational institution of secondary vocational education «Perm College of the Federal Penitentiary Service»).
In 2013, in accordance with the Decree of the President of the Russian Federation No. 728 dated June 14, 2010 «On establishment of the flag of the Federal penitentiary service of Russia, flags of its territorial bodies and educational professional institutions», PI FSP was delivered a flag of the educational institution.

Perm branch of the federal state autonomous educational institution for higher education National Research University «Higher School of Economics» (Perm branch of HSE) is a reputable educational institution. It was established by the Decree of the Government of the Russian Federation in 1997. The first students entered the university in September 1998. It has a campus with academic buildings and dormitories of short distances.
In 2025 The Perm branch of the National Research University Higher School of Economics employs almost 300 people and has 2.6 thousand students. More than 1500 people are trained annually under retraining and professional development programmes. The university offers:
- eight bachelor's degree programmes: Design, Software System and Development Process Automation, IT System Development for Business, International Bachelor's in Business and Economics, Management in Creative Industries, Business Administration, Law, Foreign Languages and Intercultural Communication in Business;

The Perm branch of the National Research University Higher School of Economics is the only university in the Perm Region, which is ranked among the top 30 universities in Russia within the quality of the budget plan for admission. Average Unified State Exam (EГЭ) rate for admission to the university is 85.3 points. In 2024, the Perm campus of the Higher School of Economics confirmed its high level of educational services by scoring 98.21 points in the independent assessment of the quality of the conditions for carrying out educational activities (IQA), which is significantly higher than the average score of higher education institutions in the Perm Region. The Perm branch of the National Research University Higher School of Economics is an expert analytical and research centre in the areas of economics and management. It carries out expert examinations and relevant research of socio-economic processes taking place in Russia and the Region, research in the field of artificial intelligence, IT-technologies, cognitive neurosciences, creative industries.
Perm branch of the Federal State Budgetary Educational Institution for Higher Education «Volga State University of Water Transport» named after Admiral M.P. Lazarev (Perm branch of the VSUWT named after Admiral M.P. Lazarev) is the only educational institution in the Urals that trains Deck Officers and Deck Engineers for the river and marine fleet.
Perm River School was established on June 1, 1913 on the basis of the Decree «Highly approved by the State Council and the State Duma». In 2008, Perm River School was included into the Volga State University of Water Transport and became a part of the largest academic cluster of the Volga Federal District.
The Perm branch of VSUWT provides training of specialists with secondary vocational and higher education. The main area of activity is training of specialists for water transport.
Currently the Perm branch of VSUWT offers seven programmes of secondary vocational education and five programmes of higher education. For the fleet, training is provided in five activity areas of onboard personnel: navigators, ship electricians, ship engineer, experts in trackworks. The branch also offers advanced training for captains and water transport workers under 22 convention training programmes.
The Perm branch of the VSUWT employs more than 80 people. The number of students is more than 1700 people. 1300 of them are enrolled in secondary vocational education programmes, and more than 400 students undertake programmes of higher education.
Perm Institute of Railway Transport - Branch of the Federal State Budgetary Educational Institution for Higher Education «Ural State University of Railway Transport» (PIRT)
The branch of the federal state budgetary educational institution of higher education «Ural State University of Railway Transport» was established in accordance with the direction of the Ministry of Railway Transport of the Russian Federation No. L-1532u dated December 28, 1998. It was created by transforming the study support center of the Ural State Academy of Railway Transport into the branch of the academy.
Since 2006, the Perm Railway Transport Technical School has delivered the status of an institute and has become the largest branch of the Ural State University of Railway Transport.
PIRT offers secondary vocational and higher education programmes and trains specialists for railway transport in seven areas of secondary vocational education and three areas of higher education.
Perm Branch of the Federal State Budgetary Institution for Higher Education «Russian Presidential Academy of National Economy and Public Administration» (Perm Branch of the RANEPA) was established on June 27, 1996.
The Perm Branch of the Federal State Budgetary Institution for Higher Education «Russian Presidential Academy of National Economy and Public Administration» is the largest socio-economic and humanitarian university in Russia and Europe. The history of the Academy dates back to 1921 with The Institute of Red Professors of the All-Union Communist Party, then it was considered «a forge of ministers». Nowadays RANEPA is the leading university that trains managers for the state and municipal service. It is the only Russian Presidential Academy in Russia.
The Perm Branch of the RANEPA offers four programmes: practice of public administration, Management, Economics and Law. Skilled workers are actively involved in the process: heads and representatives of state authorities and regional institutions.
The Perm Branch of the RANEPA has more than 1 thousand students – full-time, postal and part-time). A lot of retraining and advanced training programmes are implemented with the help of the Centre for Supplementary vocational education. Since 2025, the university has become an operator of the regional programmes «School of Mayors» and «Heroes of the Kama Region».
The mission of the RANEPA is to train qualified management personnel for the state, public and private sectors, as well as to provide scientific, expert and analytical expert support for the activities of municipal authorities in various areas.
The Ural Branch of the Federal State Budgetary Educational Institution for Higher Education «The Ilya Glazunov Russian Academy of Painting, Sculpture and Architecture» (Ural branch of the RAPSA) was established in accordance with the Decree of the Minister of Culture No. 358 dated November 15, 1991.
Currently, Ural branch of the RAPSA employs about 60 people and has about 200 students studying in 5 specialties and areas: Oil Painting, Sculpture, Architecture, Design of Architectural Environment, Applied and Decorative Arts, Arts and Crafts. Every year students of the Ural Branch of the RAPSA participate in more than 30 city, regional, international exhibitions, competitions, symposiums, various events organized by the city administration, creative organizations of the Perm Region and Russia.
Perm Institute (Branch) of the Federal State Budgetary Institution for Higher Education «Russian State University of Economics named after G.V. Plekhanov» (Perm Institute (branch) of RUE) was established on the basis of the Perm Soviet Trade Technical School. In 1991, the Perm Soviet Trade Technical School was reorganized into Perm Commercial Community College; in 1995, the institution was renamed into Perm Trade and Economics Community College. In 1995, Perm Faculty of Moscow State University of Commerce (MSUC) was founded on the basis of the community college. In 2002, by the Decree of the Government of the Russian Federation, MSUC was reorganised into the Russian State University of Commerce and Economics. On December 20, 2012, the Ministry of Education and Science of the Russian Federation issued the Decree No. 1075 «On the reorganization of the Federal State Budgetary Education Institution for Supplementary Vocational Education «Russian State Trade and Economic University» into «Russian University of Economics named after G.V. Plekhanov».
In 2015, according to the Decree of the Ministry of Education and Science of the Russian Federation the Perm Branch of Moscow State University of Economics, Statistics and Computer Science was incorporated into the Perm Institute (branch) of RUE. It significantly extended material and technical facilities of the Institute due to new academic buildings.
In 2018, according to the results of the federal stage of the competition «100 best goods of Russia», the Perm Institute (branch) of RUE was among the winners and received a diploma at the nomination «Expert and Research Service».
In 2019, the Perm Institute (branch) of RUE became a diploma winner of the XIX annual contest «Administration Leader in the Kama Region».
The Perm Institute (branch) of RUE offers 9 programmes of higher education, 4 programmes of secondary vocational education and more than 50 programmes of supplementary vocational education.
The Perm Institute (branch) of RUE has a library, scientific laboratories, it-practice areas, a sports centre and many other facilities.
The Perm Institute (branch) of RUE is a platform for implementing the national project «Demography» within the framework of the WorldSkills Russia movement.
More than 900 people study at the Perm Institute (branch) of RUE under higher education programmes.
Private educational institution for higher education «West-Ural Institute of Economics and Law» (WUIEL) was established on June 20, 1994 due to the reconstruction of the Perm branch of the Academy of Economics and Law in Moscow.
WUIEL offers higher education programmes belonging to the integrated groups of «Economics and Management» and «Law», as well as programmes of supplementary vocational education.
WUIEL has more than 500 students enrolled in higher education programmes, more than 200 students enrolled in supplementary professional education programmes and employs about 30 people.
Autonomous non-profit organization for higher and professional education «Prikamsky Social Institute» (PSI) was founded on January 11, 2001.
PSI offers education under the programmes of higher education, retraining and advanced training programmes.
The institute includes three faculties (Psychology and Management, Law, and faculty of supplementary vocational education) and eight departments.
PSI has almost 300 students enrolled in higher education programmes, more than 500 students on additional professional education programmes and about 30 employees.
The branch of the autonomous non-profit organisation for higher education «Institute of Business Career» in the Perm Region (the Branch of IBC) is one of the 8 branches of the Autonomous Non-Profit Organisation of Higher Education «Institute of Business Career».
The branch of the IBC implements higher education under the programmes of the integrated group of Law. The branch has about 80 students.
Modern inter-university multifunctional campus in the city of Perm
In 2022, the Perm Region submitted an application for participation in the project of creating a modern inter-university multifunctional campus in the city of Perm. The Perm Region took part in the selection of projects for co-financing from the federal budget in accordance with the Decree of the Government of the Russian Federation No. 1268 dated July 28, 2021.
The project was competitively qualified by the Ministry of Science and Higher Education of the Russian Federation (9 regions will receive funding based on the results of the selection).
The project is implemented on the basis of public private partnership.
8 educational organisations for higher education (PSU, PSPU, PSHPU, PSMU, PSPA, PSIC, PSATU, Perm branch of HSE) will be the beneficiaries of the project.
The campus infrastructure will include hotel facilities for students and teachers with capacity of more than 5 thousand accommodations, a teaching and laboratory complex with technopark, sports centre, congress hall.

The сonstruction start date is 2024, commissioning of facilities is planned in 2027.
Comprehensive Government Programme of the Perm Region
«Scientific and Technological Development of the Perm Region»
For the purpose of solving the problems of technological sovereignty, developing personnel potential and ensuring the balance of human resources for high-tech and knowledge-intensive sectors of the region's economy, the Decree of the Perm Region Government No. 731-p dated September 30, 2024 approved the comprehensive state programme «Scientific and Technological Development of the Perm Region» (hereinafter referred to as the GP «STD of the Perm Region»).
Within the framework of meeting the staff requirements of priority economic sectors, the measures of the GP «STD of the Perm Region» include vocational guidance activities, activities aimed at developing the infrastructure of educational institutions, and regional support for their participation in breakthrough and selected national and regional projects.
To achieve the goals of the GP «STD of the Perm Region» in 2024, the Perm Region government provided Federal State Autonomous Educational Institution for Higher Education «Perm National Research Polytechnic University» (PSPU) with grants for the development of the Advanced Engineering School «Higher School of Aviation Engine Building» (60 million rubles), as well as for the implementation of university development programmes under the Priority-2030 strategic academic leadership programme (50 million rubles).
IX. Youth policy
As of 2024, The Perm Region has more than 617,000 young people aged between 14 and 35, which accounts for 24.8% of the region’s total population.
The main activity areas of the Agency for Youth Affairs of The Perm Region (hereinafter referred to as the Agency):
- development of the system that informs the youth of The Perm Region about opportunities for self-realization;
- development of interdepartmental cooperation to form an ecosystem of youth policy in the region;
- development of human resources structure in the youth policy sphere;
- establishment of a sufficient youth policy infrastructure;
- development of a legal framework for youth policy;
- creation of conditions for young people to realize themselves.
Infrastructure of the youth policy includes material and technical facilities of state and regional organisations as well as nongovernmental organizations and others used to provide services holding events aimed at improving socio-economic situation and development of young people
Multifunctional and specialised youth centres work in 10 out of 43 municipal formations of The Perm Region in accordance with the federal standards of youth policy institutions of the Federal Agency for Youth Affairs that. Given the number of residents living in these territories, more than 70% of young people in The Perm Region have access to all youth policy services at the level of individual institutions. Apart from this, in 12 municipal formations, there are youth and children spaces based on model libraries, community centres and institutions of supplementary education. In 21 municipal formations, youth work is carried out using the facilities of existing cultural institutions. The State Budgetary Institution “the Kristall Youth Centre” operates in terms of the regional infrastructure for youth policy. The youth centre hosts regional branches of youth communities, major regional and all-Russian events. Kristall is also a methodological centre for working with the infrastructure of municipal formations.
In order to develop the infrastructure of youth policy in The Perm Region, the Agency encouraged the region's participation in the All-Russian competition of programmes for the comprehensive development of youth policy in the regions of the Russian Federation “Region for young” over three years. From 2022 to 2024 financing from the federal budget amounts to 391,998.1 thousand roubles.
In 2023, youth centres in the Chusovskoy and Solikamsky urban districts started their work due to participation in the programme. The main part of the programme’s expenditure in The Perm Region was spent in 2024 to create and develop youth infrastructure in the Chaykovsky Urban District. The programme includes the creation of the property complex of the youth institution, development of the programme events that consider interests of youth both in the cities where centres are located, and their satellite communities. Apart from this, new platforms of Kristall regional youth centre were put into operation within the framework of the programme.
As a result of its participation in the 2024 The Perm Region became the winner of the All-Russian competition of programmes for the comprehensive development of youth policy in the regions of the Russian Federation “Region for young” with financing for 2025 from the federal budget that amounts to 119.3 million roubles. As part of this programme, the services of youth centres in Krasnokamsk, Berezniki, Chernushka, as well as youth centres commissioned earlier, will cover almost all municipal formations of The Perm Region.
Activities aimed at creating conditions for the self-realization of young people are implemented in several areas, including:
- involving young people in municipal, regional, district and all-Russian events
- supporting the activities of youth associations and organizations
- assisting in the formation of career strategies for young people
- supporting youth initiatives
To the end of the year, 996 events were held in the region with the support of the Government of The Perm Region, about 700 of them were organised on the initiative of young people and youth communities. The final total is 479,959 participants. In 2024 the city of Perm became the winner in the special nomination ‘Time of the Young’ of the Federal Agency for Youth Affairs, the main event of the year is awarding the title “Youth Capital of Russia” to the city of Perm for 2025. The World Festival of Youth
The World Festival of Youth took place on the federal territory "Sirius" from 1 – 7 March, 2024, ‘Live and Work in Russia’ programme for foreign participants was held in The Perm Region from 12 – 16 March 2024, the regional festival “Make your move” took place from 13 – 15 March 2024.
The festival host about 20,000 people all over the world gathered on the federal territory of Sirius, Sochi. 117 of them were delegates from The Perm Region, while other 50 young people from the Kama Region were volunteers. A total of 3,790 applications were submitted from the Perm Territory for the main youth event, including 1,400 applications from young people of 14-17 year old. The Perm Region delegation consisted of youth leaders in various spheres - business, media, international cooperation, culture, volunteering and charity, and sports. At the end of the festival, 63 representatives of The Perm Region were awarded the World Youth Festival commemorative medal. The Perm Region became one of the 30 regions that host young foreign people. As a part of the regional programme ‘Live and Work in Russia’, a foreign delegation of 27 people from 21 countries visited The Perm Region. The main events of the festival were followed by a regional programme - “Make your move” festival for the young people of the region.
One of the most significant events of the festival was the creation of the International Friendship Club including the festival participants, foreign citizens, and foreign participants in the regional programme. According to the results in 2024, the International Friendship Club of The Perm Region ranked first among 89 subjects.
The youth platform at the All-Russian Rural Sabantuy
On June, 15 All-Russian Rural Sabantui, which was held in the Barda village, included a creative space ‘Rural Youth’ that was organised to support and develop rural youth communities. The space hosted a strategic session name “Great Opportunities for Small Territories” with the participation of Dmitry Pekurovsky, Chairman of the All-Russian Youth Public Organisation “Russian Union of Rural Youth”, as well as young people from small communities in The Perm Region, Moscow Region, Rostov Region, Chuvashia Republic, the Republic of Komi and others. Due to the results of the session, the work of the regional branch of the Russian Union of Rural Youth in Perm Region was restarted.
The creative platform “Creativity in the countryside” presented unique collections of clothes with ethnic themes, designed by winners of the All-Russian contest of young designers, combining modern trends and traditional rural patterns in their works. The guests at the venue were able to express themselves in customisation of clothes and their digital modelling.
There was also a workshop of family traditions and hobbies that included the following activities: making field bouquets, dolls, rattles, interactive platforms ‘Trophy-raid’ with races on radio-controlled off-road vehicles, a simulator of a service station and others.
District Family Picnic
In 2024, one of the largest events of the Year of the Family in the region was the District Family Picnic.
The festival was held on Perm's Embankment and hosted over 6,000 people – young families with children and young people who are just preparing to get married and have children. Young families, children, teenagers of The Perm Region took part in workshops, masterclasses, played games and listened to informative lectures. There were also seminars by leading practitioners in family relations, various consultations and interactive events, and theatre shows. The main stage featured a breakdance show by children and young people, a family interactive performance, a yoga class for the whole family, a Latin American dance lesson, and interactive games by the young families' club «Support of Russia».
The business programme included a workshop on finding a balance between professional and family life named “Family Values vs. Career Ambitions”, an open lecture “A Conversation around the Kitchen Table” on activities to support large families, a master class on proper nutrition for the whole family “Health on a Plate”, a game on family budget planning “The Magic of Finance”, games and battles on reproductive health and a workshop “Family Holiday without Stress” on how to prepare for a family holiday.
The picnic has popularized family values among the youth audience, broadcasting opportunities for young families in Perm Region - from support measures to the possibility of creating and participating in family communities and possible leisure formats. The picnic was co-organised by family clubs in Perm Region, which are becoming full-fledged subjects of the youth agenda in the region.
XII. Tourist resources of The Perm Region
The Perm Region is a place with developed tourism, and the traveler will be able to choose the most suitable variant of rest.
One of the most popular types of tourism is active tourism.
The nature of The Perm Region is good for river rafting, hiking, visiting caves and trekking to the tops of mountains.
The most picturesque water routes are along the Chusovaya, Usva, Vishera and Sylva rivers. These routes have a low category of complexity, so tourists, even those who begin to get acquainted with rafting, will enjoy a water trip. On the Vishera River, the Vetlan, Polyud, Pomyanenny, Tulym Ridge (the highest point of the Northern Urals), on the Usva River - the Chertov Paletz Stone and the Pervomayskaya Cave are of special interest. When rafting on the Sylva River, tourists often visit the Molebskaya Anomalous Zone, the Ermak Stone, and when rafting on the Chusovaya River - the Chudesnitsa Cave and the Tsarskiye Vorota stone arch. Thrill-seekers will enjoy spring rafting on the Vilva, Koiva and Vizhay. These rivers have rapid flow and waves overwhelm rafters.
And for those travellers who want to hike on a weekend, visiting the Stone City (a rocky massif consisting of island stones formed as a result of sandstone weathering) is recommended. Between the rocks lie perfectly flat passages that give the impression of urban neighbourhoods. The Stone Town is located near the village of Usva in the Gremyachinsky District of The Perm Region.
Caves are another remarkable feature of the region's landscape. The Kungur Ice Cave, located on the outskirts of the town of Kungur, is world famous. It is the only gypsum cave in the world equipped for tourists. The second most famous is the underwater Ordinskaya cave, which is of great interest to fans of cave diving.
In recent years, skiing has become increasingly popular in The Perm Region. At the moment there are more than 20 ski resorts in the region, where you can go for a weekend or a holiday. The most popular of them are: ‘Gubakha’, “Takman”, “Zhebrei”. In 2022, a new ski resort “Belogorie” was opened in the Kungur municipal district. Its distinctive feature is its close proximity to one of the most popular sights of The Perm Region - the Belogorsky Monastery of St. Nicholas.
In recent years, ecological tourism based on specially protected natural territories has been increasingly developing in the region. The Vishersky Reserve with an untouched massif of dark coniferous taiga and mountains, the Basegi Reserve with an unprecedented abundance of birds. Eco-trails were equipped there in order to preserve the unique nature of the reserves.
In 2018, The Perm Region Nature Park «Permsky» was found. It is the place of special conservation, scientific, cultural, aesthetic, recreational and health-improving significance. The territory of the park includes picturesque rocky shores of the rivers Vishera, Usva, Chusovaya, striking with their fantastic nature; rock pillars - limestone outcrops of the Ural Mountains of the Carboniferous and Permian periods of the Palaeozoic era, surprising with their unique forms; caves and grottoes with traces of ancient human sites, where remains of Mesolithic tools and bones of ancient animals have been found: Ural Pleistocene horse, mammoth, bison, woolly rhinoceros. All this allows people to get into the atmosphere of the unknown and feel like a pioneer.
The rich history of the region allows to develop historical and cultural tourism. The main resource for this is the availability of historical and cultural heritage sites.
The city of Perm, which is the regional capital, will offer its guests a variety of museums. In the historical part of the city there are the Perm Museum of Local Lore, the Museum of Perm Antiquities, the historical park “Russia - My History”. It is worth mentioning the legendary “Perm Animal Style” - medieval bronze casting, the objects of which reflect the mythology of the peoples who inhabited the Kama region. A rich collection of these ancient artefacts is exhibited in the main building of the Museum of Local Lore - the Meshkov House.
The best places to experience Perm art are the Perm Art Gallery, the Central Exhibition Hall, the PERMM Museum of Modern Art and the Centre for Urban Culture.
One of the brands that the region is proud of is the Perm Wooden Gods collection. Local pagans carved figures of Jesus and saints out of wood and worshipped them even after the adoption of Orthodoxy. The largest collection of Perm wooden sculpture is exhibited in the Perm Art Gallery.
In the Perm municipal district on the picturesque bank of the Kama River, 43 kilometres long from Perm, there is the “Khokhlovka” architectural and ethnographic museum. Among the picturesque natural landscapehere there are are 23 unique monuments of wooden architecture from the end of XVII - the first half of XX century in the open air. Many monuments have ethnographic interiors and exhibition complexes. Each of the buildings reflects architectural traditions common for different districts of The Perm Region.
The town of Cherdyn, mysterious and attracting with its mysticism, also becomes an interesting destination for tourists. The annual festival “Call of Parma” and the locations of “Heart of Parma” film production create an increased interest in the territory.
Located 183 km. from the Region centre, on the right bank of the Kama River, in the island part of the town of Usolye there is a historic architectural complex “Usolye Stroganovskoye”. The complex is the key object for the implementation of the tourism development strategy in The Perm Region. The historical island part of the city is formed by architectural monuments of the XVII-XIX centuries. Three museums, an exhibition hall, a nunnery metochion of the Spaso-Preobrazhensky Monastery and two active churches are located and operate in the preserved objects of historical and cultural heritage. In total, 41 object of cultural heritage of federal and regional significance built in XVII — XIX centuries belong to the monuments of architecture and urban construction.
The town of Kungur is also an interesting destination for tourists.: every year thousands of tourists visit the Kungur Ice Cave, as well as the Belogorsky Monastery of St. Nicholas - one of the largest monasteries in the Urals. For 20 years Kungur has been hosting the «Sky Fair» festival in summer, which was attended by balloon pilots from all over the world.
Since 2023 the aeronautics festival ‘PRONEBO’ has been held in Kungur District. The event line-up includes a bright show with the participation of balloons and other flying machines, a diverse concert programme and master classes.
Solikamsk has the status of a historical city of our country. It is a town and a museum of its kind with more than 100 monuments of nature, architecture and cultural and historical heritage have been preserved. Each of them has its own unique history.
In addition to cultural and educational tourism, event tourism has been well developed in Solikamsk. Every year the Interregional Festival of blacksmithing ‘Hephaestus Lights’, ‘Salt Festival’ dedicated to the City Day, ‘Demidov Flora Festival’ in the Memorial Botanical Garden are held.
Solikamsk is the starting point of all tourist routes in the north of the Kama region.
The town of Gubakha is located 219 kilometres from Perm, on the banks of the Kosva River, in the mountainous area of The Perm Region. Due to its location, special features of the local landscape, natural resources, monuments and evidences of ancient history, the town has a great tourist potential. There are many peculiar, interesting, unusual and even mysterious sights there.
In 2021, The Perm Region entered the Golden League according to the national rating of event tourism development. The project “59 festivals of the 59th region” is of particular importance for the formation of the region's event reputation. The greatest interest among tourists is aroused by the Diaghilev Festival, the festival of extreme sports “Osa - Bering Water Area” (“Bering Aqua Fest”), events in the territory of the architectural and ethnographic museum “Khokhlovka”, festivals “Secrets of the Krestovaya Mountain” and “Call of Parma”, “Barda-Zien” and others.
Perm ballet is known all over the world. Perm is called the third ballet Mecca after Moscow and St. Petersburg. The Tchaikovsky Perm Academic Opera and Ballet Theatre is the oldest theatre in the city and one of the oldest theatres in Russia. It’s recommended visiting this place to get acquainted The Perm Region. The theatre's signature is the annual international Diaghilev Festival and the “Arabesque” Competition for Young Ballet Dancers (held every two years).
Another leading cultural institution of the Kama region is the Perm Academic Theatre “Teatr-Teatr”, a regular winner of the most prestigious theatre awards, including the Golden Mask. For a long time, the theatre is decidedly on one of the key positions of the cultural life of the region. In its repertoire, it combines both daring experimental productions as well as performances in the best classical traditions.
The author's theatre ‘At the Bridge’ is a mystical theatre. It is the pioneer of presenting the Irish playwright Martin McDonagh in Russia.
Perm's location on the navigable Kama River has made the city one of the centres of cruise tourism in Russia. The existence of a unified deep water system running through the entire European part and linking five seas allows for the organization of a large number of diverse cruise routes from the regional centre. Tourists have the opportunity to travel along the Kama River in the northern direction, visiting the “salt” capitals of the region - Solikamsk, Usolye, Berezniki, and in the southern direction with a stop in the sports capital of the region - the town of Tchaikovsky.
Another feature of The Perm Region is the large number of health resort organisations. The most popular resorts are the Demidkovo sanatorium, the Ust-Kachka and Klyuchi resorts. Apart from traditional services, that are water and mud treatment, sanatoria are looking for their own unique niches to attract clients. For example, Tentorium Spa specialises in apitherapy (treatment with bees and bee products).
The Kama region rains in the top leaders in the development of industrial tourism in the country. The region has one of the most highly developed economic infrastructures in the country, where a number of high-tech industries are concentrated: plants producing helicopter equipment, information transmission and navigation systems, chemical products, oilfield and gas pumping equipment. Several dozen companies develop or offer industrial tours - career guidance, presentation and overview tours, which allow one to become familiar with the industries within the frame of their production activities.
Perm is one of the centres of business, exhibition and fair events. A significant number of tourists coming to The Perm Region have business and professional purposes: participating in exhibitions, congresses, seminars, forums, conferences, etc. Perm has numerous business venues («Perm Expo», «Morion Digital» and others).
The cuisine of The Perm Region is intertwined with the culinary traditions of various nationalities - Russians, Permian Komi, Tatars, Bashkirs, Mari and Udmurts. That is why Perm cuisine is so diverse:different kinds of dumplings, traditional Permian Komi porridge with horsetail flowers, shangi (flatbread with potatoes) and chak-chak (traditional Tatar dessert) can easily coexist on one table. The absolute hit of Perm cuisine is small fried pies with meat, locally known as «posikunchiki». Apart from the well-known pelmeni, Ural «shangu» and purely Permian «posikunchiki», one more traditional Ural dish can be distinguished - pirozhki with “pistiki”. "Pistiki" are the shoots of young horsetail, which usually ripen in early May.
Perm is connected by a well-developed transportation network with major cities of the country. There are air connections with such major cities as Moscow, St. Petersburg, Samara, Kazan, Novosibirsk, Ufa and others. You can also get to the region by railroad transport, because Perm is a major hub connected via the Trans-Siberian Railway with Yekaterinburg, Novosibirsk, Krasnoyarsk, Vladivostok. Buses and shuttle buses connect Perm with many settlements of the region, which gives access to the most attractive landmarks.
The Perm Region provides its guests with a lot of positive emotions. To fully experience the attractiveness of the region, it is necessary to spend at least a few days in the Kama Region, and to combine cultural leisure with trips to nature.
