Geographical Position
The Samara Region is located in the Southeast of the Eastern European Plain in the middle flows of the Volga, the largest river in Europe, which divides it into two parts of various sizes, Privolzhye and Zavolzhye. Regional investment legislation provides for the provision of subsidies from the regional budget in order to reimburse costs incurred during the implementation of an investment project to pay interest on loans received from Russian credit institutions in connection with the implementation of investment projects in the single-industry cities of the Samara region.

In December 2024, the commissioning of almost 100 km of the Tolyatti bypass highway with a bridge crossing over the Volga River as part of the Europe–Western China international transport route with investments of over 140 billion rubles, built under the ongoing concession agreement, was ensured.
Work continues on the creation of an object of the concession agreement on the creation (construction) and operation of railway transport infrastructure to support the activities of the Tolyatti industrial-type special economic zone, concluded between By the Government of the Samara Region and JSC Russian Railways. Its creation in the region will make it possible to form a high–quality infrastructure - the basis for interaction between the scientific community and organizations in the real sector of the economy, and attract talented personnel to the region for economic development.

A strategically important area of PPP is the attraction of extra-budgetary funds for the development of the housing and communal services industry. The StartupSamara Regional Innovation Center regularly hosts various events aimed at creating a large stream of high-quality projects. A significant number of events take place at universities or with the participation of students. In 2024, the center held 40 events, attended by more than 2.3 thousand people.
Small and Medium Businesses
The number of people employed in the SME sector as of 01.01.2025 increased by 2% compared to the same period last year and amounted to 648.9 thousand people (including self-employed citizens). The number of self-employed citizens increased by 31.4% and amounted to 279.7 thousand people. New SME entities continue to be created in the region.
By the end of 2024, 23,334 SMEs were registered in the Samara Region, which is 17.3% of the total number of SMEs in the Samara Region – 134,885 units.
The subjects of SMEs by type of economic activity are distributed as follows: they carry out their activities in the field of trade 35.9% of the total, in the service sector – 25.5%, transport – 10.5%, construction – 9.6%, manufacturing – 6.9%, public catering – 2.6%, agriculture – 2%, other industries and fields of activity – 7%.

2. For aspiring entrepreneurs, the GFSO offers financing programs with comfortable conditions - loans at a rate of up to 5.6% per annum.
3. Microloans for existing businesses starting from 500 thousand rubles with an interest rate of up to 12% per annum.
